ODD02/01 Wood/Reid CARRIED
ELECTION OF CHAIRPERSON
The Drainage Manager called for nominations for the position of Chairperson.
RESOLVED
THAT ID Wood be nominated as Chairperson of the Opukeko Drainage District Committee.
ODD02/02 Reid/Munro CARRIED
There being no further nominations, ID Wood was declared Chairperson.
LATE ITEMS
Pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, the Chairman called for late items to be accepted. There were none.
CONFIRMATION OF MINUTES
RESOLVED
THAT the minutes of the meeting of the Opukeko Drainage District Committee held on 11 December 2001 be taken as read and confirmed.

MATTERS ARISING FROM THE MINUTES
It was noted that there had been some discussion regarding the Hubbard Road Bypass structure at the last meeting and it had not been noted in the minutes. Further discussion would be held later in the meeting.
The report from the Drainage Manager was attached for the Committee’s consideration

Spraying
The Drainage Manager advised that there had been no drains sprayed this financial year.
ESTIMATES 2002/2003
The Committee was to consider the 2002/2003 estimates. The estimates were attached.
The Drainage Manager advised that the estimates were unchanged from the draft estimates considered by the Committee at the December 2001 meeting.
The main increase would be power charges.
RESOLVED
THAT the 2002/03 estimates as presented be approved.

FINANCIAL REPORT
The financial report to the 28 February 2002 was attached for members’ information.
RESOLVED
THAT the financial report on the operations of the Opukeko Drainage Committee for the 8 months ended 28 February 2002 be received.
ODD02/06 White/Reid CARRIED
The Drainage Manager would check the mechanical cleaning work to confirm that the Link drain had been cleaned. The mechanical cleaning programme would be finalised this month.
GENERAL BUSINESS
LAND DRAINAGE ASSET MANAGEMENT PLAN
A copy of the plan was included with the agenda for member’s consideration.
The Drainage Manager tabled a report outlining the plan and its requirement. He advised that the asset management plan would be continually reviewed.

THAT the Land Drainage Asset Management Plan be approved.

Hubbard Road ByPass Structure
There was concern that the probes at the Hubbard Road Pump were set too low and the pump was running unnecessarily. The Drainage Manager would get in contact with Environment Waikato about this.
The Drainage Manager gave an update on the repairs being carried out at the Stocks Pump Station. The concrete discharge pipes had been damaged and a temporary repair undertaken. Environment Waikato would continue to monitor the situation and prepare a long term repair designe. The pumps would not be out of commission as a result of this damage.
The Stocks pump feeder drain will need to be kept in good condition to fully utilise the improved reliability of the diesel powered pumps.
There was comment on the mechanical clean programme, and that Stocks Canal was the primary one to be maintained, followed by the Link Drain, and the lower section of the Boundary Drain. There was some erosion apparent at the acute angle between the Boundary Drain and the Link Drain.
Concern was expressed at the lack of advance notice given for drain cleaning so areas could be grazed off prior to dumping of material.
