1.0 LAND DRAINAGE

The appropriate Drainage District meeting minutes are attached, or will be tabled at the meeting.

1.1 WPDD: Pouarua Maukoro Drainage Scheme

Southern Stage

The WVS-PRS Liaison committee recommended the approval in principle of the proposed Muggeridge pump station being constructed as an addition to the Piako River Scheme. The advantage to the WPDD is that the PRS will contribute 25% of the capital cost of the station, and will be responsible for the construction, maintenance and replacement of the station. The WPDD will be responsible for the operating costs and the clearing of the weed screens as is the usual arrangement for all scheme pumps. The Piako River Scheme Asset Management Plan states that for new works, the rating classification is to be reviewed. The implications on the balance of scheme and local rating, and the equity between the northern and southern stages of the Pouarua Maukoro Drainage Scheme will need to be carefully considered before final acceptance of the proposal.

1.2 Waitakaruru Miranda Foreshore Stopbank Reconstruction (45.499.999)

Hot Springs to District Boundary

Environment Waikato have released the decision on the consent application hearing. The decision is favourable to WPDD. It permits the construction of the bank generally on the line of the property boundary with a seaward borrow pit similar to previous excavation contracts undertaken for reaches south of this site. The conditions are generally as set out in the staff report to the hearings committee. There is an appeal period of 15 working days from the date of the decision. This expires this week. Environment Waikato has not received any submissions at the time of writing this report. I expect to be able to report on the outcome to the WPDD meeting on Wednesday 26 November.

In anticipation of the favourable outcome, staff have commenced the preparation of contract documentation to enable works to be carried out this summer.

1.3 Ngatea Urban Stormwater (45.A55.999)

Pipiroa Roadside Drain

Council’s Technical Services staff are preparing estimates for the piping of this drain, to be referred to the next meeting of the WPDD Committee.

Subdivision Development

The works involved in the construction of stormwater reticulation in the Benner drive subdivision have been completed.

Drain on east boundary of Ngatea Primary School

Following a request, staff have inspected the drain on the boundary between the school playground and the properties on Pauls Drive. The drain is overgrown and has garden waste and other rubbish in it, and prevents a good level of drainage service from the school playground. From the corner where the drain turns west, there are a number of sewer connections crossing at around invert and water level, which will make it difficult and expensive to pipe this section. The maintenance costs for this section are relatively high due to working in the school grounds and around the trees.

The reach on the east boundary could be piped at an estimated cost of approximately $9,000.

2.0 URBAN STORMWATER

2.1 Paeroa Stormwater

Paeroa Main Drain Pump

Environment Waikato has agreed to take over the diesel powered pump originally installed by the Paeroa Borough. The proposal is to fit an electric motor and control equipment once the twin diesel generators have been commissioned at the site. The option of increasing the capacity of the twin submersible pumps will be re-visited at the time of maintenance or replacement of the pump impellers.

2.2 Waihi Stormwater

Mangatoetoe Street

The works involved in the installation of the stormwater line have been completed. A large quantity of rock was encountered towards the downstream end of the line which delayed the job by about a day. Otherwise good progress was made.

Whiritoa Stormwater

A request from a resident of Stingray Crescent to extend the existing stormwater pipe to the boundary of the property has been investigated. The existing line terminates approximately three pipe lengths short of the southern boundary of the property, and discharges to an open drain which flows through the wetland area to the south, and then to the coast via the blowhole outlet.

RECOMMENDATION

That the extension of the 900mm diameter line in Stingray Crescent by 7.5m be approved at an estimated cost of $2,000.
