MINUTES OF A MEETING OF THE CONSULTATIVE COMMITTEE WATER AND WASTES HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 7 FEBRUARY 2007 COMMENCING AT 10.00 A.M.

ELECTION OF DEPUTY CHAIRPERSON

The Chairperson called for nominations for the appointment of Deputy Chairperson due to the recent death of Cr B T Wightman.

The Mayor nominated Cr K W Trembath to be appointed as Deputy Chairperson. Mr R Corlett supported the nomination.

RESOLVED

THAT the appointment of Cr K W Trembath as Deputy Chairperson of the Consultative Water & Waste Committee be confirmed.

The Mayor welcomed the Committee to another year of consultation on issues of wastewater and water supply within the Hauraki District.

The Mayor left the meeting at 10.10am.

UTILITIES MANAGER’S REPORT (99KB)

A report from the Utilities Manager was presented.

CCWW07/03 Corlett/Gray CARRIED

WATER SUPPLY

The Utilities Manager reported on water supply activity to January 2007. Compliance statistics of water quality was provided.

Resource Consent Compliance

The Waikino, Mackaytown, Ohinemuri and Kaimanawa supplies all exceeded the consented take volume. All these supplies are on demand and are marked for decommissioning.

Maintenance of Water Pipes

It was advised that hydrant testing will be carried out annually as part of the flushing process of lines.

Leak in Waikino Supply

Due to a loss of water noted in the Waikino water supply, a night flow test will be carried out to ascertain where the leak is.

District Wide Pipe Breaks

It was advised that the number of pipe breaks has reduced significantly. Time compliance for repair of pipes in less than 12 hours has been reached.

Water Loss Seminar

The Utilities Manager advised of his recent attendance at the Water Loss Seminar in Waitakere which covered ways in which water loss problems are being addressed throughout the country.

Paeroa Water Treatment Plant – Turbidity Issues

A number of taste complaints were received over the Christmas period from residents dissatisfied with the water quality. It was advised that the cause of the distasteful water is due to the presence of algae in the supply. To address the problem, the water mains have been flushed and Carbon added to filter the water, remove algae and improve taste.

Testing of Huirau and Ohinemuri Water Supplies

During the month of January, Council received confirmation from the Ministry of Health that testing of Lead in the Huirau and Ohinemuri Supplies is no longer required. Testing had shown that the levels of lead in the water supplies are less than 50% of the maximum acceptable value for drinking water.

Waitakaruru Raw Water Storage

The Utilities Manager informed the Committee it is envisaged that Tetley’s Quarry will be available for raw water storage by May 2008.

Kerepehi Treatment Upgrade

Opus Consulting are continuing with the upgrade design. The operational issues have been noted and preferred suppliers have been passed onto the consultants.

It was advised that a number of tenders will be sought for the individual areas of the upgrade.

Compliance with Resource Consents

It was advised that testing carried out by Contractor at the Waihi Wastewater Treatment Plant has been investigated due to non-compliance test results shown by the contractor. Following investigations, it was found sample results were not consistent. All wastewater sampling is now being carried out by council staff.

Hikutaia Cut Raw Water Storage

Development of the Hikutaia Cut as a raw water storage for the Kerepehi Treatment Plant has commenced. Expressions of interest in investigating these options further, with preliminary designs and cost estimates been completed.

WASTEWATER

All compliance for levels of service for the December 2006 - January 2007 period have been met.

Waitakaruru Waste Water Treatment Plant

Some of the residents that were informed of having substandard internal drainage have made the appropriate repairs, the residents that have not complied will be contacted by Council staff.

The Board Trustees of the Waitakaruru School has met with Council staff regarding the repair work required at the school and Council has been asked for a quote to complete these repairs. Investigations are ongoing as to the reason for the faulty inflow meter readings. Council are working through the findings of the audit done on the plant, some of the recommendations are currently being worked through.

 

SOLID WASTE

Kerbside Refuse Collection

A quantity of rubbish was missed by the contractor over the Christmas break. Council staff covered the gap and the contractor has been informed of the issue.

Waihi Landfill Capping

A report with recommendations is in hand following investigations by Maunsell Consultants. A report to Council is being prepared setting out considerations regarding possible purchase of adjoining land to treat Leachate escaping as ground water from the site. Consideration is to be given to capping the landfill and contouring for stormwater runoff.

Future of Solid Waste Options for HDC

Investigations into future options for solid waste for the Hauraki District are presently being considered. OPUS Consulting has been engaged to provide the brief for the future report. Once the brief has been developed consultants will be asked for prices to produce the options report to Council.
