MINUTES OF A MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY, 2 DECEMBER 2003 COMMENCING AT 10.00 A.M.

Waihi Sewerage Treatment Plant Upgrading

Council is presently in the course of inviting registration of interests to do the main treatment plant and the consent for submissions. Consultation with Fish & Game and the Department of Health is necessary.

A report from the Utilities Manager is attached.

Water Supply

There was a question regarding NIWA input into the draft Drinking Water Standards. The Utilities Manager informed the meeting that a Standards focus is on removing the Cryptosporidium from the water supply. He explained the log removal criteria for monitoring water quality and also that the standard of the supply source water does not affect the log credit.

There was discussion regarding the linkage between substandard water in terms of the draft Standards and health problems in affected areas and the improved level of treatment required to improve the quality to achieve the standard. The Utilities Manager informed the members that Council would be obliged in terms of Local Government Act 2002 requirements to assess the quality of tank and bore water supplies where these served communities, as defined in the Act.

 

DISTRICT ENGINEER’S REPORT (42.004.005)

The District Engineer presented the report on the Waitakaruru Sewerage System.

Waitakaruru Sewerage System

An economically attractive replacement for the existing inadequate sewerage treatment system at Waitakaruru has been identified, comprising on-site interceptor tanks for each dwelling, small diameter pressure pipe reticulation and a recirculating sand filter treatment system. The Sanitary Works Subsidy Scheme (SWSS) was announced in late 2002 creating the possible opportunity of a Government subsidy for the new system. A public meeting was held on 3 December 2002 outlining the benefit of the subsidy.

The financial information on how the project is to be funded and what costs would have to be met by the participants wishing to connect to the scheme were detailed in the report.

The meeting considered the recommendations of the report and RESOLVED

THAT the recommendations set out below be supported:

 

(a) THAT the work necessary to prepare the final application for subsidy under the Sanitary Works Subsidy Scheme (SWSS) be completed and the final application submitted.

(b) AND THAT the system includes for each dwelling or building with sanitary fittings an interceptor tank with pump, connection to power supply, connection from the tank to the reticulation, one connection to the tank from the building sanitary system, the small bore pressure pipe reticulation and the treatment plant.

(c) AND THAT for presently connected properties in the existing sewerage system area of benefit, Council meets all costs not met by the SWSS scheme subsidy, provided that interceptor tanks for sections without residential accommodation will be at the full cost of the property owners if installed.

(d) AND THAT for properties outside the existing sewerage system area of benefit, the property owner meets 50% of the on-site costs (ie interceptor tank, pump, connection to power supply, connection to reticulation & connection from building sanitary system) with the remaining costs being met by subsidy and Council, provided that interceptor tanks for sections without residential accommodation will be at the full cost of the property owners if installed.

AND THAT a connection be provided if required for the dwelling at the cattery/kennels, but no connection for the cattery/kennel yards be provided unless satisfactory arrangements to control storm water ingress and cleaning water quantity are made.

(e) AND THAT connection to the system for all properties is subject to the property owner agreeing in writing to:

· meet the cost of electricity for the interceptor tank pump,

· granting approval for Council’s contractor to install the tank and associated items on the property,

· granting approval for Council or its delegate to enter the property to inspect the tank from time to time, and

· granting approval for Council’s contractor to enter the property to empty the tank as required.

· accept that the interceptor tank and pump), connection to the reticulation, and connection to the electricity supply is the property of Council and will be maintained by Council.

(f) AND THAT the Waitakaruru School be permitted to connect to the new Waitakaruru sewerage system subject to meeting all its own on-site costs plus a pro rata share of the treatment plant costs.

(g) AND THAT if connections are requested, a funding mechanism be determined for providing the service to the rugby club, tennis club, public toilet, plunket, community centre, and play centre buildings.

(h) AND THAT commercial properties outside the existing area of benefit be permitted to connect to the system subject to meeting full on-site costs.

(i) AND THAT the old Dairy Factory building be permitted to connect to the system at no cost.

(j) AND THAT a Waitakaruru Sewerage System bylaw be enacted following required consultative procedures to provide for technical requirements for connections, maintenance procedures and access to private property.

In answer to inquiries, the District Engineer informed the members that commercial properties will have to meet full costs of the scheme as the subsidy does not apply to commercial properties. Also, information regarding the sewerage upgrade would be recorded on the affected property file.

Ms Anderson requested written confirmation of the minutes regarding the site visit to the area and questioned if the minutes had been formally been signed off. Ms Anderson requested a copy of the minutes to understand where the Iwi stands in relation to the decisions made from the site visit as they were not present at the Hearings. The District Engineer undertook to resolve the matter.

The District Engineer outlined the change in the repositioning of the rock filter away from the bank.

Ms Anderson congratulated Council on their handling of process.

LATE ITEMS

Richmonds – Consent Application

Discharge of Waste Water into Ohinemuri River – The Utilities Manager, Water is investigating and will report back to the next meeting.

Wrightsons Saleyards – Consent Application

The sale yards have applied for a consent to discharge into a small stream.

The Manager, Waste Water and Refuse informed the members that the issue has been discussed briefly with the consultant in charge of the application on the possible discharging of the saleyards effluent into the public sewerage system. He will report back to the next meeting.
