1 CONTRACTS GENERAL

Detailed contract information is located within Appendix 1 of this report.

2 CONTRACT: HDC 160 ROAD MAINTENANCE AND MANAGEMENT 1999-2002 (File 48.000.160)

Work in all three wards, for March comprised of cyclic inspections, the removal of debris and leaves from drainage grates, grading of unsealed roads, various kerb and channel sweeping, vegetation control, verge mowing and minor bridge repairs

Grading of 82km of unsealed roads was completed during the month and approximately 999m3 of additional aggregate was applied on various roads in all three wards.

2.1 Activity Report For February 2004

Plains Ward

Work completed during March comprised of routine cyclic inspections, verge mowing, spraying, grading of approximately 30 kilometres of various unsealed roads and the application of 540m3 of additional aggregate on various roads within the Ward. Several roads were rolled in conjunction with grading to improve surface ride.

On Hopai West Road, several lengths of high grass shoulder were removed to improve pavement drainage.

On Pouarua South Road, various rubbish dumped at the roadside was removed and disposed of.

Bridge maintenance work completed in the Plains Ward during the month comprised of repairs to broken pipe railing on the Piako River Bridge.

Paeroa Ward

Work in the Paeroa Ward comprised cyclic inspections, grading of 19km of unsealed roads and the application of approximately 145m3 of additional aggregate.

Bridge maintenance work completed during the month comprised of repairs to damaged guardrails and the removal of debris from under two bridges on Komata Reefs Road.

Waihi Ward

Work completed in the Waihi Ward during the month comprised of cyclic inspections, regular cleaning of drainage grates to remove debris and leaves, surface and shape restoration of thirty four kilometres of unsealed roads and the application of 314m3 of additional aggregate on various unsealed roads within the Waihi Ward.

On Ngatitangata Road, sight improvement work to several corners was completed. Additional work is programmed for April.

Completion of verge mowing in Waihi Ward.

Improvements to the Golden Valley / Ngatitangata Road intersection. This work is awaiting a response from Telecom in relation to several telecom cables, which require relocation

Attending to Customer Service Requests as required

Regular inspections to remove leaves from drainage grates on several streets in Waihi and around the Paeroa Domain.

Emergency Callouts

There were no emergency calls out during the month, although one after hours call out was required to remove barricades placed across the northern end of Willoughby Street in Paeroa. The barricades were found to have come from a building being demolished adjacent to the Paeroa Fire Station.

3 CONTRACT HDC 166: PAVEMENT MARKING 1999-2002 (File 48.000.166)

All arterial centrelines were remarked early November.

The next work to be completed will be the annual remark of all painted marking, which is programmed for mid April 2004.

4 CONTRACT HDC 163: TRAFFIC SERVICES 1999-2002 (File 48.000.232)

Work completed in all three wards for last month comprised of cyclic inspection and repair, supply and installation of new marker posts, installation of new signs, removal of old signs and unscheduled works.

A number of road name blades were reported as being vandalised, with several Give Way in Waihi being pulled out.

Where possible, signs are placed at a higher level on power poles to thwart interference, and vandal proof nuts are being used to secure signs in known areas were vandalism and theft of signs has been a problem in the past.

Plains Ward

Work completed for the Plains for last month comprised of cyclic inspection and the supply and replacement of damaged marker posts and signs, installation of new signs, and unscheduled works.

New or replacement signs were installed on several roads in the Plains Ward.

Paeroa Ward

Work completed for the Paeroa Ward for last month comprised of cyclic inspection and repair, cleaning of marker post and signs, and unscheduled works.

Little damage was reported in the Paeroa Ward during the month, and comprised of several road or street name blades being bent and twisted and the posts pulled out.

Waihi Ward

Work completed for the Waihi Ward for last month comprised of cyclic inspection and repair, supply and installation of several new signs, the replacement of vandalised signs and unscheduled works.

Work Programmed for April

The Contractor’s forward work programme for April comprises of cyclic inspections and addressing service requests.

In addition, the following work has been programmed:

Replacement of old black/white street name blades will continue around the Waihi Urban area.

Replacement of broken marker posts on various roads.

Cleaning of marker posts on arterial routes.

5 SUBSIDISED ROADING PROJECTS 2003/04

Contract HDC 229: Maintenance of Street Lighting 2001-2003

Harwood Heights; PSL has requested Powerco to switch on lights after confirmation from Developer of installation contractor Energex Ltd.  Await Powerco response.

Ngatea Walkway  -  need to resolve the problem of HDC Utilities not able to get machinery into clean drain installed under walkway reserve due to new streetlight installation.  Require specific measurements from HDC Utilities to enable ADSL to move streetlight back the correct distance.

ADSL Patrols  - HDC requested clarification of ADSL patrol pattern from PSL.  PSL has received formal letter from ADSL which they will present at the next monthly meeting on Tuesday 20th April 2004 @ 3.00pm in HDC Offices.

HDC 262 Seal Extensions 2003/2004

Reservoir Rd, Mathers Rd and Waikumete Rd have been substantially completed with the exception of service relocation on Reservoir Rd. Work has commenced on the final stage of Waikaka Rd with Gerrand following soon after. Delays in progress on Corbett Rd means that the pavement and sealing will be deferred until the next construction season.

HDC 269: Reseals 2003 / 2004

All resurfacing work has now been completed, and the sites inspected and approved by the Engineer. All retentions have been released and this contract is now complete.

Overall, the Contractor performed well despite taking longer to complete the contract than he originally programmed. This was due to a variety of reasons, but unsettled weather caused several lost days.

HDC 270: Area Wide Treatments and Safety Improvements 2003/2004

Work has commenced with one of the area wide treatments on Old Tauranga being sealed and work on Waitawheta Rd commencing in early May. Mangawhero AWT will be last on the programme which will proceed or be deferred depending on budget.

HDC 278: Rahu Road Re-Alignment

Work has commenced with vegetation clearing and service relocation.

6 OVERWEIGHT PERMIT SUPERVISION

There were two applications for overweight permits during the month, both being for the transportation of bulldozers across the Baxters Road Bridge at Waihi.

7 ACCIDENTS

There were no accidents reported by the contractor during the month.

8 STREET OPENING NOTICES

No applications were received during the month.

9 SAFETY MANAGEMENT (file 40.0000.017)

Customer Services Request: Road Safety

No customer service requests were received during the month.

Crash Reduction Study

A crash reduction study is programmed for early to mid May to June 2004. Land Transport Safety Authority (LTSA) in association with Opus will carry out the study.

A review of LTSA accident database covering our road network for the last 5 years is underway to determine crash sites, crash patterns and identify any black spots or black routes for use in the study.

A black spot is classified as a location that has 3 or more serious or fatal injury crashes or 5 or more crashes over a 5-year period. Crashes are measured over an area within a 210m-radius for rural roads (speeds > 70km/h) and 70m radius for urban roads.

Safety Management System

HDC in association with Land Transport Safety Authority (LTSA) is developing a Safety Management System (SMS).

Opus has been commissioned by LTSA to produce a SMS for HDC. This follows the Government’s desire to reduce the number and frequency of crashes on our roads. The SMS will ensure that decisions about construction, maintenance, operation and management of HDC roading network will lead to clear safety targets.

The initial meeting between HDC / Opus / LTSA was held on 25 February 2004.

Minor Safety List

Currently the minor safety work to be completed this financial year is as follows:

These projects are currently being designed and WIL will be constructing them

Kenny/Silverton Road Intersection

To develop the preferred option further a pedestrian survey has been completed to determine volume and direction that occurs at this intersection.

Speed Campaign – Windshield

Environment Waikato has launched an anti speed campaign focused on the urban areas near schools. Attachment 2 shows the information that is being used. The attached is provided for information.

10 TRAINING

No training courses were attended during the month.

11 DEVELOPMENTS ANY OTHER BUSINESS

The general maintenance contract tender process is complete. The award of the contract is expected to be formalised at the April meeting of Council.
