Sewerage Schemes
Waihi Sewage Treatment Plant Upgrading
The Utilities Manager advised that due to contracting delays, it would not be possible to meet the 31 December 2003 deadline for the higher quality effluent. To maintain a complying consent, a variation to the consent conditions for an extension of time would need to be applied for. Feedback was requested from the members at the meeting as to whether they had any concerns over the extending the timeframe. No concerns were expressed.
Proposed New Treatment Plant - Waitakaruru
The Utilities Manager advised that applications for the discharge consents and land use consents had been lodged with the respective authorities. An archaeologist was engaged to report on possible sites within the treatment plant land. It found the raised land near the rear of the site contained a midden. Due to the small size of the treatment plant, if necessary the area of land containing the midden.
The Chairperson asked what the Iwi position was regarding a midden. Ngati Tamatera representative W Brownlee commented that it would depend on how big and deep the midden was and the Iwi in the area would need to be consulted on the matter.
Solid Waste
Waihi Tip Cap
Field testing had been undertaken to prove whether the capping material placed achieved the desired level of permeability. These tests showed that it was better than normally required and very close to the level determined in the laboratory tests.
As part of the landfill decommissioning, it was likely Council would also be required to have resource consents for Stormwater runoff from the site. Monitoring of the Eastern Stream below the landfill site show the water quality is gradually improving.
Waihi Tip Resource Consents
The lodgement of the closure consent was based on the strategy of; capping the landfill, continuing to collect and treat the leachate and rehabilitation of the site. These had been covered in a site management plan. Over the last six months further work had been carried out on the leachate levels within the landfill and the stability of the bund.
Member of the committee were asked if they foresaw any issues arising from the closure consents relating to the landfill. No issues were raised by the committee, however Win Brownlee requested to be kept informed on the closure consents.
Future use of site – light grazing (sheep or young stock) nothing too heavy.
Issues, Topics and Feedback
The Utilities Manager commented that to assist in providing relevant information to the Consultative Committee members, all members were urged to suggest issues, topic, or areas of information that could either be included in future agendas.
Cr Munro left the meeting at 11.15 am.
GENERAL BUSINESS
Mr Morgan advised that the Forest and Bird Society were available for any planting that was required in the district. They would provide the trees.
