MATTERS ARISING FROM THE MINUTES

Seal Extension Programme Workshop - 27 September 2007

The members requested that Tramline Road seal extensions which were recorded in the minutes as being removed from the seal extension programme, be reinstated. It was considered that the road should remain in the seal extension programme because of increasing heavy vehicle use, i.e. milk tankers and increasing recreational usage.

The District Engineer advised that Tramline Road could be reinstated in the seal extension programme as Council wished. Council had been made aware of the higher cost per kilometre due to unfavourable road foundation conditions.

RESOLVED

THAT Tramline Road be reinstated to the Seal Extension Programme.

First Meeting of Council

The Chief Executive advised of the confirmed date for the first meeting of the incoming Council to be held on Wednesday 31 October 2007.

Local Government New Zealand Training

A brochure regarding the LGNZ planned Elected Members Training Workshops was attached for the member’s information. The workshop is primarily aimed at newly elected members but would also be beneficial to all elected members.

The closest workshop is to be held in Rotorua on the 12th and 13th of November 2007. It was recommended that any new elected members be invited and urged to attend the Workshop and any other elected members be invited to attend if they so wished.

THAT all new elected members be invited and urged to attend the LGNZ Elected Members Training Workshop and that all other members be invited to attend.

Presentations to Outgoing Councillors

The Chief Executive advised the members of the tradition of the Hauraki District to recognise the service of recently retired councillors by making a small presentation at a Council meeting shortly after the triennial elections. If this tradition is to continue it is suggested that presentations be made at the first ordinary meeting of Council, which will be at the end of November.

THAT the Council recognise the service of recently retired Councillors at its first Ordinary Meeting in November 2007.

Call for Nominations – Zone and Rural Sector Elections

Immediately following the Triennial elections, nominations close for the following positions in Local Government New Zealand (LGNZ):

Copies of the call for nominations from LGNZ were attached for the member’s information.

As the nominations close before the first meeting of Council it was suggested that the Mayor be given delegated authority to make nominations and vote on the above appointments to LGNZ.

THAT the Council delegates to the Mayor the authority to make nominations and exercise Council’s vote for representative positions on Local Government New Zealand

AND THAT this delegation be included in the Council delegations manual.

PLANNING/REGULATORY SERVICES

REPORT TO DEPARTMENT OF INTERNAL AFFAIRS 2007(63.100.999) (31KB)

The Regulatory Services Manager presented a report which advised of the requirement that Local Authorities must advise the Department of Internal Affairs of their Dog Control Policy and Practices for the period 1 July 2006 to 30 June 2007.

Following adoption of the report, public notice must be given of the report and a copy sent to the Secretary for Local Government. This is a new provision in the Act, introduced by the Dog Control Amendment Act 2003.

THAT Pursuant to section 10A of the Dog Control Act 1996, the Hauraki District Council Report on Dog Control Policy and Practices for 2006/2007 be adopted and forwarded to the Department.

APPROVAL AND RELEASE OF THE PROPOSED PART 8 OF THE (SOLID WASTE) AND PART 9 (WHARVES) OF THE HAURAKI DISTRICT COUNCIL CONSOLIDATED BYLAW 2007 IN ACCORDANCE WITH THE SPECIAL CONSULTATIVE PROCEDURE (01.711.999)

A report from the Manager Planning and Environmental Services and the Consultant - Bylaw Development was presented by the Chief Executive. The purpose of the report was to present for approval the Statement of Intent, Statement of Proposal and the draft of the Proposed Part 8 (Solid Waste) and Part 9 (Wharves) of the Hauraki District Council Consolidated Bylaw 2007 for release in accordance with the special consultative procedure.

THAT the report be received.

DRAFT DOMESTIC VIOLENCE POLICY (70.000.996) (45KB)

The Strategic Planning Manager presented a report regarding the Draft Domestic Violence Policy.

In 2006, Hauraki District Council was presented with a Violence Free Charter from Sally Christie of CAPS Hauraki and of the Hauraki Domestic Violence Intervention Network. These organisations felt that the issues of domestic violence were significant enough in the Hauraki District that Hauraki District Council needed to take on a greater leadership and advocating role to help reduce domestic violence in the area.

The Elected Members approved this Charter and have accepted the vision to create a Violence Free Hauraki and resolved to develop a formal policy on creating a Violence Free Hauraki. Since the approval of this charter, a policy has been developed which now requires formal adoption by Council.

PRESENTATION - NGATEA PRIMARY SCHOOL ‘KID WITNESS NEWS’ WINNERS OF THE INTERNATIONAL COMPETITION

Mr Jonathan O’Neill (Principal) and students involved in the production of the film in 2006, Kayla Leonard and Theresa Speedy were in attendance to share their experiences from their trip to Malaysia and the USA.

The students were the national winners of the Panasonic Kid Witness Competition in NZ, followed by second place in the regional finals in Malaysia in March 2007 and finally, the winners of the international competition which required them to travel to the USA to receive their award.

The Mayor commended the students and the Principal for their innovative ideas in creating a documentary film titled ‘Polluted Piako' which sent an effective message about reducing effluent and fertiliser emissions in local waterways.

ROADING MANAGERS REPORT (01.001.029) (35KB)

The Roading Manager reported on roading matters for the month of September 2007 for the members’ information.

TENDER EVALUATION FOR CONTRACT HDC 327 RESURFACING CONTRACT 2007/08 (48.000.327) (26KB)

The Roading Manager presented a report which summarised the tender evaluation and recommendation for the 2007/08 resurfacing contract.

The contract is for resealing and thin asphaltic surfacing on the Hauraki and Thames-Coromandel District Council’s road networks.

The two Road Controlling Authority principals named above (ie HDC and TCDC) agreed to combine their annual resurfacing work and to tender this as one contract. This approach has been taken to provide economies of scale through a combined contract.

Contract HDC 327 was advertised for tender in the New Zealand Herald on the 25th August, Waikato Times on the 27th August and uploaded into the online tendering system "Tenderlink" on 30th August. Tenders closed at 4.00pm on Tuesday 18th September 2007 at the Hauraki District Council.

THAT the tender of HEB Contractors Limited for $ 2,456,183.47 be accepted

AND THAT the Hauraki District Council’s portion of the Contract works is managed within the 2007/08 budget of $905,000.

ROADING REPORT - OCTOBER 2007 (01.001.029)

The Roading Manager presented a report regarding two roading matters for the member’s consideration. The report was also presented to the Waihi Ward Committee on 9 October 2007 for their consideration

Mine Pit Fun Run/Walk

An application has been received from Rachael Walker of Project Energise on behalf of St Josephs School Waihi to hold the fun run/walk event on Saturday 3rd November 2007. A copy of the application was attached.

The event will commence at 8.30am and end by 12 noon. The Waihi Rugby club grounds will be the start and finish venue. 160 parents and children are expected to be participating. A Traffic Management Plan (TMP) costing approximately $800 will be required for the safe management of the event.

It was proposed to fund the costs of the TMP for the event from the district budget for Waihi minor work.

RESOLVED

THAT funding from the Waihi Minor Roading Budget be approved to meet the approximate $800.00 cost of the Traffic Management Plan for the Mine Pit Fun Run/Walk.

Renaming Upper Waitete Road

Councillor Mike Hayden has requested that the merits of renaming the portion of Waitete Road from the road fork be considered due to the fact some confusion exists which could escalate as traffic increases. The item was considered at the October meeting of the Waihi Ward where it was agreed that investigations into the correct name of this portion of Waitete Road be confirmed.

The District Engineer presented the Utilities Manager report on district utilities for the month of September 2007 for the members’ information.

Resignation - Dean Burwell, Utilities Manager

Crs Baker and Trembath on behalf of the Consultative Water & Waste Committee and Council wished for their appreciation to be formally conveyed to Dean Burwell for his valued contribution to the Hauraki District in his role as Utilities Manager of Water Supply, Wastewater and Solid Waste and wished him all the best for him and his family.

The Mayor endorsed the member’s expressions of appreciation to Dean, commending him on the valued contribution he has made to Council and the pro-active approach he has applied to many issues in the utilities field during his time with the Hauraki District Council.

RESOLVED

THAT the appreciation of the Mayor and Councillors be formally conveyed to Dean Burwell for his valued contribution to the Hauraki District in his role as Utilities Manager.

The Mayor on behalf of Council thanked Ian McLeod for his commitment and ongoing support in his role as Drainage Manager for the Hauraki District.

The Mayor on behalf of Council thanked the retiring Councillors for their contribution to the Hauraki District over their time as Elected Members and wished them all well for their future endeavours.

Being the final meeting of the current Council, the Mayor invited the retiring Councillor’s to address the meeting. The retiring members spoke of their time on Council and wished the Councillor’s seeking re-lection all the best for the upcoming Triennial Election.

Tribute to Cr Bronwyn Wightman

The Mayor spoke of the contribution and commitment Cr Bronwyn Wightman had made to the Hauraki District during her time with Council, stating that her presence was sorely missed.

RESOLVED

THAT a formal acknowledgement be recorded in memory of Cr Bronwyn Wightman on behalf of The Mayor and Councillors for her commitment, enthusiasm and the contribution she made to the Hauraki District in her role as Elected Member of Council and member of the Waihi Ward Committee from 2001 to 2007.
