APPOINTMENT TO HAURAKI RAIL TRAIL
In June 2004 following a presentation from the Hauraki Rail trail, the Council made an appointment of Cr Keith Trembath as the Council appointee to the Executive of the Hauraki Rail Trail Incorporated. While no longer a Councillor, Mr Trembath is still the Council appointee, therefore an appointment to the Hauraki Rail Trail is now required.
Any appointment to this organisation must be made in accordance with Council’s Policy on the Appointment and Remuneration of Directors for Council Controlled Organisations.
RECOMMENDATION
THAT the Council reviews its appointment to the Hauraki Rail Trail Incorporated and refers the matter to the Council Appointments Subcommittee to make a recommendation on an appropriate appointee.

Department of Conservation - Proposed New Zealand Coastal Policy Statement 2008
Following the April meeting of the District Plan Review Committee and the subsequent Council meeting held on 17 April, 2008 it was resolved to forward comments to Local Government New Zealand for inclusion into it’s submission to the proposed New Zealand Coastal Policy . A copy of the comments is attached to my report.
RECOMMENDATION
THAT the Hauraki District Council comments to LGNZ on the Draft Coastal Policy Statement be endorsed.
Department of Conservation – Draft Bay of Plenty Conservation Management Strategy
Following the presentation from Department of Conservation staff representatives to Council on 16 April, 2008 staff have prepared a draft submission to this proposed strategy for consideration by Council. Submissions close on 9 May, 2008.
A copy of the draft submission is attached for consideration by the Council. The draft submission reflects the issues and considerations from the Council workshop following the presentation.
RECOMMENDATION
THAT the Hauraki District Council submission to the draft Bay of Plenty Conservation Management Strategy (as amended) be approved.
Submission to Environment Waikato Annual Plan 2008–18
Attached for the information of Council is a copy of the submission made to Environment Waikato. Submissions close on 1 May, 2008 and this submission has been sent. If Council wishes to make changes an amended submission will be forwarded.
This submission was compiled following the presentation given to Council by Environment Waikato representatives at on 16 April, 2008. The submission was approved by the Mayor prior to forwarding.
RECOMMENDATION
THAT the submission to the Environment Waikato Draft Annual Plan 2008/09 be endorsed.

Surf Life Saving Bay of Plenty [CDV-30-100]
The Chief Executive Officer for SLSBOP Megan Cleverly has provided a copy of the Surf Life Saving Bay of Plenty Final Season report for the 2007/08 Regional Lifeguard Programme (doc 401910 attached).
Young Achievers and Citizens Awards [CDV-30-300 & CDV-30-200]
A copy of the draft programme and nomination form is enclosed separately for the member’s comment.
To more clearly identify the Service Lane, Lot 3 DPS 28810, for the purpose of its creation and in keeping with the status of other Service Lanes within the District, and to gazette Section 3 SO 52540 as a Service Lane. The purpose of this Section is currently showing on the Certificate of Title as parking. See attached plans.
RECOMMENDATION
THAT in accordance with Section III of the Reserves Act 1977, the area of land situated off Haszard Street, Waihi, described as Lot 3 DPS 28810 and currently vested in Council as Local Purpose Reserve (Service Lane), be dedicated as Service Lane.
AND THAT Section 3 SO 52540 which is currently held by Council for a Public Work, be gazetted by Council as a Service Lane.
11. NETWORK SERVICES
11.1 TENDER EVALUATION REPORT FOR HDC 352 ROADING PROFESSIONAL SERVICES 2008 TO 2011 (CR MEYERS) (402513)

Attached is a report from the Roading Manager which documents the tender evaluation and presents the recommendation of the Tender Evaluation Team as to the preferred supplier resulting from the evaluation process.
The current roading professional services contracts for both Hauraki District Council (HDC) and Thames Coromandel District Council (TCDC) expire on 30 June 2008. The two Councils have co-operated in offering these two contracts for tender at the same time with an option for separate tenders to either or both Councils or a combined offer for both contracts. For a combined offer to be successful the same tenderer would have evaluated as the preferred tender for both the councils.
RECOMMENDATION
THAT the tender from Opus in the sum of $1,551,152.00 for Roading Professional services from 1st July 2008 to 30th June 2011 be accepted, and that Contract HDC 352 be awarded to Opus International Consultants.
