ELECTION OF CHAIRPERSON AND DEPUTY CHAIRPERSON
Nominations were called for the appointment of Chairperson and Deputy Chairperson of the Committee.
RESOLVED
THAT the appointment of I D Troughton as Chairperson of the Eastern Plains Drainage Committee be confirmed.

RESOLVED
THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 21 February 2006 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Alligator Weed – Noxious Plants
The Drainage Foreman advised that Environment Waikato is to hold a field day on the Alligator weed in the near future. It was commented that clear information needs to be advertised about noxious weeds by the Regional Council. The Drainage Foreman advised that the Regional Council does have information available for public reference.
Turua Primary School
Discussions were held regarding the piping of the drain. It was suggested that the Drainage Manager contact the school advising that this drain is not a District Drainage Committee drain, and to ascertain the school’s requirements for the area.
Spraying
Roger Hunter questioned the accuracy of the spraying programme, stating that the Cox’s drain has not been sprayed. He listed a number of sprayed drains that he considered needed checking. The Drainage Foreman requested that Roger Hunter provide him with a list for him to review.
Subdivisions Commented Upon
Rural Subdivisions Requiring Drainage Easements
The Drainage Manager advised that, providing all drainage committees are in agreement, that a recommendation will be taken to Council to provide Council drainage outlets to all lots of subdivisions. Capital costs of providing or upgrading drains and fences will be a charged to the developers. A policy for development contributions may need to be developed.
Drainage Committee – Change to Meeting Time and Date
It was proposed that the Eastern Plains District Drainage meetings commence at a new time of 1.00pm following the Western Plains District Drainage meeting on Wednesdays, on the even numbered months. The August meeting would be held in Ngatea. The members were in agreement with this new time and date.

The monthly report from the Drainage Manager was presented for the Committee’s consideration

Reinstatement of Kerepehi Feeder Drain (C54)
The Drainage Manager outlined the necessity for the Drainage Committee to confirm the maintenance responsibility for the length of the Kerepehi Feeder drain north of Town Road. It was therefore requested that the Committee approve that the 200m length of the Kerepehi Feeder Drain be confirmed as Council Drain.
RESOLVED
THAT the 200m length of Kerepehi Feeder Drain (C54) be confirmed as Council Drain.

Drainage Committee Elections
The Drainage Manager advised of the nominations of representatives for all drainage areas of the district. It was advised that a nomination for a representative for Area 4 (Wharepoa South) is still required.
FINANCIAL REPORT (45.498.003)
The financial report for the 9 months ended 1 March 2006 was presented for the members’ information.
RESOLVED
THAT the financial report on the operations of the Eastern Plains Drainage Committee for the 9 months ended 31 March 2006 be received.

Flap to be installed to Floodgate at Reservoir
Kevin Caddy raised an issue highlighted at February’s meeting. He requested that the Drainage Overseer investigate the function of the control gates at the Reservoir Canal and address the problem. A meeting on site will be arranged.
GENERAL BUSINESS
MEMBERS’ COMMENTS
The members were invited to comment on any general drainage issues of interest in their areas.
Keven Caddy stated that he was dissatisfied with the standard of aerial weed spraying undertaken by the contractor using the helicopter.
Roger Hunter noted that there is a need for re-spraying a number of drains.
Kim Reid noted that ‘H’ Drain is in need of spraying.
Awaiti Roadside and Awaiti West drains appear to have a high point in the invert.
