RECOMMENDATION

THAT the minutes of the meeting of the Consultative Committee Water and Wastes held on Tuesday 5 August 2003 be taken as read and confirmed.

5.1 UTILITIES MANAGER’S REPORT (01.011.025) 3-6

A report from the Utilities Manager is attached.

RECOMMENDATION

THAT the report be received.

5.2 DISTRICT ENGINEER’S REPORT (42.004.005) 7-10

A report from the District Engineer is attached.

RECOMMENDATION

THAT the report be received

(a) AND THAT the work necessary to prepare the final application for subsidy under the Sanitary Works Subsidy Scheme (SWSS) be completed and the final application submitted.

(b) AND THAT the system includes for each dwelling or building with sanitary fittings an interceptor tank with pump, connection to power supply, connection from the tank to the reticulation, one connection to the tank from the building sanitary system, the small bore pressure pipe reticulation and the treatment plant.

(c) AND THAT for presently connected properties in the existing sewerage system area of benefit, Council meets all costs not met by the SWSS scheme subsidy, provided that interceptor tanks for sections without residential accommodation will be at the full cost of the property owners if installed.

(d) AND THAT for properties outside the existing sewerage system area of benefit, the property owner meets 50% of the on-site costs (ie interceptor tank, pump, connection to power supply, connection to reticulation & connection from building sanitary system) with the remaining costs being met by subsidy and Council, provided that interceptor tanks for sections without residential accommodation will be at the full cost of the property owners if installed.

AND THAT a connection be provided if required for the dwelling at the cattery/kennels, but no connection for the cattery/kennel yards be provided unless satisfactory a rrangements to control stormwater ingress and cleaning water quanity are made.

(e) AND THAT connection to the system for all properties is subject to the property owner agreeing in writing to:

· meet the cost of electricity for the interceptor tank pump,

· granting approval for Council’s contractor to install the tank and associated items on the property,

· granting approval for Council or its delegate to enter the property to inspect the tank from time to time, and

· granting approval for Council’s contractor to enter the property to empty the tank as required.

· accept that the interceptor tank and pump), connection to the reticulation, and connection to the electricity supply is the property of Council and will be maintained by Council.

(f) AND THAT the Waitakaruru School be permitted to connect to the new Waitakaruru sewerage system subject to meeting all its own on-site costs plus a pro rata share of the treatment plant costs.

(g) AND THAT if connections are requested, a funding mechanism be determined for providing the service to the rugby club, tennis club, public toilet, plunket, community centre, and play centre buildings.

(h) AND THAT commercial properties outside the existing area of benefit be permitted to connect to the system subject to meeting full on-site costs.

(i) AND THAT the old Dairy Factory building be permitted to connect to the system at no cost.

(j) AND THAT a Waitakaruru Sewerage System bylaw be enacted following required consultative proceduresto provide for technical requirements for connections, maintenance procedures and access to private property.
