MINUTES OF A MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON WEDNESDAY 24 OCTOBER 2007 COMMENCING AT 1.30PM

Appointment of Chairperson

Due to the absence of the Chairperson (I D Troughton) and Deputy Chairperson (K J Reid), Kevin Caddy was appointed Chairperson of the meeting.

RESOLVED

THAT the appointment of K Caddy be approved.

MATTERS ARISING FROM THE MINUTES

Issue of Inaccurate Spraying Record

Roger Hunter raised a concern that the exact measurement of the drains in his area is inaccurately recorded. The Drainage Overseer will check that the operators and contractors record the actual length of drain sprayed, rather than just ticking the record sheet as having sprayed the full length.

Drainage Committee Elections

The Drainage Manager advised that the current EPDD Committee Chairman, Mr Ian Troughton, who was appointed as Council representative on the Drainage Committee, is no longer a District Councillor, and his position will be filled following the Council’s committee appointments in November. Mr Troughton has signified that he may be willing to continue his involvement with the EPDD committee as member for Area 4, which is currently vacant.

RESOLVED

THAT the Eastern Plains Drainage District Committee recommend to Council that the current Area 4 vacancy be filled by the appointment of Mr Ian Troughton, subject to his agreement to the appointment.

GENERAL BUSINESS

MEMBERS’ COMMENTS

The Members were invited to comment on any general drainage issues of interest in their areas.

Ian Sara (Environment Waikato Works Supervisor) attended the meeting to advise the members on the operation of the various weirs and control structures on the Elstow Canal system. There is one weir at the confluence with the Tee Head west Canal, and another at the confluence with the Northern Canal, some 3km to the north.

They are designed to regulate the flow of water from the Kopuatai Peat dome, and may be altered seasonally. The level is controlled to a higher level in the summer to keep the peat dome water table raised to help prevent peat fires, and to a lower level in winter.

It is apparent that the controlling flaps had been interfered with by unauthorised persons, which had contributed to the additional flow discharging from the peat dome in the July storm event.

 

Piping Section of Drain - Kerepehi

The Drainage Overseer requested approval of piping of drain north of Stanley Street in Kerepehi. The adjacent owner has requested that approximately 50m drain be piped between the property and the school.

Staff will bring back information regarding costs to pipe this section of drain to next meeting.

RESOLVED

THAT the owner be advised that the section of drain may be piped with a contribution from the owner, and that the estimate of the works, and the acceptance of the contribution be reported to the next meeting.
