MINUTES OF A MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON THURSDAY 20 DECEMBER 2007 COMMENCING AT 1.30PM

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Wednesday 24 October 2007 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Piping Section of Drain - Kerepehi

The Drainage Overseer requested approval for the piping of an open drain north of Stanley Street in Kerepehi. The adjacent owner has requested that approximately 50m drain be piped between the property and the school.

Staff were to bring back information regarding costs to pipe this section of drain to next meeting.

The Drainage Overseer reported that the landowner is now not prepared to contribute. The Committee has to consider whether to do the works with no contribution, or not to proceed.

Decision of Committee was to not proceed at this stage.

The Drainage Manager is to bring details of recent capital expenditure for Committee’s information to February meeting.

Chairperson asked follow up on the Kerepehi issue (above).

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

GENERAL BUSINESS

Turua School – Letter

A letter received from the Turua School Committee re a problem with drainage on the southern boundary of the school. The drain is not a Council drain, but feeds into the EW toe drain, and then to the river floodgate. There may be an issue with the adjacent sewer rising main. The Committee agreed to meet with school representatives on site to investigate the issues. The Drainage Manager is to write to the school informing them of the Committee’s decision, and to arrange a meeting with local members early in the New Year.

Drainage Committee Elections

The members were advised that Council has re-appointed the current members of the committee to cover the period between the triennial local government elections held in October 2007, and the drainage advisory committee elections proposed to be held in March-April 2008. Council’s appointed representative to the Eastern Plains Drainage District Committee is Cr Don Challis, with Crs Greg Harris and Tom Meyers as deputies. The provision of deputies is necessary as the standing orders for Council committees require that a Councillor be present to legally constitute a quorum. The quorum requirement is now two members of the committee, including one Councillor.

Drainage Committee Meeting Dates

Council has re-scheduled its meeting dates from Thursdays to the last and third to last Wednesdays in each month, except December, when the sole meeting will be held on the third Wednesday, and January when only the last Wednesday meeting will be held. Usually the EPDD meeting has been held on the last Wednesday so would clash with Council on all of the 6 months that EPDD meet. Most other Council committees will meet on Tuesdays, other than the Tuesday before the last Wednesday. This Tuesday works best for Council secretarial and administrative staff involved in agenda preparation and meeting attendance.

The member’s were in agreement that meetings now be held on Tuesday’s, in the afternoon, commencing 2008.

Environment Waikato River and Catchment Schemes Liaison Subcommittees

EW has changed the subcommittee structure of its seven liaison subcommittees. The Regional and District Council representation will remain, but the Drainage Committee representation has been replaced by ‘Local Community Representatives’. In the case of the Waihou Piako Liaison Subcommittee, the number of landowner representatives is seven members, replacing the current four drainage committee representatives. Nominations for these positions close on Friday 25 January 2008. The HDC drainage committees will need to ensure good representation is continued on this subcommittee.

Attached was part of the information available from the EW website, plus nomination forms.

The Committee was advised that the current three representatives have all sent in application forms. It was felt that property owners from the Waihou Valley Scheme area needed to be considered for nomination to represent that area. Interest was expressed by Roger Hunter.

 

The meeting closed at 2.40pm.
