MATTERS ARISING FROM THE MINUTES
Rahu Road
Members commented on the status regarding the plans for the Rahu Roading project. The District Engineer advised that the plans are well advanced and the original design has been refined and is substantially complete. The cost of the final design is expected to be within the delegated authority of the District Engineer. Tenders will be called for with the minimum of delay.
Road between Paeroa and Waihi
Further to comments made regarding the poor state of the State Highway between Paeroa and Waihi, the District Engineer informed the members that a response has been received from Transit NZ.
Waitakaruru Sewerage System
The consent process has been completed for the scheme and consents have been granted, the period for appeals is still current.
REPORTS
ROADING MANAGER’S REPORT (01.011.026)
The Roading Manager reported on district roading matters for the Committees’ consideration. A copy of the report was submitted.

Contract HDC 262 Seal Extension Construction 2003/2004
The Design Consultant MWH have provided a tender evaluation recommending that the contract be awarded to Works Infrastructure Limited, submitter of the lowest price conforming tender.
RESOLVED
THAT the tender from Works Infrastructure in the sum of $274,030.00 be accepted for Contract HDC 262, Seal Extension Construction.

Proposed Silverton Road/Kenny Street Intersection Improvement
The Roading Manager requested that the proposal for the improvement of the Silverton Road/Kenny Street intersection be withdrawn until further discussion could be held regarding the safety issues relating to the intersection and to consider the funding options. Members’ commented on whether reports of accidents are being transferred to Transit NZ for their consideration. It was advised that reported accidents would be recorded in the crash database available to Transit. There was a risk that minor crashes would not be recorded.
Paeroa Central School
A report was presented regarding the investigation of safety issues relating to the Wood and Thorp Street intersection. The school also has concerns about the narrow width of Wood Street restricting traffic and would like the road to be widened.

THAT the measures described below be implemented
The PW – 32 School sign be relocated to the most effective location as determined by the Engineer on site. The No stopping lines be painted about 6m either side of the school entranceway to restrict parking too close to the crossing point and improve sight visibility for the children.
AND THAT the Intersection controls as detailed in section 10.4 of this report be installed

The Drainage Manager reported on district drainage matters for the Committees’ consideration.

WPDD : Pouarua Maukoro Drainage Scheme
Southern Stage
The Drainage Manager outlined the status of the proposed Muggeridge pump station being constructed in addition to the Piako River Scheme. The Piako River Scheme will contribute 25% of the capital cost of the station and will be responsible for the construction, maintenance and replacement of the station.
Waitakaruru Miranda Foreshore Stopbank Reconstruction (45.499.999)
The consent for the construction of the stopbank has been approved and tenders for the construction are expected to be available from the week of 15 December 2003.
Pipiroa Roadside Drain
The design and estimate for the southern reach from SH2 to the Paul Leonard drain have been prepared and are being reviewed. The WPDD wish the northern reach from Paul Leonard to the end of the residential lots to be included as this was the area of concern from the local residents. Consultation with the community is required to set out the effects to ratepayers of contribution to this project. The Drainage Manager will be investigating costings and will be contacting committee members regarding this matter. It has been proposed that the Committee meet for a workshop in Ngatea with the information and discuss a plan of action.
At present, estimates are being completed and these will be sent out to ratepayers for their consideration shortly.
Eastern Boundary – Ngatea Primary School
The piping of the eastern boundary of the playground at the Ngatea School has been approved by the Committee. There has been an offer from the school to assist with the removal of the fences which has been accepted. They will be thanked for this offer and this work will be done over Christmas.
Whiritoa Stormwater
A request has been received from a resident of Stingray Crescent to extend the existing stormwater pipe to the boundary of the property. The existing line terminates short of the southern boundary of the property and discharges to an open drain which flows through the wetland area to the South.
RESOLVED
THAT the extension of the 900mm diameter line in Stingray Crescent by 7.5m be approved at an estimated cost of $2,000.

Cadman Road Drain
The owner of the land adjoining the Cadman Road drain, Mr Eccles, is still dissatisfied with the drainage of the water from his land. The drain has been weed cleaned and the proposal to install a pump or the option of thrusting a pipe under the state highway to relieve this problem has been confirmed as being uneconomic. The Committee have decided to further investigate this matter.
KOMATA NORTH DRAINAGE DISTRICT (45.698.999)
Minutes of the Komata North Drainage District Committee held on Tuesday, 25 November 2003 were presented.

Kurere Stream
Fallen trees in the waterway of the Kurere Stream below State Highway 26 have been removed to alleviate the drainage problems.
WVS PRS Liaison Committee
The Drainage Manager advised that he had attended the WVS meetings of Environment Waikato’s WVS PRS Scheme at Paeroa on 7 November.
WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE (45.499.999)
Minutes of the Western Plains Drainage District Committee held on Wednesday, 26 November 2003 were presented.

UTILITIES MANAGER’S REPORT (01.011.025)
The Utilities Manager has reported on district utilities matters for the Committee’s consideration. Details were outlined in the report.

WC03/121 Baker/Wightman CARRIED
Water Supply
The Utilities Manager outlined the Department of Health draft document on the impending Drinking Water Amendment Bill due in 2004, commenting on the protection of raw water quality and treating of water particularly to remove micro-organisms. The value rating of water treatment processes was explained and requirements to meet NZ drinking water standards.
A comment was made concerning the low water pressure on the Plains. The Utilities Manager advised that this was due to the remote pressure control that had been installed at Pipiroa Booster pump to control pressure from Waitakaruru Water Treatment Plant still not co-ordinating well with the pressure control from the Kerepehi Plant. The Utilities Manager advised that he was investigating the issue.
Sewerage Schemes
Waihi
Reticulation has been completed in Wenlock Street (including a pump station) and Gladstone Rd. The new Wenlock Street new line is able to service 14 lots previously on septic tank. Council’s two Business Units (Technical Services plus Construction & Maintenance) undertook the task of design and building this project that also included the replacement of the water main along the length of the Street. The Wenlock Street
pump station will be operational before Christmas with properties able to connect.Whiritoa Inorganic Collection
The annual Labour Weekend inorganic refuse collection at Whiritoa was larger than previous years. The actual tonnage and cost details will be reported at the next meeting. The Solid Waste & Waste Water Manager informed the meeting that in future Council will circulate pamphlets emphasising what is and what is not acceptable inorganic refuse to be collected and to look at the possibility of having a collection every two years instead of every year. It was advised that the process to have the changes made to the inorganic collection have to be notified through the Hauraki District Plan and to have the residents informed that rubbish must be left on residents property.
Waihi and Paeroa Refuse and Recycling Transfer Station
A report has been received from Environment Waikato regarding the operation of the Hazardous Waste Stores at Councils’ Refuse Transfer Stations. The Waihi Transfer Station received a satisfactory report but the Paeroa Station requires attention and are presently cleaning up their area. A health and safety issue has arisen from the metal recycling at Paeroa where the public are entering the site illegally. A fence will be erected around the site to prevent this occurring and should be completed before Christmas.
Comments were made by a member on the tidy presentation of the Waihi Transfer Station site and wished to convey appreciation to the staff at the Station for their efforts.
FINANCIAL REPORT (01.011.024)
The financial report on works and services activity accounts for the 5 months ended 30 November 2003 were presented for members’ information.

Waihi Transfer Station
There was a question regarding the how the public are charged for deposited waste at the station. The Manager, Water Waste and Refuse advised that customers are charged on the basis of incoming volume.

LATE ITEM
Memorandum of Understanding
The District Engineer outlined the draft memorandum of Understanding for co-operation between Hauraki District Council, Thames Coromandel District Council and Transit New Zealand on future management of the roading networks for which each authority is responsible.
The Matamata District Council has indicated its interest in participating in the co-operative development. It is recommended that the Memorandum of Understanding be amended to include Transit New Zealand, Hauraki District Council, Thames Coromandel District Council and Matamata Piako District Council.
RESOLVED
THAT Council agrees to the inclusion of Matamata-Piako District Council in the co-operative process set out in the draft Memorandum of Understanding.
