As requested at the Council meeting of 25th June 2008, the Manager Planning and Environmental Services has reported on his findings following investigations into the requirements of the Resource Management Act (RMA) for Chairpersons of the Hearing Committee members be accredited by an approved RMA training institution and of the expiry of their current accreditation certification.

A report was presented from the Community Services Manager regarding the electoral system options for the 2010 triennial election.
Discussion as held as to the preferred electoral system. It was agreed that ‘first past the post’ (FPP) was the preferred system.

The Strategic Planner presented a report which provided an update on the period of consultation undertaken for the Levels of Service Review - Monday 23rd June to Thursday 3rd July 2008.

UPGRADE OF WAITAKARURU TOILETS (CR BUBB) (413049)
The Community Services Facilities Manager presented a report which requested Councils consideration of a proposed upgrade to the Waitakaruru public toilets as opposed to their replacement. Attached were a series of photographs showing the location and condition of the toilet facility.
Due to the knowledge that there are no reported issues with levels of service at this toilet facility and that they are predominantly used by the travelling public and not members of the local community, it was considered that the toilets not be replaced but be upgraded as was suggested in the report.
RESOLVED

AND THAT the toilets at Waitakaruru are upgraded and not replaced as stated in the LTCCP.

ROADING MANAGER’S REPORT (CR MEYERS) (418893)
The Roading Manager reported on roading matters for the month of June 2008 for the member’s information.

Kerb and Channel Programme Variation
The District Engineer advised that Cr Baker has requested that the work on Margaret Street be extended and the programme reordered.
The work can be accommodated under this contract but would be more economic via the Routine Road Maintenance Contract HDC 274. The contractor would most probably disestablish to allow for the approval process. The approximate cost of the kerb and channel of $10k is a Roading cost, the associated drainage is about $20k, and the drainage work will require the approval of the Asset Manager Drainage.
It was therefore recommended that the Contractor be instructed to complete this work under contract HDC 274 and the approved Kerb and Channel for Waihi be adjusted to include this project. As the contractor is in the area, it was recommended that these works be carried at the same time.
RESOLVED
THAT the kerb and channel variation on Margaret Street be approved subject to a corresponding saving on the approved programme for Waihi.

Bridge No. 21- Mahuta Road North No. 2
The Roading Manager advised that due to the condition of Bridge No. 21 and the likely cost of future structural repairs to the bridge, it was recommended that it be placed on the 10 year bridge replacement programme.
During the recent bridge inspection, it was accessed that this bridge is marginal for Class I loading and should be speed restricted for Heavy Commercial Vehicles (HCVs). There is currently no HCV speed restriction on the bridge, and it is recommended that restricting the speed of HCV’s be implemented.
RESOLVED
THAT a Heavy Commercial Vehicle speed restriction be installed for the Mahuta Road North No. 2 Bridge.

DRAINAGE MANAGER’S REPORT (408103)

The Drainage Manager has reported on district drainage matters for the month of June 2008 for the member’s information.

GENERAL BUSINESS
A report was presented from the District Engineer regarding a request received from a Mackaytown resident seeking Council funding for the installation of a water tank and accessories to provide a back-up to the Council water supply. Also attached was a report from the Utilities Engineer which detailed the results of his investigations following his visit with the property owners concerned.
After consideration, it was agreed that Council support Mr and Mrs Viljoen’s request to provide a grant for the installation of a water tank and accessories to provide a back-up to the Council water supply subject to a number of conditions.
RESOLVED
THAT Council approves the funding request, subject to the following changes to the proposed scheme:
Reduce the filtration to 2 microns.
Install a smaller tank in the order of 2000 litres.
Monitoring of the detention time in the tank. Should the Viljoen’s not use the supply for a period of several days, the tank should then be emptied and re-filled to replenish the chlorine levels.
AND THAT Mr Viljoen absolves Council of any liability for the future effective performance of the proposed installation.
