MINUTES OF MEETING OF THE EASTERN PLAINS DRAINAGE DISTRICT COMMITTEE HELD IN THE COUNCIL CHAMBERS, WILLIAM STREET, PAEROA ON TUESDAY 24 FEBRUARY 2009 COMMENCING AT 1.30PM

CONFIRMATION OF MINUTES

MEETING HELD TUESDAY 23 DECEMBER 2008 (460481)

RESOLVED

THAT the minutes of the meeting of the Eastern Plains Drainage District Committee held on Tuesday 23 December 2008 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

Open Drain located in front of Kerepehi Domain

Kevin Caddy raised the matter concerning the piping of the Council drain located on Kaikahu Road in front of the Kerepehi Domain between the domain entrance and the Race Course drain. It was agreed that there would be some amenity value in piping the drain, and the Committee noted the increased use the Domain receives from the various users. The Domain Committee will need to improve the entrance gates and fences. Following the discussion at the previous meeting, staff had prepared an estimate for the works.

RESOLVED

THAT the Eastern Plains District Drainage Committee approves the piping of the open drain located on Kaikahu Road in front of the Kerepehi Domain between the Domain entrance and the Race Course drain, at an estimated cost of $18,000, subject to capital works expenditure to date.

DRAINAGE REPORT (465304)

The monthly report from the Drainage Manager was presented for the Committee’s consideration.

RESOLVED

THAT the report be received.

Helicopter Spraying of Drain – Organic Farming Operation

The Drainage Manager advised of a property owner who has lodged a complaint regarding the spraying of a drain adjacent to their property which is registered as an organic farming operation, and has been noted on Council’s Spray Register. The helicopter sprayed a drain which is not a Council drain on the roadside in front of a part of the property which had not been recorded on Council’s Spray Register.

It was advised that the Drainage Overseer has spoken with the property owner concerned to assure them that procedures are in place to prevent future occurrences. Council staff have been monitoring the situation since the spray application.

Following the completion of an incident report, the owner will be advised of the outcome.

Drainage and Stormwater Rate Review Comparison

The Drainage Manager presented a copy of a spreadsheet showing rate review comparisons for the proposed drainage rate over the EPDD area, and the proposed urban stormwater rates in Kerepehi and Turua. The proposed rates will form part of the Land Drainage and Stormwater rate review in the LTCCP due to be published in April.

Maize Crops – Issue of Access for Drain Maintenance

The members were advised that an article highlighting the issue of restrictions to access for drain maintenance caused by landowners planting their maize crops close to drains is to be printed in the Tuesday 24 February edition of the Hauraki Herald.

 

FINANCIAL REPORT

The financial report for the 6 months to 31 December 2008 was presented for members’ information.

THAT the financial report on the operations of the Eastern Plains Drainage Committee for the 6 months to 31 December 2008 be received.

MEMBERS’ COMMENTS

The Members were invited to comment on any general drainage issues of interest in their areas.

Guy Speedy – Asked if drains in Area 2 had been sprayed. The Drainage Overseer advised that the whole system has been sprayed.
