MINUTES OF A MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 8 APRIL 2003 COMMENCING AT 10.05 A.M.

MATTERS ARISING FROM THE MINUTES

Septage Disposal Allen United Mackaytown

The Utilities Manager gave an update on Allens United Septage Disposal at Mackaytown. A reports was being done by Environment Waikato not only on this issue but on septage disposal overall.

A Anderson commented on meetings held with Environment Waikato and advised that Iwi were willing to agree to a 3-5 year consent. She commented that there needed to be a transition period.

Comment was made that there needed to some sort of management plan on how the operation would continue during the time of the consent. There was also concern regarding the rehabilitation of the site. Because of the historic nature of the site there were currently no conditions in the consent regarding rehabilitation.

There was concern that if Allens United were to go out of business then what would happen regarding cleaning of septic tanks. The Utilities Manager advised that there were still disposal facilities in the region.

Council were considering changes to the type of septic tanks being installed in relation to the new requirements imposed by Environment Waikato regarding septic tanks.

Water Quality Parameters

The Utilities Manager gave a presentation on water quality parameters.

The Utilities Manager advised that through the consultative process, various water quality parameters were often raised and discussed. To assist those who may be uncertain in understanding what those parameters meant, a short presentation and handout had been prepared.

Terms explained in the presentation were:

Measurement units

Temperature

Water clarity

Nitrogen

Phosphorus

Dissolved oxygen

pH

Biochemical oxygen demand (BOD)

Microorganisms

Flow rate

Mr Corlett left the meeting at 11.00 am.

Sewerage Schemes

Compliance Audits by Environment Waikato

Environment Waikato was now undertaking annual compliance audits on the sewage treatment plants. Each condition was audited and each treatment plan received an overall grading.

The results of the March 2003 audit were presented.

Solid Waste Management Plan 2002

The Utilities Manager asked members if they would provide comments on the following performance measures that were contained within the Solid Waste Management Plan 2002. These comments would be used to assist in investigating and estimating possible options with the view of any changes being presented to the Works committee and possibly incorporated within next years financial plan.

Good to see that Council is picking up on this issue, Iwi pleased with this.

Kerbside Collection

The Utilities Manager advised that he had recently advertised for interest in providing a kerbside collection of newspaper and cardboard. Six responses had been received. None appeared keen to undertake the activity without support from Council. Based on the responses, a free kerbside collection of newspaper and cardboard was unlikely to occur within Council’s communities.

Solid Waste Management Plan 2002

The Solid Waste Management Plan contained the following performance measures:

Reduction

Reuse

Recycling

Recovery

Disposal

There was discussion that if Council did not have green waste sites, then it would then perhaps provide an opportunity for a private contractor to provide a service.

A general discussion was held regarding the issue of recycling refuse and the dumping of rubbish on roads and in rivers.

Cr Carmine left the meeting at 11.40 am.

It was asked if there were penalties imposed for dumping rubbish on private roads etc. Action could be taken if the owner of the rubbish could be identified.
