MATTERS ARISING FROM THE MINUTES
Gum Tree – Reserve off Wellington Street, Waihi
It was reported that the gum tree located in the reserve off Wellington Street, Waihi has been removed. On further inspection, it was found that the felled tree was in a state of decay.
ROADING MANAGER’S REPORT (01.011.026)
The Roading Manager reported on district roading matters for the Committee’s consideration. A copy of the report was attached.

Corbett Road - Maintenance
The Roading Manager reported that the grading and rolling of this road is progressing well.
Members commented on maintenance issues in need of attention:
Street Lighting - Ngatea
It was reported that six lights are not working in the main street of Ngatea. The Roading Manager will investigate.
Ohinemuri Park
It was reported that the lights are not working in Ohinemuri Park. The Roading Manager will investigate.
Johnston Street, Waihi – Kerbing Upgrade
Comment was made commending the kerbing upgrade being presently undertaken in Johnston Street, Waihi.
DRAINAGE MANAGER’S REPORT (01.011.028)
The Drainage Manager reported on drainage matters for the Committee’s consideration. The monthly report was attached.

AND THAT the piping of the 40m reach of open drain in No 8 George Street, at an estimated cost of $13,750, on the basis of one quarter share being contributed by the owner proceed
AND THAT the replacement of the road culvert at an estimated cost of $10,650 be approved.

Hot Springs to District Boundary
The Drainage Manager reported that the Waitakaruru Miranda Foreshore Stopbank Construction has commenced.
EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE (45.498.002)
Minutes of the Eastern Plains Drainage District Committee held on Tuesday 27 April 2004 were presented.
RESOLVED
THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 27 April 2004 be received and the recommendations contained therein adopted.
WC04/47 Trembath/Baker CARRIED
Organic Spraying
Members questioned the effectiveness of the organic spraying being trialled. The Drainage Manager reported that upon discussion with the Drainage Committee’s on the effectiveness of the organic spray, it was advised that the sprays have been very successful as an effective weed killer and a cost saving due to the reduction of chemicals being used.
Waihi – School Lane
Comment was made regarding a manhole on the roadway located opposite the Friendship Hall in Waihi causing a problem for vehicles. It was expressed that this manhole could be a problem once road works in this location commence. The Roading Manager noted the members’ concerns.
Drainage Committee – Environment Waikato LTCCP
Member questioned if the members of the Drainage Committee’s have made any comments regarding increases in rates included in the Environment Waikato LTCCP. The Drainage Manager reported he has not received any comments.
WESTERN PLAINS DRAINAGE DISTRICT COMMITTEE (45.499.999)
Minutes of the Western Plains Drainage District Committee held on Wednesday 28 April 2004 were presented.

THAT the minutes of the meeting of the Western Plains Drainage District Committee held on Wednesday 28 April 2004 be received and the recommendations contained therein adopted.

UTILITIES MANAGER WATER SUPPLY REPORT (01.011.025)
The Utilities Manager reported on district utilities matters for the Committee’s consideration.
Details were outlined in the attached report.

AND THAT at the Technical Workshops scheduled for May 2004 a submission be made to modify the Water Quality categories in Table 1 to reflect treatment requirements rather than the present ‘good to poor’ categories.

AND THAT class sets of The Drinking Water Story be made available to each of the District’s Schools.

Drinking Water Standards - NZ
Discussion was held regarding the cost of treating water sources for small communities, emphasising the high cost of treatment for a small population.
Water Education – "The Story of Drinking Water"
Discussion was held regarding the funding of the water education pamphlets. The Utilities Manager reported that each Council’s Water Supply area was asked to indicate the quantity of the pamphlets for distribution they required. It was questioned if a presentation could be taken into schools in the district by Council staff explaining "The Story of Drinking Water" to include concerns specific to the Hauraki District. The Utilities Manager expressed the view that this could be a possibility.
Tetleys Quarry – Water Storage
Preliminary investigations into the use of off stream storage for the Waitakaruru Water Treatment Plant were discussed. The Utilities Manager reported that investigators have been asked to widen the scope of options for the storage of water at the quarry. It was concluded that the option of the quarry as a water storage facility had drawbacks for continued mining of the rock and from the aspect of an operating quarry in the vicinity of a water source. The District Engineer stated that prevention of contamination is an issue when a storage area is exposed, but not major in relation to the contamination issues presently faced with some water sources. It was commented that the real costs of running an operation of storing and processing of water at the Tetley Quarry need to be analysed further.
Hikutaia Cut
It was advised that concerns expressed by Environment Waikato about the operation of the Cut as raw water reservoir are being addressed by further investigations.
Waihi Water – Off Stream Storage
The Utilities Manager advised that Council are presently investigating three alternative water sources for the Waihi water supply.
UTILITIES MANAGER WASTEWATER AND REFUSE REPORT (01.011.025)
The District Engineer reported on utilities matters in the absence of the Utilities Manager for the Committee’s consideration.
Details were outlined in the attached report.

Quality of Service – Paeroa Transfer Station
The District Engineer reported that the issues in the quality of service at the transfer station are presently being addressed.
Waihi Transfer Station
The option of using a weigh bridge at the transfer station was questioned. The District Engineer advised that investigations are being undertaken into suitable weighing methods, including a small portable weigh bridge. An update on this issue will be reported at a later date.
FINANCIAL REPORT (01.011.024)
The financial report on works and services activity accounts for the 10 months ended 30 April 2004 was presented for the members’ information.

CONTRACT HDC 277 : WAITAKARURU SEWERAGE SCHEME
The District Engineer presented a report regarding the tenders for the Waitakaruru Sewerage Scheme project.

THAT the report be received
WC04/55 Wightman/Dunn CARRIED
High tender prices which greatly exceeded the estimate and consideration of the method of deriving the estimate could indicate a perception of high risk, leading to consistently high pricing by the tenderers for this project. It is recommended that none of the tenders be accepted and that alternative methods of provision be explored.
RESOLVED
THAT no tender be accepted for Contract HDC 277: Waitakaruru Sewerage Scheme
AND THAT alternative methods of provision be explored.
