WORKSHOP 2: DEVELOPMENT CONTRIBUTIONS

A report was presented from the Manager, Planning and Environmental Services regarding Workshop (2) of the proposed development contributions policy for the consideration of the members.
RESOLVED
THAT the workshop report on the Proposed Development Contributions Policy be received.

Mr Rob Bates and Mr Dave Burton were in attendance to present the second workshop.
The members were advised that the purpose of the second workshop is to consider and ratify principles established in Workshop (1).
Mr Bates provided a summary of the findings which resulted from Workshop (1):
General Discussion
The members were requested to consider growth expectations, in particular, for the townships of Ngatea and Paeroa and to consider how issues of flood risk would impact on the growth of these townships.
It was considered that contribution figures proposed would need to be analysed by HDC staff. Council does not want to discourage growth by increasing contributions significantly but must consider a realistic increase. Council must provide accountable and justifiable figures to support why an increase in development contributions is necessary.
The final workshop will be held at the Council meeting of Thursday, 11 October 2007.
Mr Burton stated that the feedback received following the completion of the three workshops will be considered in a final policy which would then go out for targeted public consultation. The feedback received from the public consultation process will determine the ‘policy direction’.
