SPECIAL MEETING HELD 25 MAY 1999

RESOLVED

THAT the minutes of the special meeting of the Opukeko Drainage District Committee held on 25 May 1999 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES

The Drainage Manager advised that most of the issues discussed at the Special Meeting were concerning individuals rather than Drainage Committee issues. The Utilities Manager had copies of minutes and agendas of the meetings held by the Paeroa Sewage Treatment Committee.

Contribution from Paeroa Community Board

This issue would be addressed in the upcoming Rating Review.

Hilda’s Drain Upgrading

Contact had been made with Environment Waikato regarding the instruction to install a controlled structure on the end of the boundary drain into the Opukeko drain. The Drainage Manager would look into this.

Spraying

Tables of the drains sprayed for the 1998-99 year were presented. No spraying had been undertaken this current year.

Mechanical Cleaning

The Drainage Manager presented a draft schedule of the drains that were proposed for mechanical cleaning for the current year.

Concern at the number of slips in some of the drains due to them being machine sprayed. It was preferable to have the drains hand sprayed to keep the vegetation on the sides of the drains to prevent slips.

The Drainage Overseer commented that if there were drains that members would rather have hand gunned then they should let him know.

The issue of whether some of these drains should be sprayed or mechanically cleaned would be looked into.

Pump Operation

A summary of pump hour’s operation over the past three years was attached for member’s information.

Advice from Environment Waikato on the proposed network charges for the larger installations. This could have ramifications for the Drainage Committee’s if Environment Waikato were to proceed with diesel generating options.

Hubbards Road Floodpump

The Drainage Manager advised that Environment Waikato had completed the design of a culvert from Stocks drain into the stopbank toe drain so that when water levels in the Hubbards Road area were low Stocks drain could be pumped by the Hubbards Road pump.

The Drainage Manger would follow up on when this culvert would be built and advise at the next meeting.

Rating of Land Drainage Expenditure (20.000.000)

The Drainage Manager advised that Council was currently reviewing the funding policies and were aware that there were drainage rating issues that needed to be resolved. Council held the view that the Drainage District members were in the best position to undertake the review. With that in mind the Council was promoting the formation of a rating review working party. It was suggested that a working party of seven be established comprising of Western Plains 2 members, Eastern Plains 2 members, Komata 1 member, Opukeko 1 member and Tirohia-Rotokohu 1 member.

It was suggested that the Chairman, Mr I Wood, be the representative on the working party for the Eastern Plains Drainage District.

THAT the Opukeko Drainage District representatives on the rating review working party be, the Chairman Mr I Wood.

The Committee agreed that the guidance and input of the General Manager would be appreciated.

January 1, 2000

The Drainage Manager advised that one of the issues that had come up as a result of Council’s contingency plans for January 1, 2000 was that the proposed standby rosters may impact on staff availability to maintain pump weed screens in the event of a storm. Help may be required from Drainage Committee members.

FINANCIAL REPORT

The financial report was attached for members’ information.

THAT the financial report on the operations of the Opukeko Drainage District Committee for the 12 months ended 30 June 1999 be received.
