REPORTS

UTILITIES MANAGER’S REPORT (102KB)

A report from the Utilities Manager was presented.

WATER SUPPLY

A report on performance of water treatment plants was presented. Four major plants all reached compliance of drinking water standards, except for a few minor non-compliances at Karangahake and Waihi. A minor non-compliance was found at Ohinemuri and Plains East Plants due to the plants being on demand.

Whiritoa : Ecoli Levels

Ecoli levels in Whiritoa water supply are still high. Levels were reduced in July but high levels have returned. Investigations are being undertaken to find the cause.

Utilities Work

A quote has been accepted from the contractor for the installation of a replacement filter at the Kerepehi Water Treatment Plant. Installation of the filter will commence at the end of August.

In August the annual hydrant flushing will be performed over the district. This work is conducted to improve water quality and also provide valuable information for compliance with the fire service standards.

MAJOR CAPITAL WORKS

Kerepehi Watermain Stage 2

The draft tender documents have been received and will be reviewed by council engineers. The majority of affected landowners have given approval to proceed through their land, two land owners are yet to give permission.

Lower Walmsley Water Intake

After assessments of the proposals for expressions of interest, Maunsell have been appointed consultants for this project. They are currently working through a feasibility study, the preliminary designs and cost estimates.

Kerepehi Water Treatment Plant Upgrade

Opus Consultants are nearing completion of the draft designs for the staged improvements. There are small projects within this major upgrade that could be performed over the next two months by our business unit once drawings are approved.

Hikutaia Cut Raw Water Storage

Opus Consultants are in contact with NIWA to carry out testing of the Waihou River at various locations. The water quality at varying positions and depths in the river cross section in combination with the effect of tides will be analysed. These results provide further guidance as to the feasibility of the option currently under consideration.

Waitakaruru Raw Water Storage at Tetley’s Quarry

The Utilities Manager advised that following assessment of the quarry as a raw water storage facility, it has been concluded that the quarry is not required for storage yet, but may be required in approx 20 years time.

WASTEWATER

Sewer Utilities Work - July - Waitakaruru School

Council have replaced pipe work and the school have repaired Stormwater piping.

SOLID WASTE

Customer - Level of Service

It was advised that a good response has been received to the regional partnerships waste education programmes aimed at businesses called the "Waikato Waste Advisory Service (WASS) plus co-sponsoring the Waikato Waste Exchange.

Councils present solid waste contractor National Waste has had their contract rolled over for another 12 months.

Kerbside Refuse Collection

From the council service request system 13 complaints regarding rubbish not being collected were made during the month of June. The complaints were passed onto the refuse contractor to be dealt with.

It has been found that a number of residents are putting out up to 4 rubbish bags at a time. The limit is one bag per household. The members discussed the option of using a prepaid system where bags are purchased by residents from various outlets to eliminate this problem.

Discussion on the prepaid option was held. The majority of the members supported the prepaid system as it would put more responsibility for rubbish disposal onto the residents. It was the general opinion of the Committee that the rates charges should be reduced if a prepaid system is introduced as the present refuse collection charge is approx. $77.00 p.a. per household.

Work for Upcoming Months

A quote has been accepted by the Construction & Maintenance Business Unit to undertake all weed spraying at all closed landfills.

Recent Storm Event

The members were advised that Waihi was virtually unaffected by the recent storm event, resulting in very minimal greenwaste coming into the Transfer Station.

Paeroa Landfill

Maunsell are currently producing the draft AEE for EW consideration. If this document is approved by EW then work will begin on obtaining the closure consent.

Refuse Options Report

The first meeting for discussion on refuse options between Council, Tonkin & Taylor and the CCWW team was conducted on the 11th July 2007. Good ideas and general discussion was carried out. A copy of the draft report resulting from these discussions was tabled at the meeting for the Committee’s information.

The members were advised that all comments on the report must be presented to Tonkin & Taylor before the 15th August and then the final report is due to the Utilities Manager by Wednesday, 29th August 2007.

Transfer Station Pamphlet

A new pamphlet titled "What can I RECYCLE at the Transfer Station" has been produced and explains all the materials that are currently processed at our transfer stations. At this stage 500 have been produced and these will be available from any of the Council offices.
