MINUTES OF MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 4 SEPTEMBER 2001 COMMENCING AT 10.00 AM

MATTERS ARISING FROM MINUTES

There were no matters arising from the minutes.

GENERAL BUSINESS

WAIHI SEWERAGE TREATMENT UPGRADE (42.601.017)

The Utilities Manager advised that work was progressing on preparing the assessment of environmental effects for the lodging of the resource consent application.

WAITAKARURU SEWAGE DISCHARGE CONSENT (42.004.005)

An initial investigation into the Waihi Beach sewage plants had found either plant would be suitable for Waitakaruru. The Pio’s plant was in the better condition and was larger than the South scheme plant. This size plant could service all of Waitakaruru. If a decision was made to take one, it would be done before suitable land was purchased at Waitakaruru, or resource consents granted.

The Utilities Manager advised that due to the very high operating cost these plants had a greater overall cost than other options available and consequently does not consider them the most suitable for Waitakaruru.

The option of converting the existing properties back to their own disposal system had been discussed at the Plains Ward Committee meeting.

A further meeting had been held with Board of Trustees member from Waitakaruru School. At the meeting they expressed a strong desire to connect to the Waitakaruru scheme and would be willing to approach the Ministry of Education for additional funding to do so.

Whether or not the school came into the sewerage scheme should have no effect on the outcome.

WATER TAKES, RESOURCE CONSENTS (43.000.017)

The Utilities Manager advised that work on determining and contacting adjoining landowners was continuing.

STORMWATER DISCHARGE CONSENTS

Attached was a report from Opus International Consultants on the Hauraki District Council Stormwater Discharge Consents.

The Drainage Manager advised that under the RMA, existing stormwater discharge consents issued by Environment Waikato were due to expire on 31 October 2001. In order to continue exercising these consents applications for urban discharges had to be made 3 months prior to the expiry date. Council had engaged Opus International Consultants Ltd to prepare the applications for renewal of these consents. The consent applications were lodged on 28 June 2001.

Mr Peter Ireland of Opus International Consultants had prepared the report and attended the meeting to give the presentation.

The consent applications had been lodged on a ward basis due to geographic, iwi, receiving water, and community of interest basis, plus a separate application for Whiritoa.

Mr Ireland gave a power point presentation on the Hauraki District Stormwater Plans.

Mr Ireland advised that this would be followed up with consultation with each of the interested parties.

The Drainage Manager advised on the consultation process that Council would be undertaking.

Similar approaches had been taken with other Local Authorities.

DRAFT WASTE MANAGEMENT PLAN WORKSHOP (01.013.013)

Attached was a report from the District Engineer on the Draft Waste management Plan workshop held in July.

THAT the report be received

AND THAT the amendments to the draft Waste Management Plan be accepted

AND THAT the amended draft Waste Management Plan be referred to Council for adoption of the Draft Plan for public consultation.
