The Planning and Environmental Services Manager’s report on Dog fees is attached for the members’ consideration

AND THAT pursuant to Section 37 of the Dog Control Act, 1996 the Schedule of Fees as detailed in the report be adopted as the scale of fees for Dog Registration for the 2008/09 registration year.

RECOMMENDATION

THAT the report be received

AND THAT pursuant to Section 219 of the Building Act, 2004 the Building Control Schedule of Fees and Charges be adopted effective for all consents lodged on or after 1 July 2007; and

AND THAT the Manager: Planning and Environmental Services be delegated the authority to negotiate fees for multi-unit or other duplicated processes.

9.4 REVIEW OF FEES AND CHARGES: RESOURCE MANAGEMENT ACT, 1991 LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT 1987 (389567) (62KB) 106-114

Planning and Environmental Services Manager’s report concerning the review of charges with regard to the Resource Management Act 1991, the Local Government Official Information and Meetings Act 1987 is attached.

RECOMMENDATION

THAT the report be received

AND THAT the proposed schedule of fees and charges set under Section 36 of the Resource Management Act, 1991 and Section 44A of the Local Government Official Information and Meetings Act, 1987 be approved for consultation with the Annual Plan process.

9.5 DEVELOPMENT CONTRIBUTIONS – POLICY FORMULATION SECOND DRAFT DEVELOPMENT CONTRIBUTIONS POLICY (390281) CR CARMINE (391KB)  115-150

Attached is a report from the Planning and Environmental Manager concerning the 2nd Draft of the Development Contributions Policy.

At its meeting of 14 February 2008, the Council received the first draft of the Hauraki District Development Contributions Policy 2008. The Council:

  1. considered a number of outstanding matters and gave direction on these;

  2. raised concerns about the way in which contributions are calculated on business developments; and

  3. noted that the development contribution amounts calculated and presented to it in the first draft of the Policy do not include interest and that the interest methodology was still being refined.

The purpose of this report is to discuss the matters above and to present the Council with the second Draft of the Development Contributions Policy for its consideration.

RECOMMENDATION

THAT the report be received

AND THAT

1) Council receive the second DRAFT Hauraki District Development Contributions Policy 2008 for consideration with the intention of adopting the draft policy at its meeting of 12 March 2008, for notification under Section 83 of the Local Government Act 2002.

2) That the Council adopt a recommendation to exclude, from the development contributionamounts, a future interest component on loans for growth related capital expenditure until the review of the development contributions policy as part of the 2009-19 LTCCP process, when it will reconsider this matter.

3) That the Council provide a direction on the amounts of development contributions payable on business developments.

10. COMMUNITY SERVICES

10.1 MANGAWARA FOREST – SELL OR HARVEST REPORT (389319) CR BAKER (26KB) 151-152

Attached is a report from the Community Services Manager concerning the Mangawara Forest.

RECOMMENDATION

THAT the report be received

AND THAT Council re-establishes the committee to determine the future of the Mangawara & Maukoro forest blocks and appoints Cllrs. Baker, Meyers & Gordon.

11. GENERAL BUSINESS

11.1 MINUTES OF COUNCIL ORGANISATIONS APPOINTMENTS SUBCOMMMITTEE MEETING: COUNCIL APPOINTMENT TO VISION WAIHI TRUST (389566) 153

Attached are the minutes for the Council Organisations Appointments Sub Committee meeting held on the 13 February 2008 for the purpose of considering the Council appointment to the Vision Waihi Trust.  The Sub Committee are recommending to Council that Bill Young the current appointee for reappointed for a further term of 36 months.

RECOMMENDATION

THAT Bill Young be reappointed as the Council Appointee to Vision Waihi Trust for a further term of 36 months.

11.2 PROPOSED PURCHASE OF TANNER’S PONDS, KEREPEHI (390328) CR CHALLIS  (26KB) 154-155

The District Engineers report on the proposed purchase of the Tanner’s ponds is attached.

This report describes the purposes to be served by purchasing the two ponds located in Tanner’s Kerepehi property adjacent to the Kerepehi Waste Water Treatment Plant, evaluates the benefits and costs to Council, recommends the purchase and identifies a proposed source of funding.

RECOMMENDATION

THAT the report be received

AND THAT Council authorises the purchase of Tanner’s Ponds and immediate surrounding land for a price of $140,000.

11.3 DEFERRED WATER SUPPLY WORKS

A statement of proposal for deferred capital water supply works will be circulated prior to the meeting.

11.4 HAURAKI RAIL TRAIL FUNDING REQUEST 2008/09 (385193 V1) CR HAYDEN (23KB) 156

Attached is a report from the Economic Development Officer regarding the Hauraki Rail Trail.

RECOMMENDATION

THAT the report be received

AND THAT Council provide for $5000 in the 2008/09 Annual Plan for the Hauraki Rail Trail work to be undertaken on the Paeroa / Karangahake section.

11.5 WORLD FLY FISHING CHAMPIONSHIPS – KARANGAHAKE (389614) CR HAYDEN  (24KB) 157-158

In March this year the World Fly Fishing Championships are to be held in New Zealand. A key section of the event will be held on the Ohinemuri River in the Karangahake Gorge.

The event is being organised by Sport Fly Fishing New Zealand Inc with all the work being carried out by members on a voluntary basis. It is anticipated that 20 countries will send teams of 5 persons to compete together with their travelling companions.

SFFNZ have written to Council seeking financial assistance to stage the event and have provided a number of options for sponsors to consider.

RECOMMENDATION

THAT the report be received

AND THAT Hauraki District Council support the World Fly Fishing Championships section to be held on the Ohinemuri River and provide prize money of up to $500.

Attached is a report from the Community Development Officer which gives an update on various community development projects.

11.7 ROAD STOPPING AND ROAD TAKE – SAVAGE ROAD WAIHI (389635) CR BAKER (23KB)  164-167

RECOMMENDATION

THAT the report be received

AND THAT Council pursuant to Section 20 of the Public Works Act 1981, hereby give consent to take the area of 98sqm showing on attached plan SO 359915, Section 1 for roading purposes.

AND THAT Council pursuant to Section 116 of the Public Works Act 1981 hereby gives consent for the stopping of two areas of Savage Road Waihi. Area A & B on the attached GIS printout and that the land be amalgamated with the adjoining land parcels Sec 4, 17, 24 BLK XI BLK XV Ohinemuri SD owned by Waihi Farm Ltd,.

AND THAT Waihi Farms Ltd will pay $1,000 towards expenses for the Road Stopping
