MINUTES OF A MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 27 APRIL 2004 COMMENCING AT 10.00 AM

CONFIRMATION OF MINUTES

MEETING HELD TUESDAY 24 FEBRUARY 2004

RESOLVED

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 24 February 2004 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Floodgate at Turua Boat Ramp

Council’s Roading Contractor has undertaken to construct the culvert under Bagnall Square and to block off the old floodgate.

Kaikahu Road, Kerepehi

The Drainage Manager reported that he has written to the owner and advised him of the provision for the piping of the drain in the estimates for the 2004/05 year.

Pipiroa North Roadside Drain

Materials are on site, but Council is awaiting Telecom’s cable location information.

Orongo Drainage

The Drainage Manager advised that he is still waiting to hear from Environment Waikato regarding the analysis of investigations undertaken relating to the apparent differences in levels of service provided by the Waihou Valley Scheme assets in the Orongo area.

Cox Floodgate

The Drainage Overseer reported that he had spoken to Environment Waikato regarding the installation of a floodgate at the Pines Drain and was advised that due to the length of the outlet and the previous poor performance of the old floodgate that it was unlikely to be a viable option.

 

DRAINAGE REPORT (45.498.002)

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

Mechanical Cleaning

Discussion was held regarding the responsibility of the maintenance of the Borrowpit Drain. The Drainage Manager commented that the ownership of the drain needs to be clarified and advised that whoever owns the drain should be responsible for the maintenance. There was further discussion regarding the ownership of the drains and maintenance concerns. The Drainage Manager advised that he will meet with Environment Waikato to discuss ownership/maintenance issues of the drains concerned.

R W & D G Hull, Huirau Road

The Drainage Manager reported that the Committee Chairman and he had met with Mr Hull. Discussion was held regarding the options for the drainage issues of the property by the construction of low return banks on the Spencer-Madgwick drain. The owner expressed his concerns regarding the options to resolve the issue and appeared dissatisfied with the aspect of disruption that would be caused to the functioning of his farm. There has been no recent response from the owner to further resolve this issue.

Hauraki Roadside Drain, Piako Road to Rata Street

The Drainage Manager reported that a meeting with John Deane will be organised. Roger Hunter advised he would be available on Thursday or Friday 29/30th to meet.

Kopu Bridge Ltd

The Drainage Manager outlined a proposal for development from Kopu Bridge Limited for a service centre at Kopuarahi, and the developers proposals for limiting runoff to that of the existing pastoral rate.

 

FINANCIAL REPORT (45.498.003)

The financial report to 9 months ended 31 March 2004 were presented.

THAT the financial report on the operations of the Eastern Plains Drainage Committee for the 9 months ended 31 March 2004 be received.

GENERAL BUSINESS

MEMBERS’ COMMENTS

Roger Hunter commented that the maintenance of internal drains needs attention to improve drainage from properties which have serious drainage problems from running onto neighbouring properties.

It was suggested that this issue regarding maintenance of Greens drain and possible extension to alleviate the problem of ponding be followed up by the Drainage Manager.

Kevin Caddy – floodgate at west end of Ryan Drain. There has been an enquiry regarding the reinstatement of this floodgate, or modification to the No 10 pump.

Reservoir area power loss affecting computers. Members expressed concerns from residence regarding the pump operating causing fluctuations of power. It was suggested that the pump be left running all the time rather than switching on and off. The issue of power problems was the business of the power company, not the drainage committee. There was also a concern expressed regarding the weed clogging up the system causing pump to switch off.

Roger Hunter – questioned the status of organic spraying to Drainage Overseer. He advised that they have been trialling the organic sprays in the region and have found through investigation, that they have been able to reduce the quantity of chemical used which is a cost saving. He also advised that the new sprays trialled have been very effective.

The Drainage Manager reported on two issues regarding roadside drains noted on the tour held on 26 April:

Water breaks on Awaiti Road and Hauraki Road have been reported to C&M.

Trees next to the roadside drain on Wharepoa Road.
