NOTICE IS HEREBY GIVEN THAT A MEETING OF THE HAURAKI DISTRICT COUNCIL WILL BE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 14 MAY 2008 COMMENCING AT 9.00 AM

5.1 APPOINTMENT OF DRAINAGE COMMITTEE MEMBERSHIP FOR 2008 - 2010 (CRS THORP, MEYERS, HARRIS AND CHALLIS) (404768)

Attached is a report from the Community Services Manager regarding the Drainage Committee membership for 2008-2010.
RECOMMENDATION
THAT the report be received
AND THAT Council in accordance with Clauses 30 & 31 of Schedule 7 of the LGA discharges or stands down the current and interim membership of the three drainage district committees of Westerns Plains, Eastern Plains and Paeroa Rural, and in turn appoints for the current triennium the following persons to the respective Committees to serve as members to act in an advisory capacity to Council on matters relating to land drainage management programmes for the drainage districts of Western Plains, Eastern Plains and Paeroa Rural; except where in the case of the Pouarua/Maukoro subdivision of the Western Plains Drainage, Council determines that it either:
orders an election or,
appoints both nominees to represent the said subdivision and,
in the case of alternate portfolio holder to the Western Plains Drainage Committee, withdraws Cllr Challis appointment and appoints another elected member to that position.

6.1 ROADING MANAGERS REPORT (405947)

The Roading Manager has reported on roading matters for the month of April 2008. The report is attached for the members information.

Tender Evaluation and Recommendation : HDC355
This report summarises the tender evaluation and makes a recommendation for the improvements to the Hauraki / Wharepoa Road intersection.
Contract HDC 355 was advertised for tender through Land Transport NZ’s expedited procedures. Three selected tenderers were invited to price the works.
Tenders for this contract closed at the Hauraki District Council, 4.00pm Tuesday 18 March 2008. Two tenders were received, from Fulton Hogan Waikato Ltd and from Downer EDI Ltd. Tenders were evaluated in accordance with Land Transport NZ’s Lowest Price Conforming Method.
RECOMMENDATION
THAT Contract HDC 355 Hauraki Road/Wharepoa Road Intersection Improvements be awarded to Fulton Hogan Waikato Ltd for the adjusted tender sum of $107,383

Attached is a report from the Roading Manager which summarises the tender evaluation and makes a recommendation for award of the contract described.
REOMMENDATION
THAT the report be received
AND THAT preferred tender from GHD limited be accepted in the amount of $66,750 and contract HDC 347 be awarded.

7. GENERAL BUSINESS
7.1 TE WHANGAI TRUST (395300) 26-29
The Mayor has received a request from Adrienne Dalton of the Te Whangai Trust to present to Council. See attached correspondence and background information on the organisation.

THAT the correspondence be received.
8. LATE ITEMS
A workshop will be held at the conclusion of the meeting for consideration of the Climate Change discussion paper. Councillors are requested to bring to the meeting the original discussion document which was distributed on 16th April. |

Attached is report from the Manager, Planning and Environmental Services regarding Climate Change. Also attached are the responses from the Community Feedback Network on Climate Change and a copy of the guidance notes from the Quality Planning website which assist in providing and promoting an understanding about the effects of climate change.
RECOMMENDATION
THAT the report be received
AND THAT the report be read in conjunction with the discussion paper already received on Climate Change during the Council meeting of 16th April
AND THAT the discussion points are covered and discussed
AND THAT (chosen options) assumptions be adopted in regard to climate change predictions
AND THAT Council gives guidance to staff on the issues related within the discussion points.
