MINUTES OF A MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 5 MARCH 2002 COMMENCING AT 10.08 AM

RESOLVED

THAT the minutes of the meeting of the Consultative Committee Water and Wastes held on Tuesday 4 February 2002 be taken as read and confirmed.

REPORTS

UTILITIES MANAGER’S REPORT (42.000.017/43.000.017)

A report from the Utilities Manager was attached.

RESOLVED

THAT the report be received.

CCWW02/09 CARRIED

Waihi Sewerage Treatment Upgrade (42.601.017)

The Utilities Manager advised that a meeting had been held with a representative of Fish and Game to discuss their submission. They have now withdrawn their submission opposing the discharge so a hearing would not be required.

A tentative programme for the construction of the Jetflote process was presented.

Combined Water Take Consents (43.000.017)

The Utilities Manager advised that as a result of the feedback from the mail outs to affected parties and several meetings, Environment Waikato had been requested to consider the following applications non-notified as no issues had been raised.

Waitete No 1 and No 2

Waikino Mangakara

Mackaytown Paraparakauri

Karangahake Dominion Drive

Kaimanawa Paiakarahi Stream

Puriri and the Waitakaruru water takes would have to be notified as there had been opposition to these water takes.

A meeting had been held with Ngati Tamatera to discuss issues they raised regarding the renewal of the water take consents. A summary of issues and possible resolutions to those issues was given.

The issues of concern were:

Investigate how fish passage could be improved

Council to undertake on-going monitoring of water quality

That Council investigate how to best manage silt and its affects on water quality

Mr Nichols had concerns that the rivers were getting shallower and islands were forming in the middle and the chemicals were clinging to these and not being washed away.

RESOLVED

THAT Council engage a suitably qualified specialist to undertake a fish passage assessment up to and including a short distance past each intake

AND THAT where critical culverts are identified, Council undertake minor works to improve those culverts

AND THAT Council undertake three yearly full chemical analysis of the stream water

AND THAT Council approach DoC and Environment Waikato for any research on the effects of silt run off, with particular emphasis on the effects on fresh water fish.

Turua Sewage Treatment Plant Consents (42.003.017)

Attached were four graphs showing the discharge from the pond for the last year, BoD levels since 1996, suspended solid levels since 1998 and faecal coliform levels since 1996.

A public information day had been held at Turua on 21st February 2002 from 100.00 am to 1.00 pm and 5.00 pm to 7.00 pm. Four people attended the information day during that time.

A preliminary meeting was held with Ngati Maru on the same day. Ngati Maru had a fundamental belief that there should be no waste discharges to the Waihou River. They do accept some were likely to happen and expect any discharges not to impact on the Waihou River quality.

Due to the very high dilution available it could be argued that the Turua discharge isn’t having an adverse environmental impact. When lodging the new resource consent, it would be easier to nominate goals in terms of improved quality. This was to avoid someone else determining the goals for Council.

The Utilities Manager outlined the goals that had been developed.

Centralised treatment needs to be considered further.

Comment was made regarding a new type of rock named zeoite that absorbed pollutants

The Utilities Manager would get a sample to show members at the next meeting.

Cr Carmine attended the meeting at 11.55 am.

Paeroa STP (42.301.017)

The official opening of the new Paeroa Sewage Treatment plan would be held at 1.30 pm after the meeting.

The Chairman thanked the Committee for their input into the Paeroa Sewage Treatment Plant.
