MINUTES OF A MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 28 JANUARY 2003 COMMENCING AT 10.05 AM

CONFIRMATION OF MINUTES

MEETING HELD 26 NOVEMBER 2002

RESOLVED

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 26 November 2002 be taken as read and confirmed.

EPDD03/02 Reid/Schouten CARRIED

MATTERS ARISING FROM THE MINUTES

Awaiti H Drain Connecting Drain

There was continued concern regarding large areas of slumping along the Awaiti H Drain. Mr Reid, the Drainage Manager and the Drainage Overseer would meet on site and investigate the matter.

Old Paeroa Road Drain

A request was made for the EPDD Committee to take over a length of the drain along Old Netherton Road outside Patel’s property. This would be investigated and reported back to the next meeting.

DRAINAGE REPORT (45.498.002)

The monthly report from the Drainage Manager is attached for the Committee’s consideration

THAT the report be received.

EPDD03/03 Speedy/Martin CARRIED

Mechanical Cleaning

The Drainage Overseer asked members to advise him of any drains that required mechanical cleaning so that they could be included in the programme.

Mr Speedy attended the meeting at 10.15 am.

Gumtown Roadside Drain, Huirau Road

The Drainage Manager advised that he the Drainage Overseer and local member G Speedy had met with Messrs R and D Hull at their Huirau Road property on the drain north of Gumtown Roadside drain. The Hulls contend that their property suffered at the expense of others in times of reasonably heavy or prolonged rain. Council had already partially reduced the size of the culvert under Huirau Road to an equivalent size for the upstream catchment. Council undertook to fit a further control on the culvert, by way of removable weir boards, and to investigate the possible re-orientation of the drain to provide a better approach to the Huirau Road floodgate. Survey and cost estimates of any proposed works were being prepared and would be reported back.

Comment was made that the scheme standards were being met.

RESOLVED

THAT an investigation be made into the realignment of the drain provided there was no capital expense incurred, and that Environment Waikato be approached to take any excavated spoil for stopbank maintenance.

Rainfall (45.489.999)

A plot of the Ngatea Monthly Rainfall depths since 1993 was attached. The rainfall totals for November and December were 34.5 mm, and 54 mm respectively.

FINANCIAL REPORT (45.498.003)

The financial report to 31 December 2002 was attached for members’ information.

RESOLVED

THAT the financial report on the operations of the Eastern Plains Drainage Committee for the 6 months to 31 December 2002 be received.

GENERAL BUSINESS

MEMBERS’ COMMENTS

The Members were invited to comment on any general drainage issues of interest in their areas.

Replacement of floodgate by Environment Waikato (J McFarlanes property). The Drainage Manager will confirm that this is an Environment Waikato cost.

Culvert on Orongo Road needs a guard rail on the side of the road due to short length of culvert.

On Old Ferry Road drain, slips have re-occurred where remedial woks were carried out. The Roading Maintenance contractor has been advised of the problem.

Ramsar site in the Firth of Thames – information requested from DoC via Environment Waikato.

LATE ITEMS

There were no late items.

His Worship commented that he intended to attend the early meetings of the drainage committees, to get a feel for the possible problems that may be encountered during storm events such as was experienced in early January. He was pleased to report that there appeared to be no real problems in the EPDD area, and that the flow of information from the Drainage Overseer was timely and enabled him to answer queries and concerns that he received personally.

The meeting closed at 10.50 am.
