COMMUNITY SERVICES
COMMUNITY SERVICES MANAGER MONTHLY REPORT (01.012.022)
The Community Services Manager’s monthly report was attached for the Committee’s consideration.

Library Services Survey
The Community Services Manager advised that the library services survey had been completed. A summary of the responses to the questions put by phone to 135 residents of each Ward were presented.
It was suggested that the promotion of the District Libraries for new residents to the district could be looked at. Other suggestions were holiday reading programmes held at the libraries and more information available regarding genealogy.
Pensioner Housing
There are currently three pensioner flats vacant in Paeroa and none in Waihi.
The Community Services Manager advised that he had attended a seminar in Hamilton recently on housing and outlined some of the issues that were discussed.
CORPORATE SERVICES
CORPORATE SERVICES DEPARTMENT REPORT (01.012.024)
The Corporate Services Manager’s report on the operations of the Corporate Services Department for the month of June 2001 and financial statements for the 11 months ended 31 May 2001 were attached for members’ consideration.
A payments listing for the month of June 2001 was tabled at the meeting for members’ information.

THAT the report on the operations of the Corporate Services Department for 11 months ended 31 May 2001 and the interim financial reports for the 11 months ended 31 May 2001 be received.

DELEGATED MATTERS (01.010.001)
Reports of the matters dealt with by way of delegation from the period 1 June 2001 were attached separately for the Committee’s information.

PLANNING & ENVIRONMENTAL SERVICES REPORT (01.012.023)
The Planning and Environmental Services Manager had reported on the recent activities of the Planning and Environmental Services Department.
The report, which included details on both the Consents and Monitoring Divisions, was circulated prior to the meeting.

Sale of Liquor Act Policy
Attached was a report from Russell Bierre that recorded the outcome of consultation on the Draft Sale of Liquor Policy with the police and Medical Officer of Health. It was noted that as a consequence of the consultation a number of changes had been proposed. These were detailed in Mr Bierre’s report.
RESOLVED
THAT it be recommended to Council that the Draft Sale of Liquor Policy be approved for Public Consultation.

ADDENDUM TO THE AGENDA
Dog Incident
The Planning & Environmental Services Manager gave a verbal report on some incidences regarding a series of dog attacks that had occurred in Ngatea on livestock and domestic animals and poultry. He outlined the attacks and the actions that had been undertaken by Council staff. One dog had been seized and another of the dogs had since been surrendered. This was one of the more serious incidences that had occurred and it was fortunate that the attacks had not included humans.
RESOLVED
THAT the verbal report be received
AND THAT Council proceeds to prosecute Mr Duane Grant Sands of 45 River Road, Ngatea, under section 57(5) of the Dog Control Act 1996 as the owner of a dog(s) that on or about the 9th, 10th and 11th of July 2001 attacked stock, poultry and domestic animals.

Cr Gordon commented that he had been in contact with Councils Dog Ranger regarding concerns from ratepayers and had found him very helpful.
The Planning & Environmental Services Manager advised that in all such cases the owners of dogs involved in attacks were made aware of the options available to them and the consequences that arose from those options.
Application for Consent To Use 1080 Orokawa Bay Scenic Reserve
The Planning & Environmental Services Manager advised that an application had been received to lay sodium – monoflouroacetate – 0.15%ww (1080) for the control of possums at Orokawa Bay Scenic Reserve between the 20th August and 10th September 2001. The Medical Officer of Health in accordance with regulation 15 of the Pesticides (Vertebrate Pest Control) Regulations 1983 was expected to give consent by the 11th July.
RESOLVED
THAT permission be granted for the application of the controlled pesticide 1080 in the Orokawa Bay Scenic Reserve between the 20th August and 10th September 2001 subject to full compliance with the Pesticides (Vertebrate Pest Control) Regulations 1983.

GENERAL BUSINESS
FINANCIAL ASSISTANCE: PUZZLING THINGS EXHIBITION (20.030.0005)
His Worship had been approached by the Managers of the Thames Goldfields Shopping Centre enquiring if our Council would be interested in contributing to the cost of bringing to the Thames Valley region an exhibition of ‘puzzling things’. This exhibition would be displayed during the September school holiday period.
Attached was the letter and detail relating to the request.
Cr Tregidga commented that this was a good idea but was not in favour of funding the proposal with ratepayer money, as it was a commercial venture. Members agreed.

AND THAT a reply be sent declining the proposal.
