NOTICE IS HEREBY GIVEN THAT A MEETING OF THE HAURAKI DISTRICT COUNCIL WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON THURSDAY 27 JANUARY 2005 COMMENCING AT 10.00 AM

Attached is a report from the Planning and Environmental Services Manager detailing the draft portfolio job descriptions.

RECOMMENDATION

THAT the report be received

AND THAT the example portfolio job descriptions be adopted

AND THAT a job description be developed for each portfolio holder.

6.2 LOCAL GOVERNANCE STATEMENT (70.000.999) (22KB) 35-81

Attached is a report from the Corporate Planner regarding the Local Governance Statement to be adopted by Council.

RECOMMENDATION

THAT report be received

AND THAT the Local Governance Statement be adopted

AND THAT any amendments required to the Local Governance Statement be approved by the Chief Executive and incorporated into the document.

6.3 REGIONAL COMMUNITY OUTCOMES PROCESS UPDATE (01.710.108) (15KB) 82-84

Attached is a report from the Corporate Planner providing an update of the Regional Community Outcomes Process being developed.

6.4 WHIRITOA BEACH FORESHORE BYLAW – PERMISSION FOR VEHICLE ON BEACH (02.613.999) (15KB) 85-93

Attached is a report from the Supervisor, Environmental Services regarding a request which has been received from a resident seeking permission to take a motorcycle onto the Whiritoa Beach foreshore.

RECOMMENDATION

THAT the report be received

AND THAT permission be given to Brian Edward Hurley of 23 Whiritoa Beach Road, Whiritoa to take his motor bike onto the Whiritoa Beach foreshore to go fishing, subject to the following conditions:

(1) The motorbike shall be driven at walking pace but certainly not at a greater speed than ten (10) kph.

(2) The motorbike must not be driven so as to endanger the safety of or be an annoyance or inconvenience to persons on or using any part of the foreshore.

(3) Access to the foreshore should be via the dedicated access ways provided.

(4) All motor vehicles shall be under the direction and orders of the beach warden as appointed under the Bylaw at all times.

AND THAT any further requests for permission to take a vehicle onto the Whiritoa Beach foreshore be decided by the Manager of Planning & Environmental Services under delegation from Council.

6.5 H G LEACH & CO LTD – TIROHIA QUARRY/LANDFILL BOND – BOND QUANTUM 2004/2005 (85.081.239) (24KB) 94-96

Attached is report from the Supervisor, Environmental Services and letter from Environment Waikato regarding the bond quantum proposed by H G Leach & Co Ltd to operate a quarry and landfill operation.

RECOMMENDATION

THAT the report be received

AND THAT the Bond Quantum of $1,179,735.00 as proposed by HG LEACH & Co Ltd for the period of 1st November 2004 to 30 November 2005 be confirmed.

 

7. COMMUNITY SERVICES

7.1 MAYORAL CHALLENGE – TSUNAMI AID MUSIC FESTIVAL FEBRUARY (1.000.007) (19KB) 97-98

Attached is a report from the Community Liaison Officer and letter from the Mayor of the Horowhenua District Council inviting Councils around New Zealand to join with them in organising a Music Festival in their districts to raise funds in support of the Tsunami victims in Asia.

RECOMMENDATION

THAT the report be received

AND THAT consideration be given to the request.

7.2 PAEROA INFORMATION CENTRE – ANNUAL REPORT (02.006.004) (68KB) 99-105

Attached is the Annual Report on the Paeroa Information Centre from the Community Liaison Officer.

RECOMMENDATION

THAT the report be received.

7.3 REQUESTS FOR TEMPORARY CLOSURE OF ROADS/STREETS (40.000.500) 106-108

Thames Valley Car Club (IM210696)

A request has been received from the Thames Valley Car Club Inc for consent to close Woodlands Road Waihi (2 kilometres from the end to the end) for the purpose of a hill-climb event organised by them on Sunday 13 February 2005.

9;

RECOMMENDATION

THAT it be recommended to Council as follows:

THAT pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 Council consent to the temporary road closure of Woodlands Road Waihi (2 kilometres from the end to the end) on Sunday 13 February 2005, between the hours of 10:00am and 5:00pm, for the purpose of an event organised by the Thames Valley Car Club Inc. be given subject to the following conditions:

1. That no objections to the closure are received, which are upheld by Council

2. That the organisers shall be responsible for all costs associated with the events, including advertising.

3. That the organisers shall notify all affected residents and property owners within the closure area and obtain their written consent to the closure.

4. That ordinary traffic shall be permitted to use the road between events subject to the proviso that no traffic is held up for a period exceeding thirty (30) minutes.

5. That the event shall be under the control of appropriate marshals and that radio communications shall be maintained at all times.

6. That the organisers shall arrange adequate public liability insurance in respect of any claim arising from the event, a copy to be supplied to the Council by 19 January 2005.

7. The organisers shall indemnify the Council from all or any claims arising from the road closure.

8. That signage to the satisfaction of the District Engineer, Hauraki District Council shall be erected at each end of the closed road indicating the period of closure and that ordinary traffic may use the road as set out in condition 4 above.

9. That only road tyres shall be used.

10. The road will be inspected before and after the event and any damage will be made good at the cost of the applicant.

11. That in the event of heavy rain the District Engineer, Hauraki District Council, shall cancel the approval.

12. The approved closure will be advertised in the Hauraki Herald on 8 February 2005.

7.4 Paeroa Promotions Trust Inc.(IM209787) 109-110

The Paeroa Promotions Trust Inc. has applied for the temporary closure of streets in Paeroa for the one-day motor cycle racing event on the streets of Paeroa on Sunday 20 February 2005.

RECOMMENDATION

THAT it be recommended to Council that pursuant to Section 11(e) of the Tenth Schedule of the Local Government Act 1974 it approve the temporary closure of the following roads on Sunday 20 February 2005 between the hours of 6.00am and 6.00pm

That no objections to the closure, which are upheld by Council, are received.

That any requirements of Transit New Zealand and the Traffic Services Division of the Police Department are complied with.

That written acknowledgements from the owners/occupiers of residential properties located on the circuit be supplied to the effect that they are fully informed of the event

That signage and barricading of the roads to be closed and alternative routes shall be provided, to the satisfaction of the District Engineer and shall be supplied, erected and dismantled by Council at the cost of the organisers.

That the Organisers shall be responsible for the placement of temporary rubbish containers, the emptying of all rubbish containers and the removal of all rubbish within the road closure area to the satisfaction of the District Engineer.

That the Organisers shall arrange adequate public liability insurance ($1m) in respect of any and all claims arising from the event.

That any further conditions or requirements of Council associated with the event, imposed by the District Engineer or Manager Planning and Regulatory Services pursuant to the resource consent shall be complied with.

That the Organisers shall meet all the costs of Council associated with the event, and indemnify the Council against any loss arising from the event.

That the Organisers shall enter into a bond with Council to cover the Council’s costs associated with the event and to ensure compliance with the above conditions.

Permission be given for the use of the plaza area in the town centre in conjunction with the event.

Alternative routes for State Highway 2 and State Highway 26 traffic shall be provided as follows:

Detour via Station Road, Thames Road, Arney Street, Willoughby Street and Victoria Street.

Bus services affected by the road closures shall be given access through Willoughby Street to set down and pick up passengers in the vicinity of the public toilets. Clear signage at the normal bus stop explaining where the temporary stop is located is required.

Roads to be Closed

Belmont Road from Station Road through Normanby Road to Victoria Street; Arney Street from Willoughby Street to Princes Street (State Highway 26); Princes Street; Wharf Street; Marshall Street; Hughendon Street; Francis Street; William Street; Hall Street; Mackay Street; Corbett Street from Belmont Road to Willoughby Street, and Willoughby Street from Corbett Street through to Arney Street.

The proposed closure was advertised in the Hauraki Herald on14 December (with objections closing 4 January 2005).

 

8.  NETWORK SERVICES

8.1 ROADING MANAGER’S REPORT (01.011.026) (66KB) 111-120

The Roading Manager has reported on roading matters for the month of December 2004. The report is attached for the members’ information.

RECOMMENDATION

THAT the report be received

AND THAT the tender of McBreen Jenkins Limited for $131,034.50 be accepted.

AND THAT the Torehape Road East Drainage Improvements project is deferred until the 2005/06 to ensure Council Minor Safety Improvement programme is managed within Council’s budget of $387,300.

8.2 UTILITIES MANAGER WATER SUPPLY REPORT (01.011.025) (43KB) 121-125

The Utilities Manager has reported on district utilities for the month of December 2004. The report is attached for the members’ information.

RECOMMENDATION

THAT the report be received.

8.3 UTILITIES MANAGER WASTEWATER AND SOLID WASTE REPORT (01.011.025) 126-133

The Utilities Manager has reported on district utilities for the month of December 2004. The report is attached for the members’ information.

8.4 DRAINAGE MANAGER’S REPORT (01.011.028) (20KB) 134-138

The Drainage Manager has reported on district drainage matters for the month of December 2004. The report is attached for the members’ information.

RECOMMENDATION

THAT the report be received

AND THAT the piping of 100m of open drain beside the newly formed road off Coronation Street with 225mm diameter concrete RRJ pipes be approved at an estimated cost of $7,500

AND THAT the agreement with the developer set out in document 211697 attached to this report be confirmed.

8.4.1 EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE (45.498.001) 139-141

Minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 21 December 2004 are attached.

RECOMMENDATION

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 21 December 2004 be received and the recommendations contained therein adopted.

8.5. WAITAKARURU SEWERAGE SYSTEM (42.004.005) (22KB) 142-144

Attached is a report from the District Engineer regarding the Waitakaruru Sewerage System.

RECOMMENDATION

THAT the report be received

AND THAT Council approves a revised Budget for the Waitakaruru Sewerage Scheme of $845,733.

AND THAT the District Engineer be authorised to purchase the plant and material requirements for the project within the limits of the new budget provision.

AND THAT installation by Hauraki District Council Construction & Maintenance Business Unit at estimated costs within the new budget provision proceeds.

AND THAT the revised cost figure be submitted for the subsidy application.
