MINUTES OF A MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 4 DECEMBER 2001 COMMENCING AT 10.00 AM

IN ATTENDANCE: Crs Laurich, R Pihana (Ngati Tamatera), Messrs K Thompson (District Engineer), B Somers (Utilities Manager) and Ms R Jamieson (Council Secretary)

T Nicholls opened the meeting with a Karakia timatanga.

MATTERS ARISING FROM MINUTES

Draft Waste Management Plan Workshop (01.013.013)

RESOLVED

THAT it be noted in the minutes of 4 September 2001 that L Ngamane abstained from voting on the resolution regarding the Draft Waste Management Plan.

COMMITTEE MEMBERSHIP

In accordance with Section 114R(3) of the Local Government Act the Water and Waste Consultative Committee was discharged on the coming into office of the members of the local authority elected at the general elections in October 2001.

In this regard the Committee has to be reappointed. At the Council meeting held on the 15 November 2001 the Council reformed the Committee and appointed the following:

I Troughton and B Wightman.

The previous Committee also included representatives from the major Iwi groups within the Hauraki District Council Area. The Committee has the authority of appoint additional members. The Iwi involved were;

Ngati Hako, Ngati Tamatera, Ngati Maru, Ngati Tara Tokanui, Hauraki Maori Trust Board and Ngati Paoa. Each Iwi had one nominated representative, plus a nominated deputy should that person be unable to attend.

The following special interest groups were included when solid waste and stormwater was added to the Committee’ functions:

Federated Farmers, Forest and Bird and Ohinemuri Earth Watch.

The following interest groups were sent agendas and invited to attend meetings, but were not Committee members;

Environment Waikato, Department of Conservation and Fish and Game Council.

It was suggested that a map indicating which area each of the Iwi covered would be helpful.

The Chairman outlined the responsibilities of the Consultative Committee. The Committee was a Committee of Council that made recommendations and reported to the Works Committee and Council.

RESOLVED

THAT Ngati Hako, Ngati Tamatera, Ngati Maru, Ngati Tara Tokanui, Hauraki Maori Trust, Ngati Paoa, Federated Farmers, Forest and Bird and Ohinemuri Earth Watch be invited to have a nominated member (and a deputy) on the Consultative Committee Water and Wastes.

UTILITIES MANAGER’S REPORT (42.000.017/43.000.017)

A report from the Utilities Manager was attached.

Waihi Sewerage Treatment Upgrade (42.601.017)

The Utilities Manager advised that the consent to extend the Waihi Sewerage Treatment Plant had been lodged with Environment Waikato and the Hauraki District Council. It was likely to be considered in a joint hearing.

Waitakaruru Sewerage Treatment Plan Options (42.004.005)

The Utilities Manager advised that ground soakage and septic tank options had been looked at for disposal of sewerage at Waitakaruru, but neither of these were suitable.

Currently discussions were being held with Innoflow about another treatment option. The Innoflow proposal was to retrofit all properties with a pre-treatment tank and the effluent was pumped by small-bore pipe work to a sand filter treatment bed. This technology was in use in other small communities through out New Zealand and had received favourable comments. Innoflow believe they could complete the retrofitting for around $8,000 per property and have an operating cost of around $1 per day per property.

A system that could be expanded to include the rest of Waitakaruru in the future was needed.

There were currently two of these schemes working in the Coromandel. A site visit was suggested.

Hauraki Golf Club (43.004.005)

The Hauraki Golf Club had requested Councils support to a change to their resource consent to permit their water extraction from the Mangatarata Stream to increase from 50m3/day to 100 m3/day.

This issue was discussed at the Plains Ward Committee meeting held on 3 December 2001. The Committee had agreed not to oppose the application as long as they reduced their take to 75 3/day during the low flow period.

Combined Water Take Consents (43.000.017)

The Utilities Manager advised that all immediate owners and key interest groups had been written to requesting whether they do or do not support Council applications. Representatives from Ngati Tamatera, Ngati Hako and Ngati Maru had been taken around to all the intakes to provide them with a better knowledge of the intakes.

35 responses had been received. A summary of those that would require additional follow up was given.

THAT Mr Duffin be advised that the consented volume of water extraction would not be increased.

The Utilities Manager advised that a meeting had been held with a representative from Ngati Maru. At that meeting it was requested Council engage Ngati Maru to undertake cultural monitoring of all the intake sites. The cultural monitoring would involve monitoring the values important to Iwi. This was described as monitoring the five basic sensors, sight, sound, smell, touch and taste. Ngati Maru have a staff member who had been trained by Waihi Gold to undertake water quality monitoring.

The Utilities Manager asked for guidance on this matter.

Mr Nicholls of Ngati Tamatera advised that the Iwi groups would meet with Ngati Maru and discuss the issue and report back.
