UTILITIES MANAGER’S REPORT

A report from the Utilities Manager was presented.

WATER SUPPLY
Production Volumes
The Utilities Manager advised of water supply production volumes. A water management plan is to be submitted to Environment Waikato stating the quantity of water taken for what purpose and frequency of take. A district- wide plan is being produced to cover all supplies.
Newmont Mine Treated Water - Possible Water Source Option
Due to limited water supply at times from the present Walmsley supply in Waihi, discussion was held on the option of possibly using the treated water supply from the mining operation in Waihi as an additional source of water.
It was suggested that initially, informal discussions to review this option as an alternative water source be held with Newmont, Environment Waikato, Council and Iwi representatives with particular concern regarding water quality issues.
William Peters requested that Iwi representatives be informed of this proposal and asked Council staff to organise a meeting with all the parties concerned for this purpose.
Response Time Compliance – to November 2006
100% compliance for repairing pipe leaks in less than 12 hours.
Water Pressure – Plains Supply
The water pressure problem on the Plains is currently under review by consultants AWT
Waitakaruru Raw Water Storage
Presently reviewing design report containing an estimate for the cost of water storage provision at Tetley’s Quarry.
Ford Culverts
William Peters advised of his concern regarding ford culverts being a health and safety issue in light of a fatality which had occurred when a person was caught inside one. The person could not get out and drowned. The Chairperson requested that the Utilities Manager speak with the Drainage Manager regarding the safety issue with these culverts to review the way they are constructed.
Microbiological Compliance
Compliance at all treatments plants is being reached.
Resource Consent Compliance
Waikino, Karangahake, Ohinemuri and Kaimanawa all exceeded the consented take volume. All these supplies are on demand and are marked for decommissioning. Plains West breached its consent due to high demand. The investigations underway into the Plains Strategy will address the issue of summer demand.
SOLID WASTE
District wide recycling is working well.
Green Waste
Investigations are being undertaken into various green waste options for Waihi. Investigations are being carried out regarding the monitoring of closed landfills with Environment Waikato.
Inorganic Waste
Waste vehicles are being used for the production of steel wire and reinforcing.
Kerbside Recycling
A brief is presently being produced for Hauraki’s future in kerbside recycling. Report will go to Council in June/July. First draft of annual waste survey is completed which highlighted 35% of waste is recyclable or able to be composted.
Utilities Manager will be discussing options for composting and kerbside collection with Matamata-Piako and Thames Coromandel District Councils in the near future.
Environmental Consideration - Fish Passage
William Peters requested that environmental issues affecting the ecology of rivers and streams be notified to local Iwi.
The Utilities Manager advised he will ask Environment Waikato if they can provide updates to this Committee on ecological matters affecting waterways in the Hauraki District at various intervals throughout the year.
