The Community Services Manager’s monthly report is attached for the Committee’s consideration.
RECOMMENDATION
THAT the report be received
AND THAT Council approves the draft scheme plan as proposed
AND THAT the development proposal proceeds subject to a favourable offerback assessment
AND THAT the matter of removing entry fees to the public swimming pools as a means of attracting more people to swim in the public pools, be given consideration.

The Corporate Services Manager’s report on the operations of the Corporate Services Department for the month of October and financial statements for the 3 months ended 30 September 2000 are attached for members’ consideration.
A payments listing for the month of October 2000 will be tabled at the meeting for members’ information.
RECOMMENDATION
THAT the report on the operations of the Corporate Services Department for October 2000 and the interim financial reports for the 3 months ended 30 September 2000 be received.

7.1 DELEGATED MATTERS (01.010.001) Separate
Reports of the matters dealt with by way of delegation from the period 1 October 2000are attached separately for the Committee’s information.
RECOMMENDATION
THAT the reports of delegated matters be received.
7.2 PLANNING & ENVIRONMENTAL SERVICES REPORT (01.012.023) 22-48
The Planning and Environmental Services Manager has reported on the recent activities of the Planning and Environmental Services Department.
The report, which includes details on both the Consents and Monitoring Divisions, is attached for the Committee’s consideration.
RECOMMENDATION
THAT the report be received.
7.3 PLANNING & ENVIRONMENTAL SERVICES FEES & CHARGES (01.010.023) 49-57
Attached is a report from the Planning & Environmental Services Manager regarding service fees and charges.
RECOMMENDATION
THAT it be recommended to Council that pursuant to Section 690A of the Local Government Act 1974, The Local Government Official Information and Meetings Act 1987, The Building Act 1991, The Resource Management Act 1991 and the Health Act 1956 the Council prescribes the following fees and charges for the matters described in Schedule 1 hereto.
AND THAT the schedule of charges become effective from 1 February 2001.
AND THAT the charging policy set out in schedule 2 hereto be adopted.
AND THAT the hourly rate currently used be adjusted as at 1 December 2000.

Attached is a report from the Hauraki District Sport Co-ordinator Jennifer Riley for the period from 1st July to 30th September 2000.
Jennifer will be attending the meeting to present her report.
RECOMMENDATION
THAT the report be received.
8.2 SEWERAGE RATING
Provided the information is available in time the General Manager would like to talk about the review of sewerage rating.
8.3 NEW ZEALAND ASSOCIATION FOR ENVIRONMENTAL EDUCATION INCORPORATED 61-62
Attached is a letter from the New Zealand Association for Environmental Education Inc. The General Manager will report further on the merits of this application at the meeting.

THAT pursuant to Section 48(a) of the Local Government Official Information and Meetings Act 1987, the public be excluded from the proceedings of the meeting during which the matter listed below will be dealt with ON THE GROUNDS THAT the public conduct of the relevant part of the proceedings of the meeting would be likely to result in the disclosure of information where the withholding of the information is necessary to enable the local authority to carry out, without prejudice or disadvantage, commercial activities.
