CONFIRMATION OF MINUTES
MEETING HELD WEDNESDAY 1 DECEMBER 2004
RESOLVED
THAT the minutes of the meeting of the Komata North Drainage District Committee held on Wednesday 1 December 2004 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
Drainage Committee Elections
It was advised that members will be notified of the upcoming elections in the near future. It is envisaged that the elections will be held in June this year.
Quorum’s at Meetings
The Drainage Manager advised that Council had adopted the New Zealand Standard for meeting procedures, with the following amendment in the case of the quorum required for committees of Council:
There must be at least half the total number of members of the Committee if the number of members (including vacancies) is even, or the majority of members if the number of members (including vacancies) is odd, and in the case of a Committee other than a Subcommittee or a Drainage Committee, must include at least one member of the local authority.
The report from the Drainage Manager was presented for the Committee’s consideration

THAT the report be received.

Amalgamation of Drainage Committees
Discussion was held regarding the amalgamation of the Opukeko, Komata North and Tirohia-Rotokohu drainage committees. The Drainage Manager stated that it is envisaged that one committee would be formed, and one meeting would be held instead of three separate meetings. It was advised that the financial accounts of the committees would not change.
It was asked how requests would be processed for drain maintenance in each district. The Drainage Manager stated that each of the three areas would be dealt with separately, and that the financial accounts would be separate for each of the districts.
Mr Morrison stated that consultation with ratepayers would be held on the amalgamation proposals.
Resignation of Rex Robinson
The Drainage Managed advised of Mr Rex Robinson’s resignation from the Committee.
FINANCIAL REPORT
The financial report for the 7 months ended 31 January 2005 was presented for members’ information.
RESOLVED
THAT the financial report on the operations of the Komata North Drainage District Committee for the 7 months ended 31 January 2005 be received.

GENERAL BUSINESS
S Hughes stated that the boundary drain at the rear of his property needs weed spraying. He noted that the drain needed to be extended to the culvert under the old railway formation.
RESOLVED
THAT Drain K21 (Rangiora Road North) be extended 200m to the north to the culvert under the old railway formation.

It was also noted that the old Komata North outfall needed to be extended approximately 50m to the north to pick up an existing drain.
RESOLVED
THAT Drain K9 (Komata North) be extended 50m to the north to the intersection with an existing drain.
