7.2 REVIEW OF FEES AND CHARGES: RESOURCE MANAGEMENT ACT, 1991, LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT, 1987 (01.505.000)

Attached is a report from the Planning and Environmental Services Manager regarding reviewing fees and charges. The Fees and Charges under the Resource Management Act, 1991 and the Local Government Official Information and Meetings Act, 1987 were last reviewed in February, 2006 and became operative on 1 July, 2006 following a full Special Consultative Procedure process as part of the 2006 – 16 LTCCP.
It is now appropriate that the Schedule of Fees and Charges is reviewed and rationalised.

The Planning and Environment Services Manager report on the review of fees for the registration of premises under the Health Regulations 1966 is attached
RECOMMENDATION
THAT the report be received
AND THAT pursuant to Regulation 7 of the Health (Registration of Premises) Regulations, 1966, Regulation 83 (3) of the Food Hygiene Regulations, 1974 (in respect to premises listed in Regulation 4(4)), that the licence and the inspections fees as proposed on the above table be adopted from the period 1 July, 2007.
7.5 DOG CONTROL POLICY REVIEW 2006 (63.100.000)

Attached is a report from the Manager, Regulatory Service reviewing the Dog Control Policy. Council reviewed its Dog Control Policy in 2004 and in general the policy is working well. However, several issues have arisen recently that warrant its amendment. With the pending review of the Control of Dogs Bylaw this was seen as an opportune time to review the policy.
RECOMMENDATION
THAT the report be received
AND THAT the Draft Dog Control Policy be approved;
AND THAT the Draft Dog Control Policy be released for the Public Consultative Procedure in conjunction with the Draft Annual Plan.
7.6 DRAFT DOG FEES REPORT 2006/2007 (63.100.000)

A report by the Manager, Planning and Environmental Services on dog fees is attached.
The current dog registration year expires on the 30th June 2007. The Dog Control Act, 1996 requires that dog control fees be adopted by resolution of Council for the 2007/2008 registration period. Council is required, at least once during the month preceding the start of every registration year, to publicly notify in a newspaper circulating in its district the dog control fees fixed for the forthcoming registration year.
The dog control fees payable to a territorial authority shall be those reasonable fees prescribed by resolution of that authority for the registration and control of dogs under this Act.
RECOMMENDATION
THAT the report be received
AND THAT pursuant to Section 37 of the Dog Control Act, 1996 option I as detailed in the report be adopted as the scale of fees for Dog Registration for the 2007/08 registration year.
AND THAT Pursuant to Section 68 of the Dog Control Act, 1996, the schedule of fees as listed in the table above be adopted for the 2007/08 Annual Plan financial year.
7.7 2006 CENSUS – INTERIM RESULTS (04.002.999)

A report by the Manager Planning & Environmental Services regarding the interim results of the 2006 census is attached
New Zealand’s 2006 Census of Population and Dwellings was held on 7 March 2006. In early December, 2006 part of the information collected was released to the public.
Also attached is the coordinated information that has been made available to date for Hauraki District.

8.1 2007 ELECTIONS – EARLY PROCESSING & ORDER OF CANDIDATE NAMES (01.600.008)

Attached is a report from the Community Services Manager concerning the early processing of the voting documents and the order of the candidates names on the voting paper for the election of Councillors in October 2007.
RECOMMENDATION
THAT the report be received.
AND THAT for the 2007 Triennial Local Body Elections in Hauraki district:
the processing of voting documents is conducted progressively during the voting period
- the order of candidates names on voting documents be considered in accordance with the options explained above i.e. either – alphabetical order, random order, pseudo random order.

Attached is a report by the Community Services Manager concerning the appointment of the Electoral Officer for the Triennial Elections for 2007.

AND THAT in accordance with Section 14 of the Local Electoral Act 2001 Council appoints Robert Gary Paterson as Electoral Officer.
8.3 DRAFT RESERVE MANAGEMENT PLAN (02.006.014)

Members will recall that when submissions to the Draft Reserves Management Plan (RMP) were considered by Council on November 30, 2006 we indicated that we were still to consult with the Ngati Maru over their concerns with the plan. A meeting was held with Mr David Taipari, General Manager of the Ngati Maru on 4th December 2006, the following points were raised for Councils consideration. Attached are the minutes of the meeting of the matters of concern.
RECOMMENDATION
THAT Council resumes the adjourned hearing of November 30, 2006, and the report herewith be received.
RECOMMENDATION
THAT Council consider staff comments as above and determines in particular how it might respond to item 1 for immediate inclusion in the plan.
AND THAT Council responds accordingly to Mr Taipari.
AND THAT Council on having made a decision in respect to Mr Taipari’s submission, forwards a copy of the draft plan with the respective amendments to the Minister for Conservation for approval and copy of the submissions and decisions of Council in accordance with Section 41 (6)(e) of the Reserves Act 1971.
