NOTICE IS HEREBY GIVEN THAT A MEETING OF THE PLANNING AND FINANCE COMMITTEE WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON THURSDAY 8 FEBRUARY 2001 COMMENCING AT 1.00 P.M.

RECOMMENDATION
THAT the minutes of the meeting of the Planning and Finance Committee held on Thursday 14 December 2000 be taken as read and confirmed.

5.1 COMMUNITY SERVICES MANAGER MONTHLY REPORT (01.012.022) 6-29
The Community Services Manager’s monthly report is attached for the Committee’s consideration.
RECOMMENDATION
THAT the report be received
AND THAT the agreement proposed be approved by Council and offered to the Department of Conservation for the transfer of ownership of the Ohinemuri and Waitawheta River Swing Bridges
AND THAT the licence to occupy road reserve as specified on the attached licence be approved
AND THAT the submission on the CDEM Bill made on behalf of the TV Combined District Civil Defence Committee be approved.

6.1 CORPORATE SERVICES DEPARTMENT REPORT (01.012.024) 30-36
The Corporate Services Manager’s report on the operations of the Corporate Services Department for the month of December 2000 and financial statements for the 6 months to 31 December 2000 are attached for members’ consideration.
A payments listing for the month of December 2000 will be tabled at the meeting for members’ information.
RECOMMENDATION
THAT the report on the operations of the Corporate Services Department for the month of December 2000 and the interim financial reports for the 6 months to 31 December 2000 be received.
7 PLANNING & ENVIRONMENTAL SERVICES
7.1 DELEGATED MATTERS (01.010.001) Separate
Reports of the matters dealt with by way of delegation from the period 1 December 2000are attached separately for the Committee’s information.
RECOMMENDATION
THAT the reports of delegated matters be received.
7.2 PLANNING & ENVIRONMENTAL SERVICES REPORT (01.012.023) 37-73
The Planning and Environmental Services Manager has reported on the recent activities of the Planning and Environmental Services Department.
The report, which includes details on both the Consents and Monitoring Divisions, is attached for the Committee’s consideration.
RECOMMENDATION
THAT the report be received
AND THAT permission be given to:

Chris Mangan and his family members and·
Murray Sexton:-To launch and retrieve an inflatable craft from the foreshore, with the aid of a four wheel motor bike and for Official duties by Murray Sexton subject to the following conditions:-
-
the four wheel motorbike and trailer should be driven at walking pace but certainly not at a greater speed than thirty (10) kph.-
The four wheel motorbike and trailer must not be driven so as to endanger the safety of or be an annoyance or inconvenience to persons on or using any part of the foreshore.-
Access to the foreshore should be via the dedicated access ways provided.-
All motor vehicles shall be under the direction and orders of the beach warden as appointed under the Bylaw at all times.8. GENERAL BUSINESS
8.1 FIELDWAYS CONSTRUCTION SERVICES (02.631.999) 74
Attached is a letter from Bronwyn Wightman on behalf of the Ratepayers/Fieldway Creditors of Hauraki District Council requesting the opportunity for a delegation to be heard at the meeting.
The delegation will attend the meeting at 2.00 pm.
8.2 HAURAKI DISTRICT SPORT CO-ORDINATOR QUARTERLY REPORT 75-77
Attached is a report from the Hauraki District Sport Co-ordinator Jennifer Riley for the 1st October to 30th December 2000.
Jennifer will be attending the meeting to present her report.
RECOMMENDATION
THAT the report be received.
8.3 VACANT COUNCIL LAND OFF MCMILLAN PLACE/ORCHARD, NGATEA – LOT 3 DPS 72496 1.79 HECTARES, ZONING – TOWN CENTRE (04771/710.00) 78-79
Attached is a report from the Community Services Manager regarding the vacant Council land off McMillan Place/Orchard Road, Ngatea.
RECOMMENDATION
THAT the Council agrees in principle to offer the land to the College to purchase
AND THAT a sub-committee comprising Crs Carmine, Gordon and Troughton enter into negotiation with the Hauraki Plains College board to agree a value and payment process subject to the rezoning of the land for school purposes.
8.4 KARANGAHAKE RESERVE (02.312.999) 80
Attached is a letter from the Chairman of the Waikato Conservation Board congratulating Council on the improvements to the reserve.
RECOMMENDATION
THAT the information be received.
8.5 DISPOSAL OF LAND TO HAURAKI PLAINS COLLEGE (04771/486.00) 81-82
Attached is a letter from R & E Blake expressing an interest in purchasing Lot 3 adjoining the Hauraki Plains College ground together with Keith’s reply.
RECOMMENDATION
THAT the Council reaffirm the decision to offer the land to the Hauraki Plains College.
8.6 FINANCIAL CONTRIBUTIONS FOR ROAD IMPROVEMENTS – NGATITANGATA ROAD, WAIHI (81.000.999) 83-89
Attached is a report from the Consents Officer (Planning) regarding the financial contributions for roading improvements for Ngatitangata Road, Waihi.
RECOMMENDATION
THAT the report be received
AND THAT a sub committee of two or three Councillors be appointed to work with staff to develop a policy initiative for financial roading contributions for reporting back to the Planning & Finance Committee at the earliest practical opportunity.
