RECOMMENDATION

THAT the minutes of the meeting of the Hauraki District Council held on Thursday 27 September 2007 be taken as read and confirmed.

RECOMMENDATION

THAT the minutes of the extraordinary meeting of the Hauraki District Council held on Thursday 20 September 2007 be taken as read and confirmed.

The Chief Executive will circulate a monthly report to Council prior to the meeting.

7. PLANNING/REGULATORY SERVICES

7.1 REPORT TO DEPARTMENT OF INTERNAL AFFAIRS 2007(63.100.999) (31KB) 13-15

Section 10A of the 2003 amendment to the Dog Control Act 1996 requires Council to report to Central Government on its Dog Control Policy and Practices for the period 1 July 2006 to 30 June 2007.

Following adoption of the report, public notice must be given of the report and a copy sent to the Secretary for Local Government. This is a new provision in the Act, introduced by the Dog Control Amendment Act 2003.

RECOMMENDATION

THAT the report from the Manager Regulatory Services be received.

AND THAT Pursuant to section 10A of the Dog Control Act 1996, the Hauraki District Council Report on Dog Control Policy and Practices for 2006/2007 be adopted and forwarded to the Department.

7.2 APPROVAL AND RELEASE OF THE PROPOSED PART OF THE (SOLID WASTE) AND PART 9 (WHARVES) OF THE HAURAKI DISTRICT COUNCIL CONSOLIDATED BYLAW 2007 IN ACCORDANCE WITH THE SPECIAL CONSULTATIVE PROCEDURE (01.711.999) 16-72

A report is attached from the Manager Planning and Environmental Services and the Consultant - Bylaw Development regarding the approval of the Statement of Intent, Statement of Proposal, and the draft of the Proposed Part 7 (Land Drainage) of the Hauraki District Council Consolidated Bylaw 2007 (referred to here in as "Part 7 (Land Drainage)") for release in accordance with the special consultative procedure.

RECOMMENDATION

THAT:

    1. The report be received
    2. The Statement of Proposal and Statement of Intent be released.
    3. The draft Part 7 (Land Drainage) be released and made available for public comment following the special consultative procedure set out in section 83 of the Local Government Act 2002.
    4. The Hearings Committee be delegated to hear any submissions and make recommendations to Council for final determination.

7.3 DRAFT DOMESTIC VIOLENCE POLICY (70.000.996) (45KB) 73-78

A report is attached from the Strategic Planning Manager regarding the Draft Domestic Violence Policy.

In 2006, Hauraki District Council was presented with a Violence Free Charter from Sally Christie of CAPS Hauraki and of the Hauraki Domestic Violence Intervention Network. These organisations felt that the issues of domestic violence were significant enough in the Hauraki District that Hauraki District Council needed to take on a greater leadership and advocating role to help reduce domestic violence in the area.

Elected Members approved this Charter and have accepted the vision to create a Violence Free Hauraki and resolved to develop a formal policy on creating a Violence Free Hauraki. (see appendix 1).

RECOMMENDATION

THAT the report be received.

7.4 DEVELOPMENT CONTRIBUTIONS (70.000.994) 79-83

Attached is a report from the Manager, Planning and Environmental Services regarding the Proposed Development Contributions Policy.

A report on the financial estimates for the draft policy will be considered within the ‘In Committee’ section of the meeting.

RECOMMENDATION

THAT the report be received

AND THAT the report on the proposed development contributions policy be received.

AND THAT the Council proceed with targeted consultation workshops on the proposed development contributions policy with all key interested and affected parties, with an invitation going to the general public to attend workshops if they wish.

8. CORPORATE SERVICES

8.1 ANNUAL REPORT 2006/07 (01.710.003) (19KB) 84

As required by Section 98 of the Local Government Act, 2002, Council must have the Annual Report for the 2006/07 year adopted by 31st October 2007.

RECOMMENDATION

THAT the report be received

AND THAT the draft report be received and approved subject to any changes required by Audit NZ

AND THAT pursuant to Section 98 of the Local Government Act, 2002, the Audited Annual Report for the year ending 30 June, 2007 be adopted

AND THAT the Audited Annual Report Summary be adopted and approved for circulation.

The Roading Manager has reported on roading matters for the month of September 2007. The report is attached for the members’ information.

The Utilities Manager has reported on district utilities for the month of September 2007. The report is attached for the members’ information.

9.3 DRAINAGE MANAGERS REPORT (01.011.028) (35KB) 103-106

The Drainage Manager has reported on district drainage matters for the month of September 2007. The report is attached for the members’ information.

9.4 TENDER EVALUATION FOR CONTRACT HDC 327 RESURFACING CONTRACT 2007/08. (26KB)

The Roading Manager will circulate a report on the subject prior to the meeting.

9.5 WAITETE SEWER DESIGN EXTENSION

The District Engineer will circulate a report on the subject prior to the meeting.
