CONFIRMATION OF MINUTES
RESOLVED
THAT the minutes of the meeting of the Komata North Drainage District Committee held on 30 April 1999 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Alexanders Canal Pine Trees
The Drainage Manager advised that the matter of the removal of the pine trees that had been planted along Alexanders Canal, was still to be attended to.
The report from the Drainage Manager was attached for the Committees consideration

The report covered the period of April 1999 to September 1999.
Spraying
The Drainage Manager presented a table of drains sprayed in the 1998/99 year. No drains had been sprayed this financial year.
Mechanical Cleaning
Tables of the drains, which had been mechanically cleaned for the period, were presented.
The Drainage Manager presented a draft programme of drains proposed to be machine cleaned in 1999/2000.
He advised that the Drainage Overseer and himself had carried out site inspections of all the drains in the areas and asked members to advise if there were any other drains in their areas that they thought needed to be included in the programme.
Pump Operation
A summary of pump hours operation over the past three years was presented for members information.
Advice had been received from Environment Waikato on the proposed network charges for the larger installations. This could have ramifications for the Drainage Committees if Environment Waikato were to proceed with diesel generating options.
Subdivisions Commented On
Subdivisions commented on in the period were:
JM Siddons, Rangiora Road, Komata
CA and C Morrison Ltd, Ferry Road, Hikutaia
BI and OM Wood, State Highway 26, Komata
RS and SJ Nichol, Ferry Road, Hikutaia
Rating of Land Drainage Expenditure (20.000.000)
The General Manager had sent a memorandum to members regarding the setting up of a representative working party to consider Councils drainage rating system.
Council was currently reviewing the funding policies and were aware that there were drainage rating issues that needed to be resolved.
Council held the view that the Drainage District members were in the best position to undertake the review. With that in mind the Council was promoting the formation of a rating review working party. It was suggested that a working party of seven be established, comprising of Western Plains 2 members, Eastern Plains 2 members, Komata 1 member, Opukeko 1 member and Tirohia-Rotokohu 1 member, be established.
It was suggested that Mr P Hughes be the representative on the working party for the Komata North Drainage District.
RESOLVED
THAT the Komata North Drainage District representative on the rating review working party be, Mr P Hughes.

January 1, 2000
The Drainage Manager advised that one of the issues that had come up as a result of Councils contingency plans for January 1, 2000 was that the proposed standby rosters may impact on staff availability to maintain pump weed screens in the event of a storm. Help may be required from Drainage Committee members.
FINANCIAL REPORT
The financial report was attached for members information.
RESOLVED
THAT the financial report on the operations of the Komata North Drainage Committee for the 12 months ended 30 June 1999 be received.

The Drainage Manager advised that the figures presented were the final ones for the end of the financial year ending 30 June 1999.
The Drainage Manager would look into the Komata North Drainage District funds and see what their actual surplus amount was.
Estimates 2000/2001
A meeting would need to be held to confirm the estimates for 2000/2001. A time for this would be advised.
The meeting closed at 2.20 pm.
