A report from the Manager, Planning and Environmental Services was presented regarding the submissions received to the Draft Annual Plan 2008/09. This report included a full copy of each submission, a summary of each submission and staff comments. Attached separately was a copy of the Summary of Submissions received (by Topic) for consideration and full Summary of Submissions which included a copy of each submission.

Discussion was held regarding the confusion perceived by the public regarding the proposal. It was agreed that the explanation of the solid waste and pre-paid bag system could have been made clearer to the public.

Sylvia Francis – Submission # 13
Mrs Francis stated that she was concerned about the lack of availability of the Waihi College pool to the general public. She stated that pool is not advertised adequately so people do not recognise it as a public pool. She agreed that heating the pool will benefit the College but considered it will not benefit the community so much. Mrs Francis was concerned about the lack of public input invited when the Pool Committee meets. She also stated that the College block books the pool which leaves limited access and unsuitable times for the public to use the pool.
Medical Practitioners wishing patients to use a pool facility for health reasons and families wishing their children to learn to swim have to travel outside the district for this purpose. She suggested the Hauraki Herald HDC News (page 7) be used for providing more information about the pool. Mrs Francis also requested that her submission be included in the LTCCP 2009-19.
The member’s suggested that research be undertaken in other areas similar to Waihi to determine the demand for a public pool in Waihi.
Mrs Francis suggested that the construction of a 25m pool would be of most benefit to the public particularly for swimming clubs as it is the appropriate length for timing of swimming competitors.
Staff advised Mrs Francis that Council are presently investigating options and an evaluation of the installation and heating of a stand alone public pool. The proposal for a change to the Waihi pool will be included into the 2009-19 LTCCP.

CARRIEDMichael Ashford-Beck – Submission #100
Mr Ashford-Beck stated that his submission is based around the concern he and his wife have towards the Council land adjoining their property at Primrose Hill. The land is presently zoned residential and requested that Council should rezone this land as reserve or public domain. The landowners do not wish to see residential development on this land. He considered that it is appropriate that this land become an extension of the Primrose Hill Domain as the land is unsuitable for residential development due to its steepness. Primrose Hill is a significant iconic landmark which requires protection.
The Mayor advised Mr Ashford-Beck that this land is crown land and does have protection. The zoning for this land requires correction by Councils Planning Department as the land is not residentially zoned. This issue will be referred to District Plan Committee where the zoning will be changed in the District Plan. Mr Ashford-Beck was advised that the paper road at the location will remain unchanged for access purposes.

AND THAT this matter be referred to the District Plan Committee to correct the Hauraki District Plan to reflect the correct zoning of this parcel of land from ‘residential’ to ‘passive recreation’ and that the unformed road should be stopped and classified as reserve.

Jocelyn Hunt – Submission # 6
Ms Hunt stated that she would like funding allocated for an improvement to the Paeroa Skate Park. Ms Hunt was concerned that a negative element from some youths within the community with regards to the security of skateboard park users. She requested that improvements be made to the current facility. Ms Hunt suggested that the location of the skateboard park be reviewed as she considered that it needs to be located in a more highly visible area. Ms Hunt requested that table and chairs be available including toilet facilities so that parents could sit at the park and watch their children. She considered the installation of lights would make the park a safer place. There is a need for this type of recreational activity in Paeroa especially for young people who do not wish to join a sports club. The facility is often vandalised by taggers and littered with broken bottles.
Cr Bubb advised that the Youth Forum would be investigating the skateboard park area and will advise of the results from their investigations back to Council.
The Mayor suggested that council staff seek options toward either upgrading or relocating the skateboard park including cost for Councillors consideration which is proposed to be included in the LTCCP 2009-19. It was suggested that Councillors visit other neighbouring districts parks to help assess the options of locations and layout of skateboard parks.

Anne Stewart Ball (absent) – Submission # 56
The members were advised that the submitter would not be speaking in support of her submission,
Ms Ball supported the construction of a toilet in the Whiritoa Sports and Recreation Reserve., the solid waste kerbside pre-paid bag and recycling proposal and the initiative regarding community growth which promotes eco and heritage tourism. The submitter also suggests that Council consider the review of the maintenance of the Whiritoa stormwater outlets.
The members were in agreement with staff response to the submission.

Support of the kerbside collection is noted. The volume of green waste would not warrant a purpose built facility at Whiritoa. Green waste disposal sites in close location to Whiritoa are available at Waihi and Whangamata.
Eco and Heritage Tourism
Submitter's supportive comment noted.
Whiritoa Stormwater
Submission noted. Council has a programme of maintenance, and is negotiating access to clean open drain at rear of Kon Tiki properties. Lagoon outlets are monitored and attended to as the need arises. Beach front outlets are inspected and cleared as necessary. A review of these outlets is to be undertaken in conjunction with Environment Waikato’s beach care programme.

Waihi Beach Surveyors - Leonie Rogers – Submission # 71
Ms Rogers provided tabled evidence in support of submission. Ms Rogers was concerned about the new fees for development contributions which she considered have not been well communicated with surveyors and developers.
Ms Rogers requested that a clear indication of all fees be provided so that this information can be advised to their clients.
The Mayor advised that the fees were set at the Hearing of Submissions to the Development Contributions Policy.
The Manager, Planning and Environmental Services stated that the development contributions are a set fee to cover access into surplus capacity of infrastructure.. Subdivision fees under the District Plan will be variable and are dealt with by a case by case basis. These relate to the direct costs caused by development.
The Mayor suggested that investigations be undertaken and a comparison be made with the neighbouring Western Bay of Plenty District Council.
The Manager, Planning and Environmental Services contacted WBOPDC where it was found that their financial and development contributions policies have the same policy basis as the Hauraki District. Mr Buttimore advised that a meeting with surveyors is to be programmed in the near future to explain the development contribution policy in detail.

AND THAT the submitter be advised that HDC development contributions policy is consistent with the District Plan of the WBOPDC.
AND THAT Council intends to hold workshops with interest parties to inform and advise them on how the policy will be implemented. User friendly pamphlets will be provided and estimates of costs can be given when considering subdivision costs. The District Plan will continue to set the reserves contribution for the coming year but will be subject to further review.

Paeroa District Historical Society - Graham Watton – Submission # 1
Mr Watton spoke in support of his submission requesting assistance of funding of $6,000 for the Paeroa District Museum to cover rates, electricity and insurance expenses.
The Mayor acknowledged the valued work Mr Watton and the Society do in preserving the history of the district and operating the museum.
Mr Watton raised his concern to the use of skateboards in the main street, advising that damage has been received to the seating in front of the Museum and requested the signage be placed at this location to prevent the use of skateboard and bicycles on the pavement.

AND THAT the request funding of $6,000 plus GST for the Paeroa District Historical Society be granted from the Paeroa Ward to cover operating costs of the museum.
AND THAT Council formally acknowledge the valued work Mr Watton and the Society have done in preserving the history of the district and in the operation of the museum and the new Councillors welcome the offer to visit the Museum.
AND THAT signage be placed within the Paeroa town centre advising "No skateboarding or bicycles are allowed on footpaths in the town centre".

Graham Watton – Submission # 28
Mr Watton advised of the research for his book on the history of the Paeroa District in which he is endeavouring to record all the facets of the Paeroa Districts history. He requested that Council consider support for funding another 12 months of his research.
Cr Thorp commended Mr Watton for his work in researching the history of the Paeroa district and his work with the museum. Councillors also supported Cr Thorp’s commendation and approved that funding be provided for a further 12 months.
RESOLVED
THAT Council approved funding for $5,200 to Mr Watton to assist in his research for the Paeroa District History Book for another 12 months. Funding is to be split between Paeroa Ward $1,734 and Council $3,466.
AND THAT the submitter be advised that the research he is doing is appreciated and the Councillors look forward to seeing the finished result of the Paeroa District History book.

Mr Wilson commended Council on their efforts to improve the wellbeing of the older members of the community i.e. pensioner flats, use of local skills to keep costs down, library improvements to street surfaces and seating. Mrs Wilson suggested Council provide a web link on Council’s website to Web Health.

Ms Cleverley supported Councils current inclusion of funding plus inflationary costs for the provision of lifeguarding services at Whiritoa. She advised their request for an increase in funding from $19,000 to $21,000 (plus inflation) due to minimum wage increase, increase in costs for lifeguard qualifications, petrol and equipment costs.
The Mayor commended the Surf Life Saving BOP for their work at Whiritoa and suggested that she contact Council staff to secure a signed agreement for three year funding to be signalled in the 2009-19 LTCCP.

Federated Farmers of NZ - Nigel Billings and John Sandford – Submission # 102
Mr Billings commended HDC on its track record of limiting rates increases and requested that consideration be given to keep rate increases within the rate of inflation.
He noted that the organisation supported the Hauraki District Council approach towards rating and the various methods used in its funding policies.

Rates
Council has to balance increasing costs driven by ratepayer expectations, increased compliance costs imposed by central and regional government, and inflation, with the resulting impact on ratepayers. Council is continually looking for, and finding, efficiencies in its operating costs. Overall Council rates per property are forecast to increase by 4.5%. This is only marginally above the rate of household inflation despite the increases described above.

Parking area at Fishermans Bend
The grass area that the submitter refers to is now administered by DOC although Council mows the grassed knoll in keeping with past practise. Should the Waihi Ward Committee determine that a picnic table and accompanying rubbish bin is warranted then DOC's permission would be required. The bollards are currently preventing vehicles accessing that grassed area and consequently chains strung between the bollards provide no benefit hence the gap has been left open.
Drainage pipes at Fishermans Bend
Submission noted. Investigation has confirmed they are part of the Storm water disposal system, comprising surge/soakage chambers between the kerb sump and the outfall to the lagoon. Remedial work is being scoped and estimated, and will be reported to the Waihi Ward Committee.

AND THAT the submitter be advised that a major part of the proposed extension focuses on the book display and space between aisles being expanded according to LIANZA standards, the result being significantly more space, both for books on shelves and for library users. A mezzanine floor is a possibility that is being explored by the architect at present. It could provide valuable additional space however costs are a consideration and will dictate the overall outcome of the project. The collections of all libraries will be gradually updated over the next few years as a result of the significant increase to the new materials budget proposed in the Draft Annual Plan 2008/09. This increase will allow the replacement of older, outdated material with newer publications on a larger scale than was possible before. In addition, a wider range of authors and material will be available, including more DVD's, CD's and Audio Books.

One key outcome of the proposed budget increase is to expand the number of children we can provide these programs to. In addition to our Summer and Winter Holiday programs, plans are in place to trial a term-time reading program for all Paeroa Schools. If successful, this will be rolled out across the whole district in coming years.
