Withdrawal of Membership on Committee – Alice Anderson

Mr Bill Clarkin advised that Alice Anderson will no longer be representing Te Kupenga O Ngati Hako on the Committee as she has taken up another position within the organisation. Cr Baker requested that staff write to Ms Anderson thanking her for the contribution she has made as Iwi representative on the Committee.

UTILITIES MANAGER’S REPORT (107KB)

A report from the Utilities Manager was presented.

Water Supply

Waitakaruru

The Utilities Manager advised of the water quality issues experienced at Waitakaruru which required flushing of the pipes to address the turbidity problems. It was also advised that the PH levels did not comply. To keep the filters clean, a caustic wash is to be carried out annually.

General Water Take – Raw Water Supply

A general discussion was held regarding the river water take allowed by farmers for their stock watering, maintenance and irrigation. The Utilities Manager advised that the priority of water supply is for the public water supply. Fonterra has a requirement that all farming operations must comply with their water standards for farming purposes.

Waikino

The water supply has been affected by silt ‘build up’. It was also advised that monitoring is being undertaken to determine the reason for a notable increased water production of this supply.

Service Levels

It was advised that due to high pressure problems encountered in the Plains area, this has caused breaks in pipes. To remedy the problem the KPA has been lowered to reduce the occurrence of burst pipes. An Australian company (AWT) has been engaged to undertake investigations to reduce the number of breaks. The Utilities Manager advised that he will update the members at the next meeting on the progress of these investigations.

Planned Shutdown Compliance

The Utilities Manager advised of a number of water shutdowns for the purposes of maintenance.

Monthly Work

The annual hydrant flushing programme has been completed in Waihi, Waikino and Ngatea. Kerepehi and Turua and Paeroa, Mackaytown and Karangahake will commence shortly. Great support has been received from Café businesses in the area to the improved water which has resulted from this course of action.

Pipes have been repaired at RD1. Pipes have collapsed at Criterion bridge location. It was asked why these pipes are collapsing. The Utilities Manager advised the members that the pipes are made of concrete and earthernware, which over time, weakens causing them to collapse.

Kerepehi Water Main – Stage 2

It was advised that land purchased by Council for the purpose of water storage has received a change of land use. The members advised of their concern that this area of land is no longer to be used for water storage as agreed. The Utilities Manager has investigated this and found that there is land available for TW storage on the Kerepehi industrial site.

Waitakaruru Raw Water Storage

An operating plan aimed at future extraction of rock from the North-East face of the quarry and removing the last of the rock in the bottom of the quarry in order to prepare for filling from the stream is being developed. This is to assist in the providing water storage to meet the demand at the Waitakaruru Water Treatment Plant during the summer months. Beca Carter is undertaking investigations on behalf of Council.

Wastewater

Waitakaruru Water Treatment Plant

It was advised that the plant is presently operating outside of its consents limits. Investigations are presently being carried out to identify what is causing the plant to fail it monitoring parameters. Harrison Grierson are reviewing the treatment process to determine possible reasons for the non-compliance. CCTV is also being used at the school to ascertain if stormwater infiltration is causing problems.

Trade Waste Conference

The Utilities Manager advised of his attendance at the recent Trade Waste Conference held in Hamilton.

Solid Waste

The Utilities Manager updated the members on Councils service level agreement with National Waste NZ Limited for the collection and removal of all recycling from the Waihi and Paeroa transfer stations.

Recycling

A general discussion was held on recycling methods being used internationally.
