MATTERS ARISING FROM THE MINUTES
Pump Operation
Concern by land owner regarding the weed growth in the Kurere Pump is still a problem. The Drainage Overseer reported that this area can be sprayed again.
Drainage Rate Review
The Drainage Manager commented that this issue is ongoing and advised that there is the possibility of combining the three drainage districts east of the Waihou River into one at some time and to have one committee with three separate subdivisions.
The report from the Drainage Manager was attached for the Committee’s consideration

Spraying
The drains sprayed to 30 June 2003 were presented in the attached tables. There has been no spraying this year to date.
Mechanical Cleaning
Fallen trees in the waterway of the Kurere Stream below state highway 26 and the Hopping Drain were removed.
Pump Operation
A comparison shown in graphs over the last 5 years to present show an increase in pump operation. There has been consistent rainfall over the calendar year which has caused flood problems. Additional labour was required for pump operation earlier this year but pump hours for the year to date have been reasonably quiet.
Floodgate Maintenance
There was problems with the floodgate jamming at Rangiora Road, this has now been cleared of debris and is working well.
WVS PRS Liaison Committee
The Drainage Manager attended the WVS meetings of Environment Waikato’s WVS PRS Scheme Liaison Committee in Ngatea in May and at Paeroa on 7 November.
The Liaison Committee recommended that a small pump be installed in the area north of the Rangiora Road to pump under the road to alleviate flooding. Two options for location were considered, with the preference being on the north side, and adjacent to Rangiora Road for ease of access and power supply. The annual additional costs to the KNDD for power and screen maintenance have been estimated at $300.
Owen Passau and Kevin Campbell of Environment Waikato presented the background information and drainage options of the area between Kurere Stream and Rangiora Road. It has been considered that a small pump be installed at Rangiora Road to pump into the existing Rangiora Road floodgate and pump.
The area is currently rated for the pumping provided by the Rangiora Road pump, but access to that pump is limited to times when the area to the south is cleared of water. The capacity of the main pump is sufficient for the whole area. Although there is double pumping, the new pump will only pump against a low head.
The main Rangiora Road pump will operate at same level as at present. It is intended that the drainage works will be done in January/February and the stopbank maintenance should be underway by late summer. The pump should be installed in 2004, funded by the Waihou Valley Scheme.

GENERAL BUSINESS
Spraying will be undertaken by helicopter on the Alexander Canal this week.
Members reported several slips in the Hughes drain from the Rangiora Road end towards the Komata Stream. The Drainage Overseer will inspect the drain.
The reach of the Kurere Stream parallel to the state highway is getting overgrown with willows. It was suggested that the trees be removed over two seasons and re-growth be prevented.
RESOLVED
THAT the willows growing along the reach of the Kurere Stream parallel to the state highway be removed in two stages, and the stumps and re-growth be sprayed.
