ROADING MANAGER’S REPORT (01.011.026)
The Roading Manager has reported on district roading matters for the Committee’s consideration. A copy of the report was attached.

Customer Service Request
River Road Karangahake
The Roading Manager commented that there is no intention of upgrading River Road at this stage but a wooden sight rail has been installed to highlight the edge of the road.
Street Lighting
Comment was made by various Councillors about the unsatisfactory street lighting repair service that is provided to the Council by the Energy supplier. The District Engineer explained that the line company Powerco actually provides the repair service, under contract to the energy retailer Genesis with whom Council has a contract. Powerco in turn has a contractor, Siemmens, who carries out the physical work. Genesis has been the only retailer to submit a tender for the energy supply contract and any other retailer would be bound to use the same line company. The lines of communication through all the levels of contract introduce delays and inefficiencies.
RESOLVED
THAT on behalf of the Council a letter expressing the Councils strong dissatisfaction with the service provided be sent to our suppliers.

2003/2004 Roading Projects – Kerb and Channel New and Replacement Programme
The report has not been completed therefore it was not tabled at the meeting.

The report recommends that the trees be removed from site by suitably qualified individuals on behalf of Iwi ahead of the contact work.

Hot Springs to District Boundary
The tender documents have been sent and the closing date for receiving tenders is 25 March 2004.

Copper Kettle Tearooms
The Council have received the report from a registered engineer on the likelihood of the damage to the Copper Kettle being due to the location of the drain. The report also suggests various solutions to the problem. The owners of the Copper Kettle Tearooms have also received a copy of the report. The Drainage Manager has been investigating the potential liability to the Council.
Paeroa Storm Water
Hill Street Storm Water
His Worship the Mayor questioned why this work needs to be done as he does not think that there is a problem with the water flooding on to properties when there is heavy rain. It was agreed that the Drainage Manager and His Worship the Mayor would go and have a look at Hill Street and that the Drainage Manager would re look at the letters he received about this problem.
Waihi Storm Water
Mangatoetoe Street
Survey work has been completed to enable the design of the re-shaping of the water table to proceed.
RESOLVED
THAT the works to intercept storm water runoff at Mangatoetoe Street, and divert to the Council water table proceed, at an estimated cost of $3,640.00.

Minutes of the Eastern Plains Drainage District Committee held on Tuesday 24 February 2004 are attached.

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 24 February 2004 were received and the recommendations contained therein adopted.

It was commented that the problem Council has maintaining the drain is caused by the trees planted by the owners of the property, and that the additional cost of drain maintenance due to the trees should be borne by the owner.

THAT any additional costs incurred in maintaining this drain be borne by the owner of the property.

Off Stream Storage
The results to the sample survey that Council staff has completed and sent on to Tonkin and Taylor has be withdrawn from Tonkin and Taylor and sent to Opus for evaluation.

The Utilities Manager’s monthly wastewater and refuse report to the Works Committee was attached.

Waitakaruru Wastewater Scheme
The tender date for registrations of interest for the design and construction of a new wastewater treatment plant and associated reticulation and ancillary items has been extended to 31 March 2004.
Paeroa – Wastewater
The final cost of replacing approximately 30 metres (manhole to manhole) of a section of the Station Road 450mm diameter main trunk sewer will be approximately $24,000.
Solid Waste
District Weekly Refuse Collection
The Council is presently investigating the feasibility of joining forces with MMPDC in combining the contracts to attract cheaper rates by offering a larger area. It was questioned why we were not consulting with TCDC as well.
FINANCIAL REPORT (01.011.024)
The financial report on works and services activity accounts for the 8 months ended 29 February 2004 was not available at the meeting.

State Highway Capital Projects Prioritisation
RESOLVED
THAT the report be received
WC04/23 Dunn/Trembath CARRIED
The Regional Manager, Transit NZ Hamilton Regional Office, has invited submissions to review the priorities of state highway projects in the 10-year plan to form the basis of the 2004/05 State Highway Programme to be submitted to Transfund for funding. Submissions as to priority order are invited for large projects (value greater than $3m) and Block Projects (value less than $3m). A copy of the letter in this regard was attached to the report.
It is recommended that Council supports the Regional Land Transport submission by submitting a similar prioritisation.
RESOLVED
THAT Council in its submission to Transit confirms agreement with the prioritisations of the Waikato Regional Council Land Transport Committee.

His Worship the Mayor noted that the power point presentation concerning the Kopu Bridge which was prepared by the District Engineer was greatly appreciated by the Hauraki District Council and the meeting of the Regional Land Transport Committee. The District Engineer was thanked for this preparation.
