MINUTES OF AN EXTRAORDINARY MEETING OF THE HAURAKI DISTRICT COUNCIL HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON FRIDAY, 24 AUGUST 2007 COMMENCING AT 9.30 AM

BUSINESS

WORKSHOP 1 : DEVELOPMENT CONTRIBUTIONS (78KB)  

The proposed Hauraki District Development Contributions Policy, while having to be entirely compliant with the Local Government Act 2002, will be a unique policy. It will reflect the Hauraki community’s position and attitude to new development and to the funding of community infrastructure to service development. It will do this by including provisions and underlying assumptions that are consistent with the communities stated outcomes. In this Workshop, discussions will be held under a number of topic headings in order to gain direction from the Council on some of the basic principles or "building blocks" for a sound development contributions policy that fits well in the Hauraki District context.

This Workshop is the first of two Council workshops necessary during the formulation of a draft development contributions policy.

A report was presented from the Manager, Planning and Environmental Services regarding the proposed development contributions policy for the consideration of the members.

RESOLVED

THAT the workshop report on the Proposed Development Contributions Policy be received.

Mr Dave Burton and Mr Rob Bates were in attendance and presented the objectives of the workshop in developing an appropriate development contributions policy for the Hauraki District. The members were advised another workshop would follow next month to ensure the appropriate principles for the Development Contributions Policy for Council are developed.

A general discussion was held on CRFC (Community Recreational Facilities Contribution). Mr Burton and Mr Bates requested feedback from the members on how they saw the growth of the Plains, Paeroa and Waihi Wards. If growth is generally increasing, consideration is required to what source of funding is available for the maintenance and support of community facilities. Development contributions, in part, will assist in supporting the sustainability of these community facilities.

It was proposed that the second workshop be held on Thursday 13 September 2007 at the Council meeting or otherwise another date will set prior to the Triennial Election.

The meeting closed at 12.10pm.
