Attached is a list of the current Resource Consents relating to water and wastewater and a brief description relating to each.
6.3 NGATEA STP CONSENT RENEWAL (42.002.017)
The renewal of the treatment plant consents has been publicly advertised. The closing date for submissions is Friday the 1 September. Should any submissions be received in opposition to the project, it is likely that negotiation will need to be held with the concerned parties. It is recommended initial negotiations be lead by Councillor Johansen and the Utilities Manager. The results of the negotiation and any significant changes are reported back to this Committee.
RECOMMENDATION
THAT negotiations regarding the renewal of the Ngatea resource consents be lead by Councillor Johansen and the Utilities Manager
AND THAT any significant changes be reported back to the Committee for approval.
6.4 WAIHI SEWAGE, JETFLOTE TRIAL (42.601.017)
The trial to test the Jetflote process at Waihi is planned for the week starting the 24 September. A site visit is planned for the afternoon of the Tuesday 26 September, being deferred to the 27th September should the weather be unsuitable.
6.5 WAIHI WATER CONSENT RENEWAL (43.603.017)
Initial negotiations have been held with Environment Waikato staff over the possibility of not constructing the lower Walmsley intake in exchange to bringing forward the permanent solution to Waihi’s raw water sources based on the water supply strategy. The proposal had a favourable response and a formal application is now being prepared to support the change.
6.6 PAEROA SEWERAGE WET WEATHER OVERFLOWS (42.301.006)
This item has been referred to this Committee from the Works Committee.
Storm Overflows
The storms at the end of June and early July again highlighted the extent of the stormwater inflow and infiltration. The heaviest storm was equivalent to a 1in 10 year long duration event, but based on rainfall intensity its impact on the sewage system was equivalent to a 1 in 2 year saturated ground event. The total flow to the treatment plant was double that of last June with a peak flow to the treatment plant of 22,000 m3 in 24 hours.There were several areas of where overflows would have normally occurred resulting in complaints, but no complaints were received. They were the Neil St, Ainsley Rd and Wood St areas. Works in these areas appear to have successfully transferred the overflows from the private properties.
The overflow complaints were in the following areas.
Near Paeroa College. 1 property. Surcharging onto property. This was traced to a damaged sewer manhole lid in Te Moananui Flats Rd, which allowed stormwater to overload the pump stations.
Albert St/Corbett St 3 properties. Surcharging onto property. This is caused by a large natural depression whose only form of drainage is the sanitary sewer. Reducing the frequency of overflows would require the installation of a stormwater system plus replacement of the sewer network in that area.
Station Rd, 4+ properties. The high inflow and infiltration at the head of this catchment is causing the overflows. Preventing further flooding of properties with untreated sewage is difficult and will take time. The only immediate relief would be to construct a high level overflow that discharges to the adjoining watercourse.
Prospect Terrace, Complaints related to overflows on the adjoining field. Problem related to the Station Road faults.
Andrews St, 1 property. Discharges from the gully trap. The very low house. Short-term relief could be by either installing a pump station at the house or constructing an overflow to the stormwater system.
Arney/Aorangi, manhole surcharging. This main leads to Station Rd.
Towers St, manhole surcharging. Problem related to Station Rd
Washington Square. 1 property. Suspect problem created by stormwater system blocking resulting in flooding of the sewage system.
Puke Rd, manhole surcharging.
George St, 1 property, Toilet not working.
A computerised model of the Paeroa sewerage network was used to determine the extent of works necessary to improve the reticulation so as to reduce the wet weather overflows to a 1 in 2 year storm or greater. This work has been estimated to cost $2,500,000. Should a lower frequency of overflows be targeted, then the cost of reticulation improvements will increase. The value of other return period storms has not been calculated.
The only secure way to prevent the Station Road overflows onto private property is to transfer the overflows direct to the stormwater system. With time the frequency and severity of the overflows will reduce, but it is very unlikely they will ever be eliminated.
Initial discussions were held with Environment Waikato staff regarding constructing high level overflow for Station Road. As expected there was no easy answer and it was considered that resource consents should be applied for to cover these discharges.
It is recommended a formal resource consent application be made to Environment Waikato for a constructed wet weather overflow in Station Road. By having a constructed overflow point, it will be possible to screen out most of the floatables before discharge. The application would require preliminary design plans and a detailed report on why this discharge is necessary.
RECOMMENDATION
THAT preliminary designs be prepared, supporting reports be prepared and resource consent applications be applied for to construct a high level overflow off Station Road.
6.7 WHIRITOA SEWERAGE TREATMENT (42.602.017)
As part of the resource consent conditions, soil monitoring probes and an inflow meter had to be installed. Before installation Environment Waikato had to approve the type of probe and operational methodology. This approval has now been granted and work will commence soon on installing both items. Funding for both items have been included in this years estimates.
6.8 PRESENTATION TO ENVIRONMENT WAIKATIO (43.000.017)
A presentation to the Environment Waikato elected members on the proposed water supply strategy and water and wastewater resource consent issues is programmed for the 10 October.
