WATER

Renewing Water Take Consents

The Utilities Manager advised that consent had been granted for the Waitakaruru water take consents for a period of seven years. Submitters could appeal the consent and conditions.

No date had been set for the Apakura, Ohinemuri, Waikino or Waitete consents.

Water Consumption

The Utilities Manager advised that with the availability of raw water becoming more difficult to secure and the cost of treating water increasing with increased quality requirements, the conservation of water was becoming more important. Through water conservation, the impact the water extractions were having on the environment was reduced which intern helped to support resource consent applications.

2001-02 had the lowest water demands since accurate district wide records were started in 1997-98. In 1997-98 the total water supplied was 6.6 million cubic metres, while in 2001-02 this dropped to 5.9 million cubic metres.

The two major influences in this reduction were the fully metered urban supplies and pressure management on the Hauraki Plains.

Water Breaks

A graph was presented detailing the total number of water breaks District wide. The reduction in breaks had been achieved through replacement of aging mains and the use of quality materials and fittings.

The Chairman advised that as part of the Council’s district tour undertaken recently visits had been made to the quarry as a possible water supply holding area for the Plains area as well as another site that may be suitable as a holding lake for supplying water for the Plains area. Both of these possibilities were being explored.

SEWERAGE

Pump Station Storage

The Utilities Manager advised that both the Wellington Street and Victoria Street additional storage chambers were now operational.

Turua AEE

The land use application to the Hauraki District Council was nearing completion and should be lodged in the near future.

Ngati Maru had requested Council enter into a memorandum of understanding with regards to their involvement with the Turua sewerage treatment plant.

A concept plan for the maturation pond layout was presented. The proposal would significantly reduce faecal bacterial concentration through greater sunlight contact, plus reduce BoD concentrations. It would also eliminate short circuiting. The maturation pond would be in three cells with the effluent passing through three rock filters. These rock filters were designed to provide improved treatment plus meet cultural wishes that the treated effluent should pass through land before discharge.

It was suggested that at the October meeting a site visit be undertaken to the Paeroa Sewerage Plant and the proposed site for the maturation pond at Turua.

SOLID WASTE

Green Waste Disposal

The Utilities Manager gave an update on Councils current greenwaste disposal situation. He advised that recently Matamata Piako District Council had tendered their green waste disposal for a three year period with a provision for the inclusion of the Hauraki District’s greenwaste disposal. The successful tenderer was HG Leach & Co with a tender rate of $33.60/tonne delivered to Tirohia. The advantages of accepting the tender from HG Leach was it avoided Council assisting in, or establishing its own greenwaste disposal site. This had been recommended to Council and had been accepted.

Recycling Plastics

The Utilities Manager advised that disposal of car tyres and plastic coverings used by farmers for wrapping of silage and hay was a continuing problem. Council’s Refuse Transfer Stations were no longer able to accept car tyres, as there wasn’t anywhere to dispose of them.

Three articles were presented:

· Recycling is Harder than it Looks

It was noted that there were a lot of plastic products that were manufactured that consumers purchased from the supermarket etc. This was causing problems for the local authorities with regard to disposal of them.

Draft Regional Waste Mangement Strategy

A copy of Environment Waikato’s Draft Regional Waste Mangement Strategy was presented. Whilst it was a comprehensive document, section 4 highlighted many of the issues facing the Hauraki District Council.

Unfortunately a spokes person from Environment Waikato was unavailable to attend the meeting to discuss the document, but would attend the October meeting.

T Nichols attended the meeting at 10.50 am.

A discussion was held regarding the ongoing problems involved with the issue of waste.

Kerepehi Stormwater

Mr Clarkin advised that he had been approached by some residents in Kerepehi who were concerned with the run off of waste from treated timber at Tanners Sawmill.

The Utilities Manager would look into the matter.

T Nicholls closed the meeting with a Karakia whakamutunga.

The meeting closed at 11.05 am.
