MINUTES OF A MEETING OF THE HAURAKI DISTRICT COUNCIL HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 10 SEPTEMBER 2008 COMMENCING AT 9.00 AM

PLANNING/REGULATORY SERVICES

Consideration of a Cemetery Conservation Plan (CRS CARMINE & BUBB) (429738) (134KB)

A report was presented by the Strategic Planning Projects Manager concerning the conservation planning for public cemeteries.

Also attached was a copy of a submission received at the Hearing of Submissions to the Hauraki District Council Consolidated Bylaw 2008 from Waihi Heritage Vision seeking consideration to the development of a cemetery conservation plan for the Waihi Cemetery.

RESOLVED

THAT the report be received.

The Strategic Planning Projects Manager referred the members to the submission received to the Consolidated Bylaw Part 6 Cemeteries. He spoke of the need to development a heritage policy to enhance and conserve both the Paeroa and Waihi cemeteries and that the policy should incorporate urupa’s (historical Maori burial areas).

RESOLVED

THAT Council:-

(a) Supports in principle a district wide approach to conservation planning for public cemeteries

(b) Refers the submission and this report to the District Plan Review Committee for consideration as to its policy approach to Heritage and History planning

(c) Advises the submitters of this approach.

Policy Review: selection, Appointment and Remuneration of Directors for Council Organisations Policy (CRS CARMINE & GORDON) (429657) (66KB)

A report from the Strategic Planning Projects Manager was presented regarding the policy review for the selection, appointment and remuneration of directors on Council Organisations Policy.

It was explained that this policy has been drafted due to the requirement under the Local Government Act that a policy clearly states that Council organisations are required to be monitored and reported on by Councillors. The Draft Policy was attached with tracked changes for the member’s consideration.

The Chief Executive explained that the objective of the policy is to clearly state who the Council representative is on all Council organisations. To ensure Council organisations are clear about the requirements under the Local Government Act, it was suggested that a letter be sent out to all Council organisations explaining the Council representation requirement and advising them who their Council representative is.

RESOLVED

THAT the report be received.

AND THAT Council adopt the Draft Appointment & Remuneration of Directors for Council Organisations Policy for inclusion into the Draft Long Term Council Community Plan 2009 – 19.

A report from the Strategic Planning Projects Manager was presented regarding the Private Sector Policy for inclusion into the Draft Long Term Council Community Plan 2009–19. The Draft Policy was attached with tracked changes for the member’s consideration.

AND THAT Council adopt the Draft Partnerships with the Private Sector policy for inclusion into the Draft Long Term Council Community Plan 2009–19.

A report from the Community Services Manager was presented to explain the procedure for the consideration of meeting minutes in compliance with the Local Government Official Information and Meetings Act 1987.

NETWORK SERVICES

ROADING MANAGERS REPORT (CR MEYERS) (431403) (38KB)

The District Engineer presented the Roading Managers report in his absence for the month of August 2008. The report was attached for the members’ information.

Safety Management

The District Engineer advised that the 2007/08 Minor Safety Improvement Projects programme was approved at the 19th August 2008 at the HDC Road Safety Committee meeting.

Replacement of Road Safety Co-ordinator - Eastern Waikato Region

It was requested that the District Engineer follow up on the process for the replacement of Alison Ruru, who recently vacated the position of Road Safety Co-ordinator for the Eastern Waikato Region, reporting to the HDC Road Safety Committee.

The Mayor requested that the Roading Manager seek information on what the new Road Safety Co-ordinators position will entail, how many hours per week would be required and where funding of the proposed full time position will be sourced from.

 

UTILITIES MANAGER’S REPORT (CRS CHALLIS & HARRIS) (431172) (112KB)

The Utilities Manager reported on district utilities for the month of August 2008. The report was attached for the members’ information.

Water Supply

The Utilities Manager noted that there have been a number of turbidity issues affecting the Kerepehi water supply which was due to heavy rainfall over the recent storm event.

Green Waste Facility – Plains Area

The Mayor proposed that consideration be given to the establishment of a green waste facility in the Plains area. The proposal was generally supported by the members. To determine if this proposal was viable, it was agreed that the District Engineer be asked to investigate the feasibility of establishing a green waste facility in the Plains area and report back to Council at a future date.

RESOLVED

THAT the District Engineer be requested to investigate the feasibility of establishing a green waste facility in Ngatea and provide a report to Council on the subject at a future date.

District Water Supply Strategy Workshop

It was agreed that a workshop be held on Thursday, 13th November 2008 from 9.00am to 11.00am in the Council Chambers for discussions on the district water supply strategy.

GENERAL BUSINESS

ENVIRONMENT WAIKATO - WAIHOU VALLEY SCHEME & PIAKO RIVER SCHEME PARTIAL FUNDING REVIEW (25KB)

In attendance were representatives from Environment Waikato - Scott Fowlds (Group Manager River & Catchment Services), Guy Russell (Operations Manager) and Tony Fenton for the presentation of the Waihou Valley and Piako River Scheme funding review as part of the consultation process with Territorial Authorities.

A number of District Drainage Committee members were also in attendance. Council and Committee members were invited to ask questions of the representatives concerning various aspects of the review.

 

The meeting closed at 12.12pm.
