CONFIRMATION OF MINUTES

DRAINAGE REPORT (14KB)

The report from the Drainage Manager was presented for the Committee’s consideration

Spraying

The drains sprayed to 30 June 2004 are presented in the attached tables. No drains have been sprayed to date in this financial year.

Mechanical Cleaning

The drains which have been mechanically cleaned to 30 June 2004 were presented in the attached tables. The remaining trees in the waterway of the Kurere Stream below SH 26 were removed in November. Some blockages were removed from the Hopping Drain, and a section of 250m was cleaned. Tyres have had to be removed from the Ferry Road Drain as they were blocking a culvert.

Pump Operation

The summary of pump hour’s operation for the year ended 30 June 2004, and for the current year were attached for the members’ information. A summary of pump running from 1996 to June 2004 was also attached.

The Kurere pump ran for 53 hours in the year. The 2003-04 total was 19% of the average for the period of record. Alexanders and Rangiora Road pumps did not run at all in the 2003-04 year, and have not run this year to date..

The rainfall average is close to normal, but has not fallen as consistently as in the previous year. The major events in the Manawatu and Bay of Plenty did not cause any real problems in the Hauraki District.

Floodgate Maintenance

No significant works were undertaken.

Culvert Approvals Granted

No culvert approvals were granted in the period.

Subdivisions

No subdivisions were commented on in this period.

WVS PRS Liaison Committee

The Committee Chairman and the Drainage Manager attended the meetings of Environment Waikato’s WVS PRS Schemes Liaison Committee at Thames in May. Items of interest to the Committee were commented on by the Chairman.

Estimates

Budget estimates for the 2005-06 year will be prepared late this year.

Telemetered Rain Gauges

It was reported that Council has recently installed automatic telemetered rain gauges at 8 sites throughout the district. These are generally at Council’s water and sewerage treatment plants in Whiritoa, Waihi, Paeroa, Kerepehi and Turua, and at the Paeroa and Ngatea offices. A further station will be installed at Waitakaruru when the sewerage treatment plant is established next year. The gauges have been calibrated and monitored. The network will give a greater spread of sites than is currently available, and will enable a more accurate analysis of storm events to be made.

Drainage Committee Elections

Following the recent Council elections, Council has reformed its Committee and reporting structures. There will be two full Council meetings each month, but no Works or Planning and Finance Committees. The Drainage Districts will report to Council in the same manner as they have previously reported to the Works Committee.

Council has appointed Councillor Tom Meyers as representative on the three Paeroa Ward Drainage District Committees, these being Komata North, Opukeko and Tirohia Rotokohu.

The triennial drainage district committee elections will take place in March-April 2005. Prior to that time Council will advertise the procedure and nominations will be called for. A likely scenario that has been discussed as part of the drainage rate review is that the three smaller drainage districts in the Paeroa Ward on the east side of the Waihou River may be combined as one administrative committee.

Rate Review Committee

It was asked if the Rate Review Committee would be meeting at some time in the future. They were concerned that some of the proposals may cause some rate payers to be subsidising others.

 

FINANCIAL REPORT

The financial reports for the 12 months ended 30 June 2004 and the 4 months ended 31 October 2004 were attached for members’ information.

RESOLVED

THAT the financial report on the operations of the Komata North Drainage District Committee for the 12 months ended 30 June 2004 not be approved as the District Rate contribution was not included in the report.

GENERAL BUSINESS

Election of Members to Drainage Committees

The Drainage Manager advised Council will advertise in the Hauraki Herald the upcoming election of the District Drainage Committees to be held in March-April 2005.
