MINUTES OF A MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 22 FEBRUARY 2005 COMMENCING AT 10.00 AM

CONFIRMATION OF MINUTES

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 21 December 2004 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Green Drain, McCallum Property

In response to a member’s inquiry if spraying had been completed to the Green Drain on the McCallum property, the meeting was informed that this drain has been dug but a culvert has yet to be installed.

Alligator Weed

The Drainage Overseer reported that Environment Waikato has indicated they will be undertaking a spraying programme at some time in the near future. It was suggested that the Committee write to EW to receive confirmation when the spraying of the weed will commence.

The monthly report from the Drainage Manager presented for the Committee’s consideration.

Pump Operation

Discussion was held regarding the proposal to switch off the pump at Awaiti west over the summer months. The Drainage Manager will review the summer operation of this pump, and the Tee Head pump, in conjunction with EW.

Floodgates

A series of photographs of the Netherton School pipe/bridge were presented for the member’s information. The Drainage Overseer explained the poor condition of the piped culvert apparently constructed either side of the bridge for the school parking area. The Drainage Overseer stated that remedial work could be undertaken as a temporary measure to repair the pipes until they can be replaced at a later date.

The Drainage Manager suggested that the Committee meet with the Netherton School and provide an estimate of the costs of replacing the culvert pipes and advised that he will contact the School and request a meeting.

Biological Weed Control

The Drainage Manager informed the members of the estimate from DoC to process the environmental impact assessment, and that the WPDD Committee resolved not to proceed with the application unless there were no further costs incurred by the drainage committees. It was advised that Council are talking with the consultant regarding the assessment of the proposal. The Committee will be kept informed on the status of this issue.

Drain North of Rata Street, Turua

The owner has given approval to relocate the drain within the property. Work will be undertaken in conjunction with the roading construction of the Turua town thresholds.

Turua Town Drain Piping

Works will commence in March to pipe the reach of open drain from Bagnall Square to Awa Street.

The Chairman and Drainage Manager met with the Turua Hall Committee on Tuesday 8 February to present the proposals for piping the reach of open drain from Bagnall Square to Awa Street (at the rear of the sections fronting Hauraki Road and Waihou Street). The opportunity was taken to request the committee to consider their preferences for further piping of open drains. A plan of the likely reaches has since been sent to the committee.

The Committee were generally supportive of the likely programme of future piping. They noted the importance of maintenance of open drains, particularly the drain behind the houses on the west side of Hauraki Road. Extension of this drain north of Rata Street should improve the situation here.

 

FINANCIAL REPORT (45.498.003)

The financial report for the 7 months ended 31 January 2005 was presented for members’ information.

THAT the financial report on the operations of the Eastern Plains Drainage Committee for the 7 months ended 31 January 2005 be received.

MEMBERS’ COMMENTS

The Members were invited to comment on any general drainage issues of interest in their areas.

Peter Schouten – weeds need spraying urgently in Area 6.

Kevin Caddy – spraying of drains needs to be addressed.
