COMPREHENSIVE STORMWATER DISCHARGE CONSENTS; STORMWATER MANAGEMENT PLAN

Attached was a report from Opus International Consultants regarding the comprehensive Stormwater discharge consents, Stormwater Management Plan.

Mr Peter Ireland (Opus International Consultants Ltd) attended the meeting and made a presentation to the Committee on the stormwater management plan.

Mr J Sanford (Federated Farmers) attended the meeting at 10.10 am.

UTILITIES MANAGER’S REPORT (42.000.017/43.000.017)

A report from the Utilities Manager was attached.

Turua Sewage Treatment Plant Consents (42.003.017)

The Utilities Manager presented a report on the review of a combined Plains Sewerage Scheme undertaken by Bruce Wallace Partners. The review considered the additional annual operating costs and capital cost for both centralising treatment at Paeroa, and centralising treatment at Ngatea. In both cases the costs associated with centralising treatment were considerably greater than any savings centralising would achieve. Based on the findings it was recommended that Council continue with the current decentralised treatment plants.

The Utilities Manager advised that Ngati Tamatera had visited the site and had raised some concerns, which he addressed.

A final draft report from MWH relating to Turua Wastewater Treatment Plan Upgrade was also presented. The full report had been included to provide details about each option. Within the report table 1.1 on page 3 summarised the costs of each option and tables 6.3 and 6.4 detailed the likely level of treatment for each option.

In summarising the Utilities Manager advised that of the options considered the addition of a maturation pond and gravel filter was likely to achieve the best result for the lowest capital and operating cost. A review of when fund would be available had moved the possible construction to 2005, 2006.

Comment was made that the issue regarding the lack of monitoring on fish life in the Waihou River could be raised at the Hauraki Gulf Forum.

Other issues of concern were discussed.

RESOLVED

THAT the Turua wastewater treatment plant resource consent application be lodged based on improved treatment through the addition of a maturation pond and gravel seep zone.

Zeolites (42.000.005)

At the last meeting more information was requested on zeolites. Zeolites are a type of rock of volcanic origin comprising of silicates and aluminium. Two samples of zeolites were presented. Waitakaruru Waste Water Treatment Plant

The Utilities Manager advised the Cr Johansen and himself had visited two sites with Innoflow sewage treatment to access its suitability for Waitakaruru. The Innoflow process appeared to be a suitable option for Waitakaruru and a more detailed investigation regarding stalling Innoflow at Waitakaruru would be undertaken.

The Utilities Manager presented photographs for the Committee’s information.

Fish Passage (42.000.005)

Attached for information was a pamphlet regarding freshwater fish passage in New Zealand Rivers.
