RECOMMENDATION

RECOMMENDATION

THAT the minutes of the Paeroa Ward Committee meeting held on Tuesday 12 August 2008 be received and the recommendations contained therein adopted.

RECOMMENDATION

THAT the minutes of Hearings Committee meeting held on Thursday 24 July 2008 be received and the recommendations contained therein adopted.

6.2 EASTERN PLAINS DRAINAGE DISTRICT (416341)– Tuesday 24 June 2008 ; 30-31

RECOMMENDATION

THAT the minutes of the Eastern Plains Drainage District Committee meeting held on Tuesday 24 June 2008 be received and the recommendations contained therein adopted.

6.3 WESTERN PLAINS DRAINAGE DISTRICT (415265) – Tuesday 24 June 2008 ; 32-35

RECOMMENDATION

THAT the minutes of the Western Plains Drainage District Committee meeting held on Tuesday 24 June 2008 be received and the recommendations contained therein adopted.

RECOMMENDATION

THAT the minutes of the Western Plains Drainage District Committee meeting held on Tuesday 29 July 2008 be received and the recommendations contained therein adopted.

7.1 The Chief Executive’s monthly report is attached.

THAT the Chief Executive’s monthly report be received.

Ward Discretionary Grants

RECOMMENDATION

THAT the Ward Committees be given delegated authority to make grants from the Wards Discretionary Grants Fund up to a cumulative amount of the budget allocation in any financial year.

8. PLANNING/REGULATORY SERVICES (425455) (101KB) 41-66

8.1 The Planning and Environmental Services Manager’s monthly monitoring report for the month of July 2008 is attached for the members’ consideration.

RECOMMENDATION

THAT the report be received.

HDC Consolidated Bylaw Part 3: (Public Safety) - Enforcement of Bylaw

It is recommended that Council pass a resolution that will appoint warranted police officers as enforcement officers in terms of the HDC Consolidated Bylaw for the purposes enforcing the bylaw as it relates to skateboards causing a nuisance in a public place.

RECOMMENDATION

THAT Council appoint Warranted Police Officers as Enforcement Officers under the Hauraki District Council Consolidated Bylaw Part 3 (Public Safety) section 2.2.1 (g).

8.2 UPCOMING ITEMS ON AGENDAS FOR COUNCIL WORKSHOPS AND MEETINGS (397388) 67

Attached for information is a schedule of upcoming items for Council workshops and meetings.

8.3 DRAFT FRAUD POLICY (CRS CARMINE & GORDON) (428281) (31KB) 68-74

Following the Long Term Council Community Plan Audit for the 2006-16 LTCCP Council had agreed with the Audit Office to develop a Fraud Policy with an associated Response Plan that detailed the investigation process and possible disciplinary process if triggered.

RECOMMENDATION

THAT the report be received

AND THAT Council adopt the Draft Fraud Policy and the associated Fraud Response Plan

AND THAT His Worship the Mayor be delegated authority under the Fraud Policy to engage specialist advisors to the value of $5,000 (five thousand dollars) if his involvement in the process is triggered by the provisions of the policy, and

AND THAT the delegations manual be amended accordingly.

8.4 LOCAL GOVERNMENT COMMISSION - REVIEW OF THE: LOCAL GOVERNMENT ACT 2002, LOCAL ELECTORAL ACT 2001 (427443) (62KB) 75-82

A report is attached from the Strategic Planning projects Manager regarding the draft submission to the Local Government Commissions Review document on the Local Government Act and the Local Electoral Act.

The submission was presented to the Review Taskforce at Rotorua on 2 October, 2006 by the Mayor.

A copy of this submission is attached as Appendix 1.

RECOMMENDATION

THAT the report be received.

9. COMMUNITY SERVICES

Attached is a report from the Community Development Officer advising of current community projects in progress.

RECOMMENDATION

THAT the report be received.

Energy Efficiency and Conservation Authority [Attach. 419780]

Attached is a letter from EECA that was tabled at the Council meeting of 31 July and was to be considered at a later date due to more time required by the members to read the information. The letter proposes a subsidy/grants programme that enables households to utilise the government funded interest subsidy to install a range of household energy efficiency measures.

RECOMMENDATION

THAT the member’s comments be considered on the subject.

9.2 LIBRARIES HALF-YEARLY REPORT - JANUARY to JUNE 2008(CR BUBB) (381786) (58KB) 93-97

Attached is the Library Manager’s half yearly report to June 2008.

RECOMMENDATION

THAT the report be received.

9.3 HEARINGS COMMITTEE - CHANGE TO MEETING DATES (CR CARMINE) (428618) (22KB) 98

Attached is a report from the Community Services Manager requesting acceptance to a change to the Hearing Committee meeting schedule as from September 2008.

RECOMMENDATION

THAT the report be received

AND THAT Council in accordance with the provisions of Schedule 7 of the Local Government Act 2002 approve of the new meeting dates as itemised in the report.
