THAT the minutes of the meeting of the Hauraki District Council held on Wednesday 30 April 2008 be taken as read and confirmed.

Building Accreditation
Mr Buttimore (ex Manager, Planning and Environmental Services), Russell Bierre (Regulatory Services Manager), Judy Nicholls (Health and Safety and Quality Assurance Coordinator), Mandy Purnell (Consents Officer - Processing) were in attendance and presented the Certificate of Accreditation received by Council from the Building Consent Authority which authorises Council be a Building Control Authority pursuant to the Building Act, 2004.
The Mayor commended Mr Buttimore and his team for their efforts in completing the accreditation process.
COMMUNITY SERVICES
The Community Services Manager presented a report regarding the Drainage Committee membership for 2008-2010.
The members were advised that Cr Challis’s representation on the Western Plains Drainage Committee will be as a property owner and not as an elected member.
RESOLVED
THAT the report be received.
AND THAT Council in accordance with Clauses 30 & 31 of Schedule 7 of the LGA discharges or stands down the current and interim membership of the three drainage district committees of Westerns Plains, Eastern Plains and Paeroa Rural, and in turn appoints for the current triennium the following persons to the respective Committees to serve as members to act in an advisory capacity to Council on matters relating to land drainage management programmes for the drainage districts of Western Plains, Eastern Plains and Paeroa Rural.

Tender Evaluation and Recommendation: HDC355
The report summarised the tender evaluation and made a recommendation for the award of the contract for improvements to the Hauraki/Wharepoa Road intersection.
The contract was advertised for tender through Land Transport NZ’s expedited procedures. Three selected tenderers were invited to price the works. Tenders for this contract closed on Tuesday 18 March 2008. Two tenders were received, from Fulton Hogan Waikato Ltd and from Downer EDI Ltd. Tenders were evaluated in accordance with Land Transport NZ’s Lowest Price Conforming Method.
The members were requested to consider approval that the Contract HDC355 be awarded to Fulton Hogan Waikato Ltd for the tender sum of $107,383.

THAT Contract HDC 355 Hauraki Road/Wharepoa Road Intersection Improvements be awarded to Fulton Hogan Waikato Ltd for the adjusted tender sum of $107,383.

Tender Evaluation Report
Walking and Cycling Strategy HDC 347 (CR MEYERS) (403508)

A report from the Roading Manager was presented which summarised the tender evaluation process to seek a suitable organisation to undertake an evaluation of the walking and cycling strategy for the Hauraki District.
RESOLVED
THAT the report be received.

GHD Limited submitted the lowest tender price and scored the same as OPUS International when assessed against each of the non-price attributes. It was therefore recommended that GHD Limited be the preferred tenderer at a price of $66,750.
The Roading Manager also requested that a Councillor be considered as a contact for the strategy discussions. It was suggested that Cr Mike Hayden be appointed as Council contact due to his current involvement with the Hauraki Rail Trail and his previous participation in the Walking and Cycling Strategy. It was also suggested that it would be beneficial if a representative of each Ward also be appointed for involvement in the strategy.
RESOLVED
THAT preferred tender from GHD limited be accepted in the amount of $66,750 and contract HDC 347 be awarded.

PLANNING/REGULATORY SERVICES
WORKSHOP CLIMATE CHANGE (CR

The Strategic Planning Projects Manager presented a report regarding Climate Change. For the members information attached were responses from the Community Feedback Network on Climate Change and a copy of the guidance notes from the Quality Planning website which provides assistance in promoting an understanding about the effects of climate change.
In attendance for the workshop were Councils District Planner and Drainage Manager.
GENERAL BUSINESS
There was no general business.
PRESENTATION: TE WHANGAI TRUST (395300)
Mrs Adrienne Dalton and Mr Bill Ward, representatives of the Te Whangai Trust were in attendance and presented the role of their organisation.
The group have formed a trust to create an ecological and educational business that supports and trains people who find it challenging to enter the labour market. They provided information on their native plant nursery they have developed on a property at Miranda and requested that Council consider supporting their business by purchasing plants from them for Council projects.
The members gave their support and commended the group for their work in supporting the community by promoting social skills and employment. The Mayor advised the group that Council would be interested in supporting their business by the purchase of plants needed for future Council projects.
The meeting adjourned at 12.15pm.

LATE ITEM
REQUEST FOR FUNDING - INSTALLATION OF HEAT PUMP IN WAIHI ARTS CENTRE AND MUSEUM BUILDING
Cr Baker advised of a request for funding received from the Waihi Arts Centre and Museum towards the installation of a heat pump for the building. With the onset of the winter season staff and visitors are finding the building to be very cold. Prices have been sought for the purchase of a heating system.
After consideration of the request, the members agreed that the Waihi Ward fund $3,000.00 towards the cost to install a heat pump in the building and that $1,000.00 be contributed from the Mayoral Discretionary Fund.
RESOLVED
THAT a grant of $3,000.00 from the Waihi Ward Discretionary Fund and $1,000.00 from the Mayoral Discretionary Fund be approved to assist in the purchase of a heat pump system for the Waihi Arts Centre and Museum building.

WORKSHOP: CLIMATE CHANGE – Continuation
The Strategic Planning Projects Manager provided a power point presentation on the discussion document "Climate Change – a discussion paper for Hauraki."
The members were invited to provide their opinion and comments on the discussion paper. The members generally considered that the points of discussion raised were relevant in consideration of how climate change would affect the Hauraki District but considered that at this stage a conservative approach be adopted by Council towards the issue of climate change.
A wide ranging discussion took place and the Council agreed that it was in no position to re-litigate the climate change debate. It also agreed that as a local authority under the Local Government Act it should follow a direction from the Government.
RESOLVED
THAT the report be received
AND THAT a the report be read in conjunction with the discussion paper already received on Climate Change during the Council meeting of 16th April; and
AND THAT for the purposes of Policy Development for:
the District Plan review
the development of the 2009/19 LTCCP
the development of Subdivision Standards
other policies
Council adopts the current conservative medium projection from the Ministry for the Environment and that this be updated on each new policy review from the Ministry
