The Roading Manager reported on district roading matters for the Committee’s consideration.

WC04/81 Troughton/Trembath CARRIED
Light Bridge – Eastern Side Kerepehi
It was commented that the lights on the eastern side of the Kerepehi Bridge were not working. The Roading Manager will investigate the fault.
Franklin Road Carpark
The request received from the Department of Conservation to increase the size of the existing carpark was discussed. The request was based on the expectation that their new 26 bunk cabin in the nearby Forest Park will be in use this summer.
The Roading Manager stated that upgrading of Dickey Flat Road with improvements to sharp bends and sight lines and widening of constrictions was the first priority in regard to matters involving DoC facilities. In respect to Franklin Road, the use of the parking area would be monitored to determine the need for an increase in size.
A member commented that there are safety issues on the road for traffic flowing in and out of the Franklin Road reserve area due to the very narrow roadside verge on some sections of the road. It was suggested that a safety barrier be installed to improve safety where the roadside verge narrows. The District Engineer responded that this would be looked at as one of the possible ways of managing the safety risk. He stated that such works are carried out under the minor safety programme and construction is approved by Council before commencement.

Kennedy Street/Hill Street
The Drainage Manager reported on progress towards addressing an overflow of water onto private properties at the location of Kennedy Street/Hill Street. The cause of the problem has been identified as an undersized entry to an existing chamber, together with a section of pipe in bad repair between this entry and a manhole that was recently uncovered. The estimate for the remedial works in this location, and the extension of an existing line to the north is $3,550.
RESOLVED
THAT a 9m section of 300mm diameter pipe with an improved inlet be constructed to the manhole near the intersection of Hill and Kennedy Streets, and an 11.5m extension of the line to the north, be approved at an estimated cost of $3,550.

Waitakaruru Culvert
A member asked if the District Engineer could update the members on the status of the construction of the Waitakaruru Culvert located on SH25. It was advised that a letter has been written to OPUS and Transit NZ requesting a progress report. When a response has been received, it will be reported.
Hauraki Plains College/Rowing Club Stormwater Investigation
In response to a question regarding the ponding issue at the location of the Hauraki Plains College and the Rowing Club, it was advised that Technical Services staff are investigating the stormwater system in the vicinity of the rowing club building, and the low areas behind the houses fronting Kaihere Road, and between the netball courts and houses fronting Haywards Road. Preliminary investigation shows there may not be sufficient fall to the existing sumps.

Flood Event Assistance – Eastern Bay of Plenty Region
The Drainage Manager reported on the assistance Council staff had provided to Environment Bay of Plenty during the recent flooding in the East Bay of Plenty Region.

Hikutaia Cut Water Storage
Investigations are currently being undertaken to address Environment Waikato concerns regarding use of the Cut for water storage. In response to a question, the Utilities Manager stated that once the Cut has been established, water can be selectively drawn at a time when the river water silt content is low, subject to weather and tide conditions. This will reduce accumulation of silt in the cut as well as reducing the need for filtration and treatment. The Cut could be used as a backup storage facility for the summer only or used on a continuous basis as a component of the water supply installation. Both scenarios were being investigated.

Kerepehi Wastewater
District Wide Dry Weather Sewerage Overflows and Blockages
Discussion was held regarding stormwater overflows into the sewerage system leading to overflows onto private properties, sometimes aggravated by partial sewer blockages. The Utilities Manager stated that a cleaning programme targeting the known problem lines is being drawn up and implemented to reduce the incidence of the blockages.
Solid Waste
The Utilities Manager reported that on 11 August 2004 the Paeroa Refuse Transfer Station site was taken over by Councils’ Construction and Maintenance Business Unit. It was advised that a compaction test of solid waste will be undertaken utilising an excavator at the Waihi Transfer Station within the next 2 weeks. From the information obtained on the excavators effectiveness, a decision will be made as to the ongoing use of an excavator on site for compaction duties.

The Community Services Manager presented a report regarding a request by Transit NZ for Council to assist with the relocation of a segregation reserve on the corner of State Highway 25 and Golden Valley Road, Waihi.

THAT the report be received
AND THAT Council pursuant to Section 114 of Public Works Act 1981 consent to the taking of Lot 4 DPS 32555 as road and vested in the Crown.
